CONTRACTOR MANPOWER REPORTING (CMR): Pursuant to Secretary of the Army policy, contractors must track and report manpower on service contracts (see paragraph 1.13 of the Performance Work Statement). Offerors are permitted a nominal charge to comply with this requirement. Offerors must insert a unit price for CLINs titled "Contractor Manpower Reporting"; DO NOT leave them blank. If there is no cost associated with reporting, insert $0.00. Failure to insert a unit price will be construed as a quote of no charge, $0.00 will be inserted, and future requests for compensation to comply with the policy will be disallowed. Payment for these CLINs will be made by Government Purchase Card (GPC). Contractor shall submit one invoice annually requesting payment for CMR reporting; the invoice shall not be submitted until all reporting for the 12-month contract period has been completed.

The contractor shall provide written certification that the data has been reported; this certification shall be submitted immediately upon completion of data entry.

7. INVOICES: On a monthly basis, the contractor shall submit a detailed invoice to the MEPS Contracting Officer's Representative (COR) no later than the third work day of the month following the month in which services were provided. Monthly invoices shall be by service code and shall include, at a minimum, the information contained in the sample invoice that is provided. 9. Subcontracting agreements shall contain a provision that the subcontractor will not seek payment or make a collection effort against the applicants for meals, lodging or transportation charges. Neither contractor nor subcontractor shall require or request applicants to sign any documentation acknowledging liability for meals, lodging or transportation charges. Failure to include this provision may result in rejection of the subcontracting agreement and may cause termination of the contract for cause. The applicants may be requested to sign documentation acknowledging liability for any damage that they may cause to their room or the hotel and any other charges they might incur during their stay at the hotel, i.e., long distance calls, pay-per-view movies, etc.

10. Problems encountered with contract payments shall be directed to the responsible contract administrator.

11. The number of applicants stated herein is estimated based on the best information currently available to the government, but may not be the actual quantities experienced during the contract.

12. Contractors are reminded that federal contracts may not be transferred without the government's consent. 2. EVALUATION FACTOR 2 – PAST PERFORMANCE

2.1 The offeror shall describe its past performance on similar contracts it has held within the last three years which are of similar scope, magnitude, or complexity to that which is contained in this solicitation. The offeror may also describe past performance on similar contracts that the hotel has held within the last three years. For each contract/past performance listed, the offeror shall provide a description of the work, dollar value, and period of performance. The offeror shall provide documentation, such as quality awards, certifications, customer satisfaction surveys, letters from current and/or former clients, etc that are indicative of the level of quality provided by the offeror and/or its proposed hotel. Identify what segment of the company received the award or certification.

Describe when the award or certification was bestowed. Failure to submit the information required herein may result in an offeror receiving a lower past performance or a "Not Relevant" performance rating and thereby reduce the governments confidence in the offeror's ability to perform.

2.2 The government may use past performance information obtained from other than those sources identified by the offeror.

2.3 In general, offerors will be afforded the opportunity to respond to negative comments received during past performance evaluation. However, such an opportunity will not be considered discussions and will not provide an offeror an opportunity to submit a revised proposal. Offerors are not afforded an opportunity to respond to negative comments documented in Past Performance Information Retrieval System (PPIRS).

3. EVALUATION FACTOR 3 - PRICE. Price will not be rated. Award will be made to the responsible offeror whose proposal offers the best overall value to the government, price and other factors considered. As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding an amount equal to the offeror’ final option period price to the offeror’s total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period. Where the selection official finds the proposals as being essentially equal with respect to technical factors, price may become the determining factor in selecting the best value offer and making the award.

EVALUATION APPROACH

a. The government will evaluate each proposal by employing the best value trade off method. The written proposal, in conjunction with the on-site evaluation, will be used to assess evaluation factor ratings.

b. All proposals will be subjected to an initial screening by the Contracting Officer to determine whether proposals are complete before being evaluated as detailed below. Proposals that are considered incomplete after initial screening may be rejected and offerors will be notified they are no longer eligible for further consideration. Offerors are advised that unsupported promises to comply with contractual requirements will not be sufficient. Additionally, a proposal that is unreasonable, unrealistic, or substantively incomplete in terms of price will not be considered for award.

c. The government intends to award without discussions. Offerors shall ensure their proposal contains the best terms from a technical and price stand point; however, the Contracting Officer reserves the right to hold discussions if necessary. Discussions, if any, will be conducted in accordance with FAR 15.306 and final offers will be evaluated in the same manner and against the same criteria as were initial offers.

AWARD

Award will be made to the offeror whose proposal will be most advantageous to the government considering price and technical factors stated in the solicitation. Failure to propose a price for all CLINS will render the proposal unacceptable and the proposal will be rejected.

Evaluation factors upon which award will be based are set forth below:

“BEST VALUE EVALUATION FACTORS”

1. EVALUATION OF PROPOSALS. Proposals submitted will be evaluated on Mission Capability, Past Performance, and Price factors. Proposal shall conform to all the terms and conditions contained in the solicitation.

2. BEST VALUE. The government is interested in proposals that offer value in meeting the requirements (i.e., quality performance with acceptable risk at a fair and reasonable price).

Among technical factors: Mission Capability is significantly more important than Past Performance. Past Performance will be separately evaluated and assessed a performance confidence rating. All evaluation factors, other than cost or price, when combined, are significantly more important than price.

3. PRICE EVALUATION. Price will not be rated. Award will be made to the responsible offeror whose proposal offers the best overall value to the government, price and other factors considered. As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) using the unit prices proposed for the offeror’s final option period. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, and 4th option plus the value for the fourth option for the potential six-month extension period at the end of the contract. Offerors are not required to enter additional pricing for the six-month extended period. Where the selection official finds the proposals as being essentially equal with respect to technical factors, price may become the determining factor in selecting the best value offer and making the award.
