AMEND 0001
25 FEB 2022
A. The amendment is issued to respond to offeror inquiries and extend the proposal response due date as outlined herein. Inquiries are presented in a question and answer format for ease of review.
Q1. Page 45-Factor B-Past Performance – Can the Government reconsider requiring Past Performance citations with a value of $1.8 or greater? Will the Government consider $1.5 million threshold?
A1. The annual value cited under Factor B—Past Performance is changed as follows:
FROM: “Relevant past performance is defined as similar in size (annual value of $1.8 Million or greater)…”
TO: Relevant past performance is defined as similar in size (annual value of $1.5 Million or greater)…
Q2. Page 45-Factor B-Past Performance – Scope – Would the Government consider an Administrative and Financial Service contract with the same dollar thresholds, complexity, and FTEs?
A2. The onus remains with the offeror to determine if the projects meet the criteria of being relevant. However, to clarify intent, Factor B—Past Performance is changed as follows:
FROM: “Relevant past performance is defined as similar in…scope (educational administrative support services, etc.)…”
TO: Relevant past performance is defined as similar in … scope (educational administrative support services, contracts with tasks similar to those outlined in the performance work statement, etc.)…
Q3. RFP Instructions to Offerors, Section C Proposal Preparation Instructions. Will the Government accept 10-point font and Times New Roman font type for text, tables and graphics?
A3. Documentation must be legible; the Government does not prescribe a minimum font size for use so long as page limitations are not exceeded.
Q4. RFP Instructions to Offerors, Section C2 Proposal Format, i. General. Can the Government verify if there is a General Volume to submit? If yes, can the Government provide what information they want in the General Volume of the proposal? It states there are 5 pages allocated but no specifics on what needs to be submitted with the General Volume.
A4. General Volume shall include the cover letter, and ancillary information in support of response to the items outlined under 52.212-1 Instructions to Offerors—Commercial products
25 FEB 2022
and Commercial Services, C.3.a. As a result, Addendum to FAR Provision 52.212-1 Instructions to Offerors—Commercial Products and commercial Services, subparagraph B.3.a.
is changed as follows:
FROM: “a. Cover letter: The letter shall contain the following information:”
TO: a. General: Offeror shall provide response to the items outlined in the below table and submit in the General volume.
Q5. RFP Instructions to Offerors, Section C3 Proposal Content, a. Cover Letter. Does the Government want offerors to insert the Cover Page into the General or Technical Volume or does the Government prefer it to be a separate document?
A5. See response to Q4.
Q6. RFP Instructions to Offerors, Factor B: Past Performance. Can the Government clarify what constitutes a key subcontractor, i.e., 20% or 25% of potential work subcontracted?
A6. For purposes of this instrument, a Key Subcontractor is a subcontractor performing 10% or more of the direct labor. As a result, Addendum to FAR provision 52.212-1 Instructions to Offeror subparagraph C.3.c. Factor B—Past Performance is changed as follows:
FROM: “…three example projects performed by either the prime firm or key subcontractor (if utilized) demonstrating recent…”
TO: …three example projects performed by either the prime firm or key subcontractor (key subcontractor is if a subcontractor is performing 10% or more of the direct labor; and if utilized) demonstrating recent…
Q7. RFP Instructions to Offerors, (d) and (e) Price. Can the Government confirm they want offerors to submit Attachment 1 in Excel format, or do they want offerors to submit Attachment 1 as part of the price volume proposal?
A7. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data in the Price volume. Offeror may revise formulas as appropriate for their offer.
Q8. RFP Instructions to Offerors, (d) and (e) Price. RFP states offerors “…provide SCA or Exempt status per labor category, labor category, total productive hours, equivalent FTE, hourly wage (IAW SCA wage determination, if applicable), and total burdened labor cost.” There are no instructions on how to provide this information. Will the Government accept a table placed within the price volume that contains this information?
25 FEB 2022
A8. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data in the Price volume. Offeror may revise formulas as appropriate for their offer. There is no restriction if offeror wants to add sheets to the Attachment 1 workbook.
