2. Change Place of Performance to: Interpretation Services are required on site at Cleveland MEPS, 20637 Emerald Parkway Drive, Cleveland OH 44135.

3. CLINs 0004, 1004, 2004, 3004, and 4004 should read " Extended Session - In support of events, meetings, educational and training sessions, etc. for the Cleveland MEPS, the contractor shall provide services in accordance with the Performance Work Statement included herein. Normal Request = contractor will be notified of the required services 5 business days prior to the service date. (Extended Sessions can only occur as a Normal Request).

4. See questions and answers included herin as of 16 July 2021.

QUESTIONS AND ANSWERS

The below is a list of questions and answers received as of 16 July 2021.

1. Who are the current incumbents? This is a new requirement for this location. There are no current incumbents.

2. What are the current incumbent’s rates? Same as above

3. What is the contract number of the current incumbents? Same as above

4. Is this RFQ for on-site ASL, video remote interpretation (VRI), or both? This RFQ is for on-site ASL interpretation only. Please monitor www.SAM.gov for any amendments that may be issued to address this question.

5. Does MICC currently utilize an online platform/portal for interpreter requests and scheduling? If so, is

MICC paying an additional monthly fee outside of the interpreting/translating rates? All communication will be directly through the COR either written via email or verbal.

6. How does MICC currently organize their requests – do they all go through one team or is it decentralized?

On page 54 per the PWS, 1.6.10 The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:

perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;

coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

7. Will interpreters be required to purchase a parking pass? What are the parking fees, if any? On page 53 per the PWS, 3.1. Facilities: The government will provide free parking to contract employees. The parking lot is adjacent to the Cleveland MEPS, 20637 Emerald Parkway Drive, Cleveland, OH 44135

8. On average, how many interpreters are needed per request? On page 55 per the PWS, 1.3.2. IAW with industry standard, two interpreters shall provide services where the session time period exceeds two hours in duration. 1.3.3. The contractor shall provide single interpreter services for sessions where the time period is two hours or less.

9. It is industry standard that sign language interpreters are secured with a 2 hour minimum for each assignment. I do not see that in the RFQ, would you consider adding it? On page 60 per the PWS, 5.1.3.1.

STANDARD SESSION: A standard session is where the interpretation time period is two hours or less. A single interpreter shall be required for standard sessions. The contractor shall provide services for an estimated 24 to 36 standard sessions per contract period of performance. A standard session may result from a Normal Request, Short Notice Request, or Expedited Request. There is not a two hour minimum guarantee.

10. It is industry standard that assignments longer than 1.5 hours of non-stop ASL discourse require a team of interpreters. This is to ensure ASL interpreters avoid a Repetitive Stress Injury (RSI). I do not see this language in the RFP, would you consider adding it? Recommend changing the response to: On page 60 per the PWS, 5.1.4.2 Extended Session – Interpreter sessions where the time period exceeds two and less than ten hours. Two interpreters shall be required for Extended Session. The contractor shall provide services for an estimated 10 to 20 Extended Session days per contract period of performance. An Extended Session can only occur as a Normal Request.

11. What is the cancellation policy in the event MICC cancels a scheduled assignment with last minute notice?

Industry standard is 48 hours’ notice to avoid any fees. On page 60 per the PWS, 5.1.3.3.

CANCELLATIONS: The government will provide at least 24 hours (not including weekends) of notice for cancelling Standard Sessions. The government will provide 72 hours (not including weekends) of notice for cancelling Extended Sessions. The government will not reimburse for cancellations.

12. Will any security clearance be required? If so, what level of clearance is required and who will pay for the clearance? On page 53 per the PWS, 1.6.7.7. Access and General Protection/Security Policy and Procedures: Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. For each contract employee entering the government facility, a Visitor Access Request form must be completed and submitted to the COR.

13. How technical is the jargon to be interpreted? On page 60 per the PWS, 5.0. BASIC SERVICES: The contractor shall provide ASL Interpreter services for events, meetings, educational and training sessions, conferences, ceremonies, and other situations where a conversation in spoken English language can be translated into ASL for a hearing impaired individual, or group of people to understand and participate in the conversation. Interpretation services should be utilized for the Standard English language. Services are required for work in the USMEPCOM Information Technology, Network Services Branch.

14. Page 5, Line Item 0004 lists Extended Session. Can you please clarify the difference between Line Item 0003 and Line Item 0004? They both state "In support of events, meetings, educational and training sessions, etc. for the Cleveland MEPS, the contractor shall provide services in accordance with the PWS included herein. Expedited Request = contractor will be notified of the required services less than 2 business days, and more than 1business days prior to the service date. Normal Request = contractor will be notified of the required services 5 business days prior to the service date. (Extended Sessions can only occur as a Normal Request).

15. Are there any challenges you would like this new contract to address? There are no current challenges to address at this time.
