Industry Questions – W9124D26QA028 – Fort Knox Propane Supply
Q1: With this being set aside for small businesses, how could I make sure I meet the size requirement?
Size standards are based on the North American Industry Classification System (NAICS) codes, which categorize businesses by their primary economic activities. The Small Business Administration (SBA) provides resources, including guidelines and tools, to help businesses determine their size status and understand the implications of size standards.
Businesses can specify their NAICS when registering in the System for Award Management (SAM.gov).
Q2: What is the process that I would need to do to be eligible to bid on the contract?
This is a request for quotes rather than an invitation for bids. In order to be eligible for the award of Government contracts, a business needs to be registered in SAM.gov, identify NAICS code(s) that match the business’s products or services, and comply with all applicable laws and regulations.
Q3: Will new line need to be run from the propane tanks to the building or will the line that already is in the ground currently with the current company be used? Also are there second-stage regulators on the buildings that would be staying or are they being removed and will need replacing?
The existing line and any existing second-stage regulators will be utilized.
Q4: When would the contract start, and tanks need to be swapped out?
The contract will begin upon award, which is currently anticipated for mid-December, with tank swap required within 30 days from award.
Q5: Do you want everything to be assembled there on Fort Knox or is there someone else going to be doing the installation?
According to Items 2 and 3 in the Statement of Work (SOW), the Contractor is responsible for providing tanks, as well as all necessary labor and materials for installation on Fort Knox.
Q6: Is there a specific place where the tanks and everything must go?
Item 2 in the SOW states there are designated locations on the installation. Item 11 in the SOW provides a list of tank capacities and the exact locations will be provided upon award.
Q7: How long do you need the gas tanks for?
Item 1 states this contract is for a base period of 12 months, with one (1) option period for an additional 12 months, allowing for a maximum total duration of 24 months.
Q8: How often is there going to be a requirement for the gas tanks to be topped up?
There is no established delivery schedule. Refueling will occur as needed, based on the issuance of a delivery order. The estimated annual requirement is approximately 30,000 gallons.
Q9: Buying numerous 1,000 gallon tanks would be a large expense. It just doesn’t make sense to set up on a one-year commitment. Would a 5-year arrangement be an option to get out due to service failure be tenable?
At this time, this requirement will remain as a base period of 12 months, with one (1) option period for an additional 12 months, allowing for a maximum total duration of 24 months.
Future consideration will be given to extending the duration of future requirements.
Q10: Do end users order their own gas? We have become accommodated to using wireless tracking where we track when the tank is low and reach out for when a fill is needed. Are wireless systems like that even allowed on base?
Gas orders will be requested by the Contracting Officer with the issuance of a delivery order. The use of wireless tracking systems is not requested for this requirement.