Q9. PWS Part 1, Section 1.2.2. Place of Performance states, “Contractor shall have 50% of their staff telework on a recurrent basis and 50% of their staff onsite to include the Program Manager (1.5.7.1), Alternate Program Manager (1.5.7.2) and staff supporting task ACED Office Operations Support (5.3) of the PWS.” To facilitate telework, is it the Government’s intent to issue Government Furnished Equipment (GFE) and networked computer systems to the contractor, or is the contractor expected to provide the equipment?
A9. The government will provide computers (desktop or laptop), monitors, keyboards and other computer peripherals to the contractor. See PWS paragraph 3.3.1 for Incidental Government Property.
Q10. PWS Section 1.5.7.2.3 APM and Technical Exhibit (TE) 3.1. The Government states an APM is to be appointed NLT five business days before end of Phase-In Period and the beginning of the contract full performance. Does the Government consider the APM as an FTE on this contract and assigned to a task area? If so, what PWS tasks are they assigned too in addition to supporting 5.1 when acting as the PM?
A10. Allocation of resources to specific tasks remains at the discretion of the offeror.
Q11. PWS TE 3 and TE 3.1. The Government identifies 17 FTE as the Optimum staffing plan at the top of TE 3, pg. 50. We evaluate the number of FTEs per PWS task as higher and estimate that it totals greater than 17 FTE. Can the Government clarify its analysis of labor hours and FTE required.
A11. The Government’s analysis is part of the Independent Government Estimate development and is for official use only. Review Addendum to FAR Provision 52.212.1 Instructions to Offerors C.3.b Factor A, Element 2. Element 2 states “If an offeror proposes alternate staffing from that listed in Technical Exhibit (TE) 3, Optimum Staffing Plan in the PWS, the offeror shall provide detailed information to support how their alternate staffing is capable of supporting this requirement”
Q12. PWS, TE 3.1. Direct Labor Hours column has a total of 44,160, but when you add the number of hours up it totals 32,640. Can the Government confirm the total number of hours should only be 32,640 in TE 3.1?
A12. The total hours should be 32,640.
Q13. Attachment 1 Schedule B and Rate Schedule. The formulas in all the yellow highlight areas for CLIN totals do not map or calculate correctly. Will the Government allow offerors to insert the correct formulas in those cells or can the Government provide a revised Attachment 1?
A13. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data. Offeror may revise forumulas as appropriate for their offer.
Q14. Page 1, of 49. Item 3 says “This acquisition is a commercial item action for a competitive 100% Woman Owned Small Business (WOSB) set-aside.” Does this simply mean the prime has to be a WOSB, or does it mean that if the WOSB prime uses a subcontractor that any subcontractors also must be a WOSB?
A14. Offerors shall comply with regulation under FAR Subpart 19.15 Woman Owned Small Business (WOSB). There are prescriptive nuances therein, and if Offeror has additional questions about the WOSB program, contact its Small Business Administrative representative.
Q15. Page 42 of 49. Item 6 says “Offeror’s proposal shall consist of a completed Schedule B, Technical Management Approach (Adobe pdf), and Pricing Data (Microsoft Excel).” Schedule B includes pricing data and is an Excel spreadsheet. Can the government offer clarification between the Schedule B and the required Pricing Data?
A15. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data in the Price volume. Offeror may revise formulas as appropriate for their offer. Pricing data is intended to include the requisite information under addendum to FAR Provision 52.212.1 Instructions to Offerors C.3.d Price and e. As a result, FAR Provision 52.212-1 C.3.d is changed as follows:
FROM: “d. Price (Completion of Schedule B and FAR provision 52.212-3”
TO: d. Price (Completion of Attachment 1, all pricing data outlined under subparagraph e., and FAR provision 52.212-3.)
