About this file

This is a Request for Information (RFI) and Questions and Answers document for tree removal services under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract (W9124C26RA001) at Fort Jackson.

The contract covers tree removal services including removal of dead, diseased, or damaged trees; stump grinding; and tree trimming/pruning. Listed quantities are estimates for pricing purposes only and may vary year to year based on historical data. The Government will not provide historical usage data separately. No site visit will be held. Equipment storage on post is prohibited between task orders, though contractors may park equipment on-site during task execution. There are no specific equipment size or weight restrictions, except those posted on bridges. Task orders will be structured around Diameter at Breast Height (DBH) classifications, with multiple CLINs potentially used per order depending on requirements. All pricing must be all-inclusive on an CLIN basis, including traffic control costs; there is no separate traffic control CLIN. Contractors must notify the Contracting Officer's Representative (COR) if traffic control is needed, and the COR will coordinate with the Directorate of Engineering and Housing traffic control unit.

Environmental and safety requirements include storing all chemicals, fuels, and substances in industry-approved containers within contractor vehicles, with pre-approval from the COR and Environmental Department required for external storage beyond reasonable drinking water. All vehicles must maintain industry-standard spill kits and absorbent diapers underneath during idle periods. Yard waste and land-clearing debris must be chipped on-site or delivered to a permitted South Carolina composting/wood chipping facility, with documentation provided to the COR. Trees marked with two white or green painted bands are red-cockaded woodpecker cavity trees and must not be cut or damaged. Tree removal should be performed August through March when practicable to minimize impacts to nesting migratory birds. Soil disturbance must be reseeded or have ground cover installed post-completion. All hazardous substances must comply with Fort Jackson's Hazardous Substance Management Plan and Spill Response Plan, with contractors responsible for spill prevention, training, cleanup, disposal, and reporting.

RFIs Tree Removal Services IDIQ W9124C26RA001

Q1. Quantities & Historical Data • Are the listed quantities (e.g., 30 trees, 40 trees, 400 hours) guaranteed minimums, or are they estimates provided for pricing purposes only. • Will the Government provide historical usage data for similar tree removal or grounds maintenance contracts at Fort Jackson.

A1. Listed quantities are estimates for pricing purposes only to establish pricing. The listed quantities (maximum) are based on historical data which may vary year by year.

Q2. Equipment & On Post Restrictions • Are there any restrictions on equipment size, weight, or type in certain areas of the installation. • Will the contractor be allowed to store equipment or vehicles on post between task orders.

A2. There is no noise restriction. There are no specific restrictions on equipment size and weight. However, any such restriction is posted on bridges on roadways. The contractor will NOT be allowed to store any equipment on post between task orders.

As per task order (while executing the tasks order) the contractor would be allowed to park their equipment on post while executing their tasks.

Q3. Environmental & Safety Requirements • Are there environmental restrictions (e.g., spill prevention requirements, fuel storage limitations, noise control rules) that must be incorporated into the contractor’s technical plan.

A3. All chemicals, fuels or substances must be stored in industry approved containers in the contractor vehicles. Furthermore, any storage of chemical, fuel, fluids and substances except for a reasonable amount of drinking water or consumable drinks (e.g. Gatorade) stored outside contractor vehicles would need preapproval from COR and Environmental dept. All spills shall be reported to the COR who would then report to the Environment Dept for evaluation and possible cleaning up. All vehicles should have industry standard spill kit. Absorbent diapers or containers must be placed underneath vehicles in areas likely to leak fluids when vehicles are idling on the job or parked for long periods.

Q4. Workload & Task Order Structure • Does the Government anticipate seasonal surges (such as storm season) that may require increased sta ing or accelerated response times.

• Will the Government issue task orders that bundle multiple CLINs together, or will each CLIN be ordered individually.

A4. There is currently no precise location for tree removal services. The contract will be structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) because the exact timing and frequency of when tree removal services will be required are unknown.

