About this file
This document is a Questions and Answers (Q&A) file for solicitation W9124D25QA312, addressing three key inquiries about a drill-rifle procurement. The first question clarifies delivery timelines, with the government confirming a 150-day maximum period for equipment fulfillment and shipment after contract award. The second question addresses product packaging, specifying that drill-rifles and their accessories (sling and butt plate) must be shipped together as a package, though not necessarily assembled or in the same container.
The third Q&A confirms that all responsible sources may submit a quote for this order, with important procurement restrictions. Specifically, all supplies are subject to Buy America and Berry Amendment restrictions, which likely mandate domestic manufacturing or sourcing requirements for the drill-rifles and associated equipment. The solicitation appears to be a competitive procurement open to multiple potential vendors who can meet the specified requirements.

1. The SOW states on 3.0 Delivery Dates: All equipment fulfillment and shipment to final destination under this contract shall occur no later than 150 days after award, but on 6.1 Packaging & Shipping: All equipment fulfillment and shipment to final destination under this contract shall occur no later than 120 days after award. I’m like to confirm if it’s 150 days after award.
Answer: 150 days
2. The SOW states on 2.0 Scope: All Drill-Rifles purchased shall be consolidated with all accessories, as a single unit. I’d like to confirm if the statement means the sling and butt plate should be assembled onto the drill rifle.
Answer: No need to be assembled, all three parts need to be shipped at the same time. Perhaps not on the same pallet or in the same box, but they all need to go as a package, not individual parts whenever they get them.
3. Can our company compete for this order?
Answer: As per Sam.gov’s announcement, all responsible sources may submit a quote. All supplies are subject to Buy America and the Berry Amendment restrictions.
