Statement of Work (SOW)
HQ JROTC LCR Air Rifles
1. Purpose: This is a non-personal services contract to provide FY25 Life Cycle Replacement Air Rifles for the Army Junior Reserve Officers’ Training Corps (JROTC).
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
2. Scope: The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to provide the Army JROTC Program with air rifles, air rifle slings, air rifle sling hand stop swivels, air rifle bipods, air rifle clear barrel and swabs, air rifle air tanks, air rifle de-gasser tools, air rifle cleaning kits, air rifle recharge compressors, air rifle spotting scopes, air rifle stands, and air rifle scope stands. The Contractor shall also be responsible for all shipping and delivery costs to the designated delivery locations, ensuring safe and timely arrival of all items.
3. Period of Performance: All equipment fulfillment and shipment to destinations under this contract shall occur within 150 days after contract award.
4. Background: The Army JROTC Program has offered schools the opportunity to conduct air rifle competitions with its Cadets since it began over 100 years ago.
Approximately 1,701 of the 1,744 Army JROTC units have an active air rifle competition program wherein nearly 30,000 Cadets participate in 4 levels of competition (local/school district, Brigade, Army Nationals, and All Service Nationals).
Each Army JROTC unit is authorized to have 15 air rifles for its Cadets. More than 50% of the air rifles in USACC JROTC inventory were purchased more than six (6) years ago. Although adequate at the time, because of the new composite stock material they are not of the competitive quality required for most air rifle competitions conducted at the regional and national levels today.
5. Performance Objective: At a minimum, the USACC JROTC Program requires safe air rifles to allow Army JROTC Cadets to participate in one of the most popular and skilled co-curricular events in its program. As part of the field research with Army JROTC units and those of other services, JROTC units require air rifles with the following specifications:
AIR RIFLE
• Civilian Marksmanship Program (CMP) approved Amateur level “sporter” class, which is characterized by basic target features and suitable accuracy.
• .177 caliber air rifle
• Over 30 inches in sight radius
• 3,000 psi, with the ability of 200+ consistent shots
• Quick disconnect foster fitting (no probe needed
• Non-removeable air reservoir
• Side lever bolts with the ability to convert to the other side, for a right-handed shooter to left-handed
• Ambidextrous safety lever
• Regulator for consistency, for shot to shot
• Two stage adjustable trigger, with shoe
• Floating barrel
• Adjustable hammer spring
• Micro click adjustable diopter sight with 8 front sight blades, 4 of which operate to assist shooters that cant the air rifle while shooting
• It cost no more than $650.00.
• Weigh no more than 7.5 pounds

6. Shipping/Delivery: Shipping will be to 40 individual locations per the distribution list provided. Four (4) of the delivery ship to locations on the distribution list are located outside the continental United States (OCONUS) and will require shipping to Guam (2 locations), Hawaii (1 location), and American Samoa (1 location). Door to door shipping shall be used for shipments to Guam and American Samoa locations.
Shipments shall be consolidated by designated delivery location in accordance with the quantities listed in the delivery distribution list and palletized as needed as a single unit.
All items ordered under the provisions of this contract shall be grouped together into one single shipment per Government designated delivery location, with one single tracking number per designated delivery location. No partial shipments are permitted.
The Contractor shall notify the USACC G-4 POC via email within two (2) business days of equipment that is returned by any shipping method or shipping company due to a delivery failure. The Contractor shall coordinate with the Brigade POC for immediate redelivery or shipment of the equipment. Labor will be performed Monday through Friday with core work hours designated as 0730-1600.
6.1 Delivery Dates: Deliveries must be made Monday-Friday, no weekend or holiday deliveries. In addition, the Contractor shall send an email to the school POC as well as to the Brigade at the time items are shipped to facilitate notification. A tracking number shall be included for each shipment. No deliveries are to be attempted during weekends or on federal holidays. No deliveries can be accepted during the following blackout dates: 1 July 2025 through 7 September 2025, 20 through 30 November 2025, and 15 December 2025 through 10 January 2026.
Any attempts at delivery outside the above dates will not incur a charge against the Government. Any storage charges incurred during the above dates will not be payable by the Government. The vendor shall ensure that no deliveries are scheduled to arrive at Government designated delivery locations on Federal Holidays, School holidays (such as Thanksgiving and Fall/Winter breaks, Saturday or Sunday.
6.2 Packaging and Shipping: The shipment to an individual school or Government designated location shall be shipped with only one tracking number. Each delivery location’s equipment shall be shipped as one delivery. No partial shipments are permitted. All equipment shipped to each delivery location shall be shipped together.
Under no circumstances can items be split up and sent at different times. Under no circumstances shall the Contractor group and ship equipment for multiple schools together be on the same tracking number. Equipment shall be delivered to the designated delivery locations as per the attached and provided distribution list in such a manner that a forklift or pallet jacks are NOT REQUIRED by the
Government and with the shipping company responsible for offloading and delivering the equipment. If needed, the Contractor shall provide the forklift or pallet jack. The Government will not provide forklifts or pallet jacks nor assist with the offload of equipment delivered under the provisions of this contract. All deliveries shall be signed for by a representative of the receiving activity (JROTC personnel only).
6.3 Packing Slip: A physical packing slip shall be provided with each shipment. The packing slip shall include the contract number, the delivery shipping address, item nomenclatures, item model number and serial numbers for all items contained in the shipment. Specifically, each shipment shall include a list of the Air Rifle serial numbers included in the shipment.
6.4 Tracking Numbers: Upon initial shipment, the Contractor shall provide a copy of the packing slip within 30 days to the Contracting Specialist, Property Book Officer (PBO) representative, Acquisition Analyst, and Brigade Representative. See email distribution addresses below. This electronic packing slip shall include all information provided on the physical packing slip, especially the air rifle serial numbers.
6.5 Monthly Status Report: The Contractor shall provide a detailed monthly status report to the email distribution list below no later than the 15th calendar day of each month until all shipments have been completed. The report shall include information on all non-shippable deliveries associated with the contract such as delivery status (e.g., pending, delayed, completed).
