About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a meal service contract at a Military Entrance Processing Station (MEPS). The solicitation seeks a contractor to provide boxed noon meals, with an estimated 10,463 meals per year, at the Belle Chasse facility. The contract will run for a base year with two potential option years, with the estimated award date of 31 January 2026, contingent on passing a Veterinary Service Food Protection Audit.

Key details include monthly payment through government purchase card, unit pricing of $X per boxed meal that includes all preparation, transportation, and serving costs, and daily meal quantities to be confirmed by 8:00 a.m. each day. The government holds unilateral option exercise rights with 60-day notice, and the current incumbent is Space Age Engineering Inc. Contractors must meet federal, state, and local health, safety, licensing, and insurance requirements, with no specific additional vendor qualifications required beyond SAM.gov registration. The contract allows contractors to bring ice and coolers, and provide additional meal selections while maintaining specified ingredient requirements.

Questions from Industry with Responses

1. Block 22 of the RFQ solicitation form requires unit price. Is the unit price the contract bid amount including all costs incurred by the contractor such as lunch box content requirements, labor, transportation, etc...per box based solely on the estimated number of 10,463 units? Further is the total bid the extension of that unit bid amount multiplied by the estimated 10,463 for a single year of the contract?

Or should the bid be a flat amount for the total cost for a year and if so how should that be notated?

Answer: The unit price is per boxed noon meal based on the estimated number of 10,463 units. It must include all costs incurred by the contractor in the preparation, transportation, and serving of the meals.

The total price would be the unit price multiplied by the quantity (10,463) for the base and all option years.

2. Continuation 0001 references PWS 5.18 estimated average of 40 meals to a maximum 110 meals. Is the contract paid monthly on a net 30 basis (minus discount terms for early payment) on the daily meals actually provided?

Answer: Yes.

3. Is the bid amount for one year? Will the option 2nd year and 3rd year be held at that same amount? Do both parties (Government and Contractor) have the option to renew or rescind 2nd and 3rd year without penalty?

Answer: The quote must include pricing for the base period and all option periods. The Government has the unilateral right to exercise the options as long as notice is provided to the contractor within 60 days prior to the period of performance end. Providing this notice does not commit the Government to exercising an option period. The contractor does not have the right to reject an option if they are notified and the option is exercised within the time period identified in the contract.

4. When are payments made to the contractor? For example, Services provided February 1st to February 28th would receive payment on what date? How are payments made...direct deposit into our bank, mailed check, etc...?

Answer: Payments will be made through Government Purchase card within 30 days of the receipt of invoices. Payment will be deposited into the contractor's designated bank account.

5. Are discount terms considered when calculating total bid cost thereby lowering the total bid amount for final consideration?

Answer: No. Price will be evaluated based on what the vendor provides in their RFQ.

6. Are we required to have any specific status with the government other than registration with SAM.Gov to bid this project? (We are a fully licensed, insured, and inspection compliant 50 year old sandwich restaurant and catering company in good standing with all tax entities and Secretary of State of Louisiana)

Answer: No.

W9124D26QA0040001

7. Are there any extraordinary insurance requirements other than our general liability and worker's compensation coverage currently in force now?

Answer: Vehicles used to transport food shall meet all federal, state and local health, safety, licensing and insurance requirements (PWS paragraph 5.9).

8. When is the contract awarded? Is there an inspection period allowed prior to commencement of the contract on February 1st, 2026, at the Belle Chase facility to familiarize employees and insure proper coordination with base staff for lunch service location and garbage disposal areas?

Answer: The estimated award date is 31 January 2026, though this is dependent on successful completion of the prospective awardee's Veterinary Service Food Protection Audit. Further inspection and coordination can be done with the appointed Contracting Officer Representative after award.

9. PWS 5.19 states "contractor may provide additional selections, such as hot sandwiches,..." on mission days. Do these follow the same ingredients\requirements as 5.13?

Answer: Yes.

10. PWS 5.14.1 requires cold beverages to be provided. Will ice be provided on site and\or allowed to be brought on base if needed?

The contractor will be allowed to bring ice and/or coolers on to the base. Ice is not provided at Answer:

the MEPS.

11. How are contractors paid? Is it weekly, monthly or at the end of the year.

Answer: Monthly.

12. Who is the incumbent contractor?

Answer: Space Age Engineering Inc.

13. Please confirm the actual number of boxed noon meals per month.

Answer: Actual numbers are not available. The MEPS will notify the contractor by 8:00 a.m. daily with the number of lunches required for that day.