Q16. Paragraph "A" on page 41 of 49 states FAR 15-101-2 LPTA selection process will not be used. However, under the addendum to 52.212-2, the solicitation states in the "Price Factor" paragraph that award will be made to the quote judged by overall assessment of the evaluation criteria….which represents the lowest total evaluated price. Choosing from only two ratings of "acceptable" 'unacceptable" for the non-price Factors A and B makes this an LPTA source selection process. One would need a different rating system for non-price factors, such as "Good, Excellent, Satisfactory, Unsatisfactory", if the award was going to be based on something other than a technically acceptable proposal with the lowest price. FAR 52.212-2 requires the Government to not only insert the significant evaluation factors, but to include them in the relative importance of the evaluation factors, such as in descending order of importance. The solicitation's "tailoring" of FAR 52.212-2 is not in the spirit or intent of FAR 52-212. Indeed, the following phrase used in the "Price Factor" paragraph: "which represents the lowest total evaluated price", is exact wording found in FAR 15.101-2 (b)(1). If it is the Government's intent to make award to the technically acceptable proposal that represents the lowed total evaluated price, please remove the word "not" from the sentence in the paragraph A on page 41 of 49 that refers to FAR 15.101-2.
A16. Reference FAR Subpart 13.106-2 (b), which states in part, “…The contracting officer has broad discretion in fashioning suitable evaluation procedures…”. For purposes of this instrument, the approach as outlined has been deemed most suitable for evaluation of proposals submitted.
Q17. Research results show that in year 2019, 2020, 2021, zero woman-owned businesses were awarded contracts under NAICS 611710 that had an annual value of $1.8 mil. Research results show that when the $1.8 mil annual revenue variable is removed, the number of awardees increased from zero to forty-six. Research results are provided in a separate attachment to this email. The incumbent contractor's annual value is less than $1.8 mil. Will the Government please remove the $1.8 mil annual revenue requirement?
A17. Annual revenue requirement shall not be removed. However, it is changed as follows:
FROM: “Relevant past performance is defined as similar in size (annual value of $1.8 Million or greater)…”
TO: Relevant past performance is defined as similar in size (annual value of $1.5 Million or greater)…
Q18. The sentence: "In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable" for the purposes of this evaluation", makes it advantageous for offerors to not include any past performance and thus be assured of an "acceptable" rating for past performance. Meanwhile, offerors who do include past performance risk an "unacceptable" rating on their past performance. Since the Government intends to use data from other sources (i.e., PPIRS), and since no record of relevant past performance or a very sparse record of past performance is given an "acceptable" rating, there is no need for offerors to include past performance information in their proposals. Please either give no record of relevant past performance or a very spare record of past performance an "unacceptable" rating, or alternatively, remove the requirement C. Factor B - Past Performance on page 45 of 49 from the solicitation.
A18. With exception of the change in annual revenue value outlined herein, Past performance approach shall remain as written.
Q19. Proposed page limits refers to four volumes: i. General, ii. Technical, iii. Past Performance, and iv. Price. This is the only time the word "general" is used to refer to a proposal volume. What is supposed to be included in the "General" Volume?
A19. General Volume shall include the cover letter, and ancillary information in support of response to the items outlined under 52.212-1 Instructions to Offerors—Commercial products and Commercial Services, C.3.a.
Q20. Will the "General" Volume be evaluated? If so, what are the evaluation factors and the rating choices?
A20. The content of the General volume is clarified in this amendment and is not an evaluation factor.
Q21. Paragraph 6 states: " Offeror’s proposal shall consist of a completed Schedule B, Technical Management Approach (Adobe pdf), and Pricing Data (Microsoft Excel)." The statement doesn't mention volume i., General, and volume iii. Past Performance. Should they be included in the statement of what the proposal shall consist of?
A21. Addendum to FAR provision 52.212-1 Instructions to Offerors, subparagraph A.6. is revised as follows:
FROM: “Offeror’s proposal shall consist of a completed Schedule B, Technical Management Approach (Adobe pdf), and Pricing Data (Microsoft Excel)….”
TO: Offeror’s proposal shall consist of all material as outlined under this addendum, subparagraph C.2….
Q22. Attachment B contains multiple errors in Column F. Do you want offerors to correct those errors?
A22. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data in the Price volume. Offeror may revise formulas as appropriate for their offer.
