About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Request for Quote (RFQ) for Spokane MEPS Noon Meals. The amendment modifies the original solicitation by waiving the requirement for a state or local government health inspection report for this specific location only. Vendors are instructed to submit quotes via email to the Contract Specialist David Quintin and Contracting Officer Tara Glass by 10:00 am Eastern Time on 28 August 2025.
Key quote submission requirements include: PDF-only attachments, unit prices completed on the Contract Line-Item Number (CLIN) schedule, and award will be made to a single vendor deemed responsible and offering the Lowest Priced Technically Acceptable quote. While the original health inspection report was typically required to be less than 12 months old with a score of "A" or "B", this requirement is temporarily waived. Vendors must submit current, unexpired inspection copies within 60 days of task order award and annually thereafter. The solicitation is a commercial acquisition using Federal Acquisition Regulation (FAR) Parts 12 and 13, with vendors required to hold quote prices firm for 90 calendar days.
