About this file
This document contains questions and answers for solicitation W9124D25Q0028 regarding a community needs assessment survey for Fort Knox, KY. The Q&A provides details about the previous 2022 survey methodology, which received 844 responses through online and hard copy distribution methods.
Key details include: the survey will be open for 6 months but could close earlier if adequate sample size is reached; Fort Knox has approximately 2,500 housing units; benchmark analysis will compare results to the 2022 survey and other military communities; the contractor may be required for up to three on-site visits but remote meetings are likely; postcards will be limited to 3,000 mailings with remainder distributed by Fort Knox; and the total survey population includes 11,500 military personnel, 10,500 DoD civilians/contractors, 4,500 military family members, and 70,000 retirees and family members in the area. The solicitation is unrestricted as market research indicated insufficient small business competition. The government will provide previous survey results but the contractor must identify other benchmarks.

Industry Questions for W9124D25Q0028 Fort Knox Community Needs Assessment
Q1. What was the methodology of the previous community needs assessment survey? And how many surveys were obtained?
A1. In 2022, the contractor released the survey online and mailed hard copies to residents. Hard copies were also sent home with Fort Knox Community Schools and Child and Youth Services children. Post cards were available at all popular community facilities, to include the Exchange, Commissary, Medical and all FMWR facilities. The survey was emailed to the workforce numerous times. We also utilized the resident and retiree email distros we possess to promote the survey. The survey took about 20 minutes to complete and was comprised of 44 questions (multiple choice, rating scale, Likert scale, dropdown, ranking, dichotomous, and open ended) NOTE: We do not plan to utilize hard copy surveys for this time. We ended up with 844 surveys submitted.
Q2. Regarding the timeline, the RFQ mentions, “The survey will be open for comment for 6 months’’. Is this a requirement, or is that acceptable if the selected vendor can complete the initiative sooner?
A2. It’s possible that the government could decide to conclude the survey earlier if an adequate sample size is reached; however, it’s ultimately the decision of installation leadership. The previous survey was open for about six months.
Q3. How many housing units are located in Fort Knox?
A3. Roughly 2,500.
Q4. What type of benchmark analysis is expected for this effort?
A4. The desire is to compare results against the previous survey’s results as well as results from other similar military communities to indicate where the installation has improved or worsened over time. We are also interested in identifying trends in community needs as well as area in which the installation should apply future resources.
Q5. Can the Government please confirm that offerors must only submit 1) SF 1449 and SF 1449 Continuation Sheet (Item 0001 Unit Price and Amount), 2) Reps and Certs
(or confirm Reps and Certs are current on sam.gov), and 3) information requested in Attachment 2 - FAR 52.212-1 Addendum - Community Needs Assessment section A.1.
(basic company information)? No past performance or technical response is requested?
A5. Please see all the instructions listed on the Addendum to FAR Provision 52.212-1, Instructions to Offerors document.
Q6. Does the Government anticipate using the same survey questions for the 2024 Community Needs Assessment Survey as were used for the 2022 Community Needs Assessment Survey?
A6. For the most part, though several questions will be modified, removed or added.
Q7. The SOW indicates that the Government may require the contractor to appear on-site on up to three occasions, including the Kickoff Meeting and two survey promotion events. But this travel appears to be at the Government's discretion. Does the Government plan to require on-site travel? Did the Government require the survey contractor to appear on-site for these meetings for the previous survey contract (2022)?
A7. Required travel is unlikely, though the government would like to reserve the right to request it. The initial, interim and concluding meetings could be conducted via MS Teams.
The language was included in the SOW due to a request by the deputy garrison commander during the previous survey for a rep to attend a Community Information Fair to promote the survey to attendees. As the requirement wasn’t mentioned specifically in the PWS, the contractor declined attendance and government reps were required to attend to promote the survey in their stead.
Q8. Will the contractor be printing and mailing 10,000 postcards to the individual residences of potential respondents, or is the contractor only mailing them to Fort Knox (and Fort Knox is distributing them to respondents)? If the contractor is mailing postcards to individual respondents, do the addresses need to be cleaned/verified prior to sending?
A8. We don’t anticipate the contractor mailing more than 3,000 postcards. The remainder will be sent to PAO and we will distribute to various communal/FMWR facilities for customers. The government will assist by providing a scrubbed list of addresses.
Q9. Can the Government please explain why the current solicitation is unrestricted? Did the Government not receive two qualified sources sought responses from small businesses?
A9. In accordance with FAR 19.502-2(a), market research indicated there is not a reasonable expectation of obtaining competitive offers from two or more responsible small businesses or WOSB’s and cannot be satisfied by soliciting as a small business or WOSB set-aside. Therefore, this requirement will be satisfied by soliciting as unrestricted on SAM.gov.
Q10. Does the Government plan to use specific benchmarks or existing data sources for the comparison with survey results, or will the contractor need to identify those?
A10. The government can provide previous Fort Knox survey results, but all other benchmarks will need to be identified by the contractor.
Q11. Will the Government provide a breakdown of the survey population into the three target groups and their composition/sizes?
A11. Yes
Q12. What contact information will the Government provide (mailing address, email, phone number, etc.)? Will the Government-provided information identify and represent the sub-groups? Will contact information cover the entire population or only a portion?
A12. We will provide information required to mail postcards to desired recipients.
However, once the survey is developed and made public via web link, the government will utilize a wide array of means (traditional media messaging; social media; email to workforce, retiree, resident and school distros, etc…). The survey will be released to the entire installation population as well as retirees and their family members living off post.
Primary audiences are service member, retirees and their families; DoD civilians; DoD contractors.
Q13: Could you provide estimates of the total populations you wish to survey as well as for each of the subgroups (active & families, retired military, DoD civilian)?
A13: Estimated breakdown:
• Military: 11,500
• DoD Civilians and Contractors: 10,500
• Military Family Members and Dependants: 4,500
• Retirees and their family members living in the area: 70,000