Q23. The solicitation states: " Offerors shall provide SCA or Exempt status per labor category, labor category, total productive labor hours, equivalent FTE, hourly wage
(IAW SCA wage determination, if applicable), and total burdened equivalent FTE, hourly wage (IAW SCA wage determination, if applicable), and total burdened labor cost". Do you want offers to add a tab to Attachment 1 Schedule to provide this requested information?
A23. All pricing information shall be presented in Excel format to include Attachment 1 and any supplemental pricing data in the Price volume. Offeror may revise formulas as appropriate for their offer. There is no restriction if offeror wants to add sheets to the Attachment 1 workbook.
Q24. Pararaph 1.2.2 states 50% of Contractor staff shall telework on a recurrent basis.
However, Part 3 GFP and GFE says no GFP will be provided. Does the Government intend to provide government laptops to the Contractor staff who will be teleworking?
A24. The government will provide computers (desktop or laptop), monitors, keyboards and other computer peripherals to the contractor. See PWS paragraph 3.3.1 for Incidental Government Property.
Q25. Regarding the requirement to develop a standard electronic filing naming convention for all ACCESS files, is there a standard electronic filing naming convention for ACCESS files already in existence that was developed by the incumbent contractor? If so, does the Government want the awardee to use the existing filing naming convention? Or does the Government want the awardee to scrap the existing filing naming convention and develop a new one?
A25. The government will provide the filing convention standard.
Q26. Has the scope of work, level of effort, or estimated workload for this PWS changed significantly from that of the incumbent contractor, or is the scope, level of effort, and estimated workload similar to that of the incumbent contractor?
A26. Each offeror is reminded that the instant action shall be quoted as it is currently written, to include possible adjustments to meet mission needs.
Q27. Past Performance Relevance requires an annual value of $1.8M. Will the government consider lowering the value to match the FPDS value for the current contract: " (17 April 2019: $1,233,167.20; 9 Apr 2019: $1,326,115.20; 1 April 2021:
$1,426,594.82; $90,487.20 returned April 16, 2021)"?
A27. The annual value cited under Factor B—Past Performance is changed as follows:
FROM: “Relevant past performance is defined as similar in size (annual value of $1.8 Million or greater)…”
25 FEB 2022
TO: Relevant past performance is defined as similar in size (annual value of $1.5 Million or greater)…
Q28. Under "proposed page limits," the RFP refers to a "General" section with a limit of 5 pages. What does the general section refer to?
A28. General Volume shall include the cover letter, and ancillary information in support of response to the items outlined under 52.212-1 Instructions to Offerors—Commercial products and Commercial Services, C.3.a.
Q29. Does the government want each section listed in the instructions in one volume or separate volumes?
A29. Separate volumes for ease of review.
Q30. 5.1.4.3 refers to 5.1.4.4, saying "meeting minutes are due in accordance with PWS paragraphs 5.1.4.4, 5.1.4.5, and 5.1.4.6.," but there is no 5.1.4.4 in the document. Please clarify this reference.
A30. PWS paragraph 5.1.4.3 is revised as follows:
FROM: “…minutes are due in accordance with PWS paragraphs 5.1.4.4, 5.1.4.5, and 5.1.4.6.”
TO: …minutes are due in accordance with PWS paragraphs 5.1.4.5, and 5.1.4.6.
Q31. TE 2 refers to 5.1.4.4, but there is no 5.1.4.4 in the document. Please clarify this reference. Does the government mean to refer to 1.7.4, Post Award Kick-off Meeting, on page 12 of the PWS?
A31. PWS is revised to incorporate paragraph 5.1.4.4. Reserved
Q32. The PWS goes from 5.2.2 to 5.2.4 in this section, is there a missing requirement or was this just a clerical error with the numbering of the requirements?
A32. PWS is revised to incorporate paragraph 5.2.3. Reserved
Q33. Under PWS 1.4.4, the requirement is listed as reserved, and 1.4.4 is also referred to in TE 2, the PRS table, citing inspection reports. Can the Government clarify what is reserved?
A33. TE 2, Deliverables Schedule is changed as follows:
DELETE: PWS 1.4.4 Inspection Report(s) deliverable.
