SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
SPECIFICATION SHEET
44 PASSENGER LEASED BUS
PRODUCT AND DELIVERY SPECIFICATION SHEET
General Information
1. The contractor shall provide leased 44 passenger school-type diesel only buses without drivers to the Fort Knox Transportation Motor Pool (TMP) on an as-needed basis to support the Fort Knox Logistics Readiness Center (LRC) mission.
1.1. The Logistics Readiness Center provides transportation support to tenant units, rotational units and other units as directed. As part of this support, the LRC provides unit operated bus transportation to maximize unit training flexibility in a cost efficient manner. The leased bus primarily supports U.S. Army Cadet Command Cadet Summer Training (CST) mission, but may be used in support other transportation requirements. The Government may require a surge of additional leased bus support in response to contingency operations.
1.2. Buses will be used to transport Soldiers primarily within the Fort Knox, Kentucky cantonment area and an approximate 160 mile radius surrounding Fort Knox. The contractor will be notified when a transportation mission is expected to exceed more than a 100 mile radius. The primary location exceeding the 100 mile radius is anticipated to be Fort Campbell, Kentucky.
1.3. The Government will allow for the staging of buses at the Fort Knox Transportation Motor Pool (TMP) parking area in order to facilitate delivery orders as space is available. Up to 20 buses can be staged. The TMP is currently located at Building 482 on Fort Knox, Kentucky. Fort Knox is a Department of Defense (DOD) installation.
1.4. The Government will provide diesel only fuel for buses during the lease period and will return buses to the contractor with a full tank of fuel upon conclusion of the lease period.
Mission Support
2. Basic Support. The contractor shall provide fully operational 44 passenger school-type buses. Other size school buses with greater or less than 44 passenger capacity may be approved by the Government on an exception basis. No contractor drivers are required once buses are delivered to the Fort Knox TMP located at Building 482. Upon dispatch, buses will be operated by U.S. Army licensed operators.
2.1 The Government will notify the contractor in advance when buses are required.
0-1 Buses: Minimum of 5 workdays notice 11-25 Buses: Minimum of 10 workdays notice 26-50 Buses: Minimum of 15 workdays notice Over 50 Buses: Minimum of 30 workdays notice
In the event of a contingency situation, the Government may provide the contractor with less than 10 days advance notice for up to 25 buses. A contingency situation is defined as a determination by the Secretary of Defense under 10
U.S.C. 101(a)(13) declaring an operation in which members of the armed forces may or may not become involved in military actions, operations or hostilities against an enemy of the United States or against an opposing military force.
2.2. U.S. Army Cadet Command Cadet Summer Training (CST). The programmed annual estimate in support of CST is 75 non-air conditioned buses and 10 air conditioned buses. The CST cycle typically runs from May to August each year. Estimated quantities are subject to change based on the needs of the Army. The quantities listed in in Technical Exhibit 1 are based on historical data.
2.3. Contingency Operations. The contractor shall be able to provide, at any time, an additional 70 non air-conditioned buses if an emergency and/or contingency operation arises within the timelines above. The training cycle for an emergency or contingency operation is estimated at 90 days. Should the LRC identify additional training cycles based on the needs of the Army, the contract will be modified to incorporate said cycles. The maximum number of buses that may be required is 175. Forces may or may not become involved in military actions, operations or hostilities against an enemy of the United States or against an opposing military force.
Bus Delivery
3. The contractor shall deliver buses with the appropriate insurance, registration and licenses for operation on state and federal roads. All buses shall be in proper running condition to include working air conditioning, if required.
The contractor shall ensure buses are able to start at all times, including during inclement and/or cold weather.
3.1. Buses shall be delivered with a copy of the annual Department of Transportation Inspection in accordance with Title 49 Part B Chapter III Subchapter B Part 396. Buses shall be delivered with a full tank of fuel, one set of chalk blocks, a first aid kit, drip pan, a spill kit and safety/hazard cones. Buses shall be delivered free of debris and trash, and shall be swept clean. The Government will ensure buses are prepared for pickup in the same manner as above.
3.2. The contractor shall deliver and pickup buses at the Fort Knox Transportation Motor Pool (TMP) located at Building 482 or other predetermined motor pool location on Fort Knox. At the time of delivery, a pre-inspection shall be performed on each bus between the contractor, Government point of contact (POC) and TMP personnel to determine serviceability and inspection. The pre-inspection shall include, but not be limited to all seats, driver seat belts, turn signals, headlights, tires and exterior visual check. Any operational deficiencies or safety failures identified at the initial inspection or as part of subsequent usage shall have repairs performed on the spot or provide a replacement bus on delivery date.
3.3. All maintenance, recovery, towing and repair of buses shall be the responsibility of the contractor. The Government will notify the contractor upon discovery of any mechanical defects using Technical Exhibit (TE) 2, FK Form 5105 Leased Bus Daily Inspection Checklist. For any faults that make the vehicle non-operational and/or unsafe to operate, such as failure to start, flat tires, burned out lights, inoperable gauges, wipers and/or interior lights, the contractor shall provide a replacement bus or correct the failure within 24 hours of notification at no cost to the Government. Once a bus is returned to service, the corresponding FK Form 5105 Leased Bus Daily Inspection Checklist shall be returned with the annotated corrective action(s).
3.4. The Government will require U.S. Army licensed operators to complete the FK Form 5105 Leased Bus Daily Inspection Checklist prior to utilizing a bus each day it is in operation in an effort to mitigate risk and identify any defects in an efficient and timely manner. These reports will be turned in to the Government POC on a weekly basis for review.
3.5. Fair wear and tear shall be considered in all pricing CLINs. No compensation will be provided for replacement of items considered fair wear and tear. Road hazard damage will be paid on a case by case basis and only if negligence by the Government is proven.
3.6. Should damages occur while in the possession of the Government, the contractor shall provide a replacement bus if required within 24 hours. The contractor shall provide itemized estimates of repair to the GOVERNMENT POC within seven (7) workdays from the completion of the delivery order. Upon completion of the delivery order, a post-lease inspection will be conducted between the contractor, Government POC and TMP personnel. If damages are discovered after the post inspection is complete and leased buses are returned to the contractor, the Government will not be held liable. The contractor shall provide a damage report outlining estimated repairs, fuels costs if the bus is returned with a less than full fuel tank, as well as any cleaning fees within seven (7) work days of the completion or termination of the delivery order.
3.7. The contractor shall inspect the mechanical condition of each bus every thirty days it is leased to the Government. The Government will allow four (4) business days after the 30 day point to allow for inspection times to be coordinated. The inspected bus shall be unavailable to the Government for no more than eight (8) hours during the monthly maintenance inspection. The contractor inspection results shall be annotated on Technical Exhibit (TE) 3 - Fort Knox Leased Bus 30 Day Inspection. The contractor shall determine if the inspected bus is fully operational, non-operational or limited operation and provide the GOVERNMENT POC with one copy of the completed TE-3 upon completion.