Each task order will mirror the master IDIQ CLIN structure based on tree removal requirements per Diameter at Breast Height (DBH), stump grinding or tree trimming/pruning; depending on the requirement, multiple CLINS may be used.

Q5. Tra ic Control & Pricing • Since the specific tree removal locations are unknown at this time, and some areas of Fort Jackson may require tra ic control or lane closures, will the Government allow tra ic control to be priced as a separate CLIN or reimbursable line item on individual task orders. • If not, how does the Government expect o erors to account for tra ic control costs that may vary significantly depending on the worksite.

A5. Each CLIN should include all anticipated pricing on an all-inclusive basis, accounting for all associated costs. There is no separate clin for tra ic control. Prior to removing any tree, the contractor shall notify the COR if the task requires tra ic control. In such cases the COR will notify the DES tra ic control unit of the planned impediment and duration. The contractor shall notify COR when this task is completed. The contractor is responsible for the basic industry tra ic control items.

Q6. Will there be a site visit?

A6. No. A site visit for tree removal services will not be held. The decision to forego a site visit is based on the precise locations for tree removal services will be determined as the needs arise, making a visit at this stage unnecessary.

DRAFT REC

8. The Environmental Division (ENV) has reviewed the proposed project. The project must be completed as described above, or a new REC request form must be submitted if this project is modified or expanded in a manner that was not considered in this review or has not been initiated within one year. This REC is not an approval to begin the project, it only outlines the environmental and natural resource requirements as follows:

a. Forestry is unable to utilize the trees in this proposed project area. For additional information, contact Sara Clayborne at 520-671-8626 or sara.a.clayborne.civ@mail.mil.

b. The proposed action has the potential to adversely impact habitat of the red-cockaded woodpecker, an endangered species of wildlife. Trees on Fort Jackson marked with two white or two green painted bands are red-cockaded woodpecker cavity trees. These marked trees must not be cut or damaged in any way. The COR shall coordinate with the DPW Wildlife Branch to obtain the locations of these cavity trees that must be protected. We recommend tree removal be performed, if practicable, during the months of August through March to minimize adverse impacts to nesting migratory birds. This project will have no impacts to wetlands. For additional information, contact Michelle Wilcox at 520-671-8654 or michelle.m.wilcox2.civ@mail.mil.

c. A Storm Water Permit is not required. Any soil disturbance created by tree removal must be reseeded to permanent vegetation or have appropriate ground cover installed after work completion to prevent erosion. For additional information, contact Matt Holstein at 520-671-

8091 or matthew.s.holstein.civ@mail.mil.

d. Yard waste and land-clearing debris cannot be placed in a trash container, it must be: (1) chipped on-site; or (2) delivered to a composting and/or wood chipping facility permitted by the

South Carolina Department of Environmental Services. The Contractor must provide documentation to the COR upon completion of the project, demonstrating that the waste was taken to a permitted facility (including date, type of waste, weight or volume, and name of permitted facility). The COR shall provide a copy of this report to ENV within 10 days of project completion. For additional information, contact Lisa McKnight at 520-671-8110/803-319-4618 or lisa.a.mcknight11.civ@mail.mil.

e. The Contractor shall manage hazardous substances, including fuels and fluids needed for vehicles and equipment, in accordance with Federal, State, local, and military regulations. The

Fort Jackson Hazardous Substance Management Plan (HSMP) may be used for guidance. The

Contractor is responsible for spill prevention, training, clean up, disposal, and reporting, and must comply with the Fort Jackson Spill Response Plan (page 15 of the HSMP). The Contractor shall take any unused hazardous substances or other Contractor supplied items with them regularly to avoid storage violations, and upon completion of the project. These items shall not be left on Fort Jackson. For additional information or a copy of the HSMP, contact Lisa

McKnight at 520-671-8110/803-319-4618 or lisa.a.mcknight11.civ@mail.mil.
