Industry Questions and Answers for W9124D25QA311 – HQ JROTC Air Rifles
Question 1: What is the government’s justification for requiring a non-removable reservoir and limiting velocity to 600 fps when other CMP-approved rifles with removable cylinders and adjustable regulators are widely available and in use?
Answer 1: There are no codified regulations mandating a non-removable reservoir. The Army JROTC has a preference for this feature based on safety considerations for cadet users. The non-removable reservoir has been removed from the product specifications.
The National Standard Three-Position Air Rifle Rules provides guidance on the limitation of 600 fps, specifically paragraph 4.2 Sporter Air Rifle. This section stipulates, “the Sporter Air Rifle is intended to be a low cost, entry-level rifle without specialized modifications that add to the cost of the rifle. Sporter air rifles must be .177 caliber (4.5
mm) pneumatic, spring air, compressed air, or CO2 rifles with a muzzle velocity of 600 fps or less.”