CHANGE: PWS 1.5.7.1.3 Project Manager Name Frequency and submit to as follows:
Frequency shall change as follows:
FROM: “Submitted as part of the contractor’s technical proposal. AND…” TO: NLT 15 calendar days before any change.
CHANGE: Submit to shall change as follows:
FROM: “Government – Source Selection Evaluation Board…Email to the KO and COR.”
TO: Email to the KO and COR
CHANGE PWS 5.1.4.4 Post award kick-off meeting minutes
FROM: “PWS 5.1.4.4 Post award kick-off meeting minutes” TO: PWS 1.7.4 Post award kick-off meeting minutes.
Q34. Re: “Contractor shall have 50% of their staff telework on a recurrent basis and 50% of their staff onsite to include the Program Manager (1.5.7.1), Alternate Program Manager (1.5.7.2) and staff supporting task ACED Office Operations Support (5.3) of the PWS.” Does this mean that the entire staff rotates their performance location (i.e., remote 50% of the time and on-site 50% of the time), or is the staff divided (i.e., 50% full-time remote and 50% full-time on-site)?
A34. Decision to have the same staff or rotate personnel is at the discretion of the offeror.
Q35. Are the Project Manager and Alternate Project Manager positions exempt from SCA wage determination?
A35. Determination of exempt or non-exempt status of labor categories is a business decision of the offeror and shall be in compliance with Department of Labor policy and regulations.
Q36. Can the Alternate Project Manager be another LCAT supporting the contract?
A36. Allocation of resources to specific tasks remains at the discretion of the offeror.
Q37. REF: 1.5.7.2 The PWS calls for an Alternate Program Manager. “1.5.7.2 Alternate Project Manager (APM). The contractor shall provide an APM who shall be responsible for the performance of the PM’s tasks in their absence.” This LCAT is not listed in TE
3.1 Optimum Staffing Plan”. Is this an addition?
A37. It is included in the FTE count.
Q38. REF: 1.5.7.2 Is the Program Manager and Alternate Program Manager considered
SCA?
A38. Determination of exempt or non-exempt status of labor categories is a business decision of the offeror and shall be in compliance with Department of Labor policy and regulations.
Q39. REF 1.2.2 Could the Government clarify section 1.2.2 Place of Performance which states “Building 1109B and Build 2 (HRC Complex), Fort Knox, KY. Contractor shall have 50% of their staff telework on a recurrent basis and 50% of their staff onsite to include the Program Manager (1.5.7.1), Alternate Program Manager (1.5.7.2) and staff supporting task ACED Office Operations Support (5.3) of the PWS. Contractor is authorized to telework up to 100% when unforeseen circumstances (situational/event) impact its ability to perform the services in designated locations and designated by the Contracting Officer. Duration of each telework (situational/event such as adverse weather, pandemic, etc.,) instance shall be specified in writing by the Contracting Officer. Does this mean that the entire contractor staff rotates their performance location (i.e., remote 50% of the time and on site 50% of the time), or is the staff divided (i.e., 50% full-time remote and 50% full-time on-site)? If so, what are the minimal manning requirements per LCAT?
A39. Decision to have the same staff or rotate personnel is at the discretion of the offeror.
Q40. Solicitation P 43 of 49: What are the requirements for the “General” section of the proposal that is limited to 5 pages? Does it include miscellaneous items such as: cover page, exec summary, etc.?
A40. General Volume shall include the cover letter, and ancillary information in support of response to the items outlined under 52.212-1 Instructions to Offerors—Commercial products and Commercial Services, C.3.a. As a result, Addendum to FAR Provision 52.212-1 Instructions to Offerors—Commercial Products and commercial Services, subparagraph B.3.a.

FROM: “a. Cover letter: The letter shall contain the following information:”
25 FEB 2022
TO: a. General: Offeror shall provide response to the items outlined in the below table and submit in the General volume.
Q41. The direct labor hours on Technical Exhibit 3.1 Optimum Staffing Plan only total 32,640 hours, not 44,160 shown in the chart in the Technical Exhibit
A41. The total hours should be 32,640.
