QUESTIONS AND ANSWERS

QUESTIONS:

Q1 what are the proposal response instructions (i.e. Section L 'ITO' and Section M) for this solicitation?

A1 Amendment 0003 effective 5 August 2020 contains addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items.

Q2 What format should the contractor use in the response? Is there a past performance requirement? Is this solicitation an LPTA?

A2 Offers shall comply with instructions as provided under addendum to FAR 52.212-1.

Basis for award shall be price only; there shall be no separate technical evaluation criteria. However, a determination of responsibility shall be conducted in accordance with FAR Part 9, utilizing past performance from the Contractor Performance Assessment Reportin System (CPARS).

Q3 In accordance with sections 5.9 and 5.10 (the associated CDRLs A001 and A002), shouldn't there be a CLIN for Time & materials - i.e. the Labor rate (time) and Materials portion of the contract to be used for repair and resolve of discrepancies?

A3 Contract type is hereby changed from Firm-Fixed Price (FFP) to a combination contract FFP and Time & Material. Accordingly, CLIN 0002 has been revised to COST CLIN with an Government established ceiling value of $106,095.00. All offerors shall use the Government established ceiling value of $106,095.00 for the amount in CLIN 0002. Offerors are not permitted to use a different amount for CLIN 0002. Those offerors that propose an alternative value shall be deemed non-responsive and not eligible for award.

Q4 What is the reasoning or purpose of the North Carolina Wage Determination schedule being included in the solicitation?

A4. Currently the Golden Knights are based out of North Carolina. As a result, it is only potential performance that is known. However, FAR 52.222- 49 Service Contract Labor Standards with the Place of Performance Unknown has been included in the solicitation. During contract performance, should the successful contractor be located other than North Carolina, the contract award shall include the Wage Determination applicable to the location where contract performance will occur.

Q5 - In order to develop and submit a responsible proposal, would the government please provide a one-week extension when the proposal instructions are provided (posted)?

A5 Government has extended till September 4 2020.

Q6 A-check Task Card List. Page 1 about 1/3 way down the page. Task 2150/01A and Task 2150/01F. There is only one task card in the Bombardier manual for 2150/01. We believe the A and F may stand for Aft and Forward, but are not sure. Could you please clarify?

A6. There are two Air Cycle machines, the A stands for Aft Air Cycle and F stands for the Forward machines.

Q7 C-check Task Card List. Pages 2-5. Several tasks are marked as being “COMPLETED”. Are these tasks to be included in our pricing?

A7 All tasks are to be completed, disregard the word completed.

Q8 C2-check Task Card List. Page 1. Several tasks are marked as being “COMPLETED”. Are these tasks to be included in our pricing?

A8 All tasks are to be completed, disregard the word completed.

Q9 As we are unaware of the interior for this particular aircraft, we are requesting its LOPA, such that we can accurately address the labor required for access/close efforts that accompany the inspections requested.

A9 C-147A (DHC-8 315) Standard Dash -8 interior. Military litter seating behind the third row of standard seats is the exception. There are three rows of standard DASH-8 seats and overhead bins in the first three rows in the front of the airplane. Behind those seats are military litter seats attached to the standard floor tracks in the airplane. The flooring is standard and has not been modified. The side, floor and ceiling panels are standard. The Lavatory is in the standard location behind the copilots seat.

Q10 Is this CLIN (2) going to be used as a point of evaluation in the overall award, or to establish an allocation of potential finds needed.

A10 See response to question 3 above; CLIN type has been revised and Government established value provided.

Q11 If this CLIN (2) response is used in a company’s pricing evaluation, how can the Agency do so, as by definition you are looking for repair pricing on “hidden damage” not yet revealed or evaluated by the agency.

A11 See response to question 3 above; CLIN type has been revised and Government established value provided.

Q12 If your agency is looking for specific pricing on “Hidden Damage”, should you not base that pricing on unit amount, such as hourly rate versus a firm fixed fee covering all “Hidden Damage”?

A12 See response to question 3 above; CLIN type has been revised and Government established value provided.

Q13 CLIN 2, on page 5, states that “Over and Above” (i.e. Hidden Damage) maintenance is FFP. “The contractor shall be reimbursed for pre-approve repair parts costs and services for hidden damage which are over and above repair parts costs and services provided in accordance with the SOW in CLIN 0001. Contractor shall be reimbursed for actual amounts invoiced and accepted. Contractor's invoice shall be accompanied and supported by a copy of the supplier's invoice.” We are asked to provide a Total Estimated Price and a Ceiling Price for CLIN 2.

However, the Performance Work Statement (PWS) included within this RFQ, on page 57, states,“1.6.6. Type of Contract: The government will award a FFP with O&A Time and Materials (T&M) contract. To be determined by CCE and the customer).”

A13 See response to question 3 above; CLIN type has been revised and Government established value provided
