Summary of Changes

The following sections of this solicitation are amended as follows:

A. Addendum 52.212-1 revised C.2.b.i Technical Experience from 20 pages to 45 pages.

B. FAR Provision 52.212-2 Evaluation of Commercial Items Factor I changes as follows:

From: Factor 1 is comprised of two (2) non-price subfactors that shall each receive a separate rating, which shall subsequently be considered in a roll-up rating at the Factor –level which supports acceptability or unacceptability. A rating of “Acceptable” must be achieved for an Offeror to be considered for award. Ratings of “Unacceptable” will not be given further consideration. A rating of “Unacceptable” for any non-price factor will render a proposal unacceptable.

To: Factor 1 is comprised of two (2) non-price subfactors that shall each receive a separate rating, which shall subsequently be considered in a roll-up rating at the Factor –level which supports acceptability or unacceptability. A rating of “Acceptable” must be achieved for an Offeror to be considered for award. Ratings of “Unacceptable” will not be given further consideration. A rating of “Unacceptable” for any non-price subfactors will render a proposal unacceptable.

C. FAR Provision 52.212-2 Evaluation of Commercial Items Subfactor 2 changes as follows:

From: Subfactor 2: Shipping of Human Remains: The Government shall review the information from the representative examples provided by the offeror that the offeror has performed national and international shipping of human remains and secured permits, certificates, and other documents necessary to ship human remains worldwide.

To: Subfactor 2: Shipping of Human Remains: The Government shall review the information from the representative examples provided by the offeror to verify that the offeror has performed national and international shipping of human remains and secured permits, certificates, and other documents necessary to ship human remains worldwide.

D. The following are questions from industry supported by answers from the Government:

Q1: A.5 PRICING DATA (MICROSOFT EXCEL)

Is pricing data to be provided in both form SF 1449 as well as Microsoft spreadsheet?

A1: The Government is requiring both the SF1449 and Microsoft spreadsheet be completed with pricing data.

Q2: D.2 Factor1: Technical/Experience “The technical/experience portion shall be clear, concise and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal.”

Due to decedent privacy, is supporting evidence/documents of activities performed required here or simply sufficient detail of the activities to support stated claims?

A2: Supporting documentation should be provided to the Government that allows the Government to verify the requirements of FAR Provision 52.212-2 Evaluation-Commercial Item have been met. Should there be any decedent privacy concerns, PII should be redacted from the documentation.

Q3: Are internal case numbers sufficient support?

A3: Internal case numbers will not likely provide sufficient support. Supporting documentation should be provided to the Government that allows the Government to verify the requirements of FAR Provision 52.212-2 Evaluation-Commercial Item have been met.

Q4: If support documents are needed, are those to be presented outside of the scope of the 20 pages allowed for technical experience?

A4: The Government will increase the number of pages to allow for documentation to 45 pages instead of 20 pages.

Q5: D.2.a and D.2.b Can the same case be used for both mortuary services and shipping of human remains?

A5: The Government shall allow the same case to be used for subfactors 1 and 2, but should be separately detailed in each respective part of the proposal.

Q6: Can D.2.a and D.2.b be combined if every case consists of both mortuary services and shipping of human remains or should they remain separate?

A6: The Government shall allow the same case to be used for subfactors 1 and 2, but should be separately detailed in each respective part of the proposal.

Q7: Are airway bill numbers sufficient information to help substantiate the shipping of human remains?

A7: Airway bills alone will not likely provide sufficient information. Supporting documentation should be provided to the Government that allows the Government to verify the requirements of FAR Provision 52.212-2 Evaluation-Commercial Item have been met.

Q8: D.3 Factor 2: Price Plug numbers appear to already be inserted into the description of services of form SF 1449, should plug numbers be moved to the right -hand column for proper compliance.

A8: The offeror shall use the plug number in the right hand column for proper compliance.

Q9: According to A.5 and C.2.a You require from us the Technical Volume and Pricing data. There is a mention of Microsoft Excel sheet. Was this supposed to be supplied by the government or is this a mistake?

A9: Addendum 5.212-1, C.2: the government will not provide a template for pricing.

Q10: We in the past, always fill out the CLIN pricing on the SF form 1449. Do you want us to make our own excel sheet or fill out the SF 1449 CLIN pricing?

A10: The Government is requiring both the SF1449 and a Microsoft Excel spreadsheet be completed with pricing data.

Q11: A.5. Offeror’s proposal shall consist of a completed SF 1449 (Adobe pdf), Technical/Experience Volume, and Pricing Data (Microsoft Excel). Files attached in the email that are larger than 20mb cannot be accepted. It is the offeror’s responsibility to ensure files are not too large and are Adobe and Microsoft excel formats only. Multiple emails may have to be sent in order to not exceed the size limit.

C.2. Proposal Format:

C.2.a. The Offeror’s proposal shall be readable and presented in Adobe pdf and Microsoft Excel.

All text pages shall be oriented in portrait; however, landscape orientation is acceptable for tables and/or charts if required to present the information. The Offeror shall number each page.

In the event the Offeror creates an ambiguity in their numbering, the Government may exercise its own discretion on counting pages.

According to section C. Proposal Preparation this states we only need to send in the following;

Part I – Factor 1: Technical/Experience 20 page limit for Performance Work Statement according to D.2. Factor 1: Technical/Experience

Subfactor 1: Mortuary Services page limit?

A11: The 45-page limit for the technical factor includes both subfactors.

Q12: Subfactor 2: Shipping of Human Remains page limit?

A12: The 45-page limit for the technical factor includes both subfactors.

Q13: C.2.b.i Technical Experience: 20 pages There are 18 pages of questions just for the PWS we can meet the 20 page requirement for the Part I – Factor 1: Technical/Experience. However, if the Subfactor 1: Mortuary Services, and Subfactor 2: Shipping of Human Remains are included in the 20 page limit we feel there are not enough pages to meet all three factors.

So, are we correct we need to answer all the PWS questions for the Factor 1:

Technical/Experience with a 20 page limit and then have Subfactor 1 and Subfactor 2 answered after the competed PWS questions or we don’t need to answer the PWS questions and just need to answer Subfactor 1 provide a minimum of six 96) representative examples where it has performed mortuary services and Subfactor 2 The offeror shall provide representative examples that demonstrates that they have performed national and international shipping of human remains and secured permits, certificates and other documents necessary to ship human remains worldwide. Representative examples shall include but are not limited to bills of lading, or other information substantiating that the offer has performed shipping of human remains.

A13: The awardee will be required to perform all tasks within the PWS at the time of contract performance. However, for purposes of proposal evaluation under Factor 1, the offeror shall provide the information identified in D.2.a and D.2.b of Addendum to FAR Provision 52.212-1 (DEVIATION 2020-O0018), Instructions to Offerors-Commercial Items in order to allow the government to evaluate in accordance with FAR Provision 52.212-2 Evaluation-Commercial item.

There will be no further questions accepted by the Government.
