About this file
This is a Questions and Answers (Q&A) document addressing technical and operational inquiries related to a federal contract requirement for Integrated Command Information Display System (ICIDS) maintenance and support at Fort Jackson.
The ICIDS V system was installed in Spring/Summer 2024 with no subsequent upgrades or refreshes completed. The installation warranty expired in July 2025, and no work orders are currently available due to manpower limitations, with preventive maintenance conducted during Physical Security inspections. Of 171 identified alarm zones, 135 are fully operational while 36 experience communications failures resulting from server room overheating; damaged COMSNET cards are on order for replacement within one week. The most common system issue identified is nuisance alarms. Current software baseline includes ICIDS V, Callistoview V5 5.378, and Star Watch V5.56.604, with no planned migrations or upgrades during the contract period. No sole-source, OEM-restricted, or proprietary components requiring special procurement considerations have been identified.
Contractor operations will be conducted from the Physical Security office on-post, with provided office space, computer workstation, and storage area in the Physical Security Warehouse. Contractor personnel must obtain CAC access within one to two business days and DOD Outlook access within up to two weeks. No defined travel radius is mandated provided response time requirements are met, and unrestricted access to all facilities and controlled-access areas is assumed. Personnel requiring SECRET clearance eligibility should have interim clearances complete at contract start. The contractor must maintain and provide cyber support for the entire ICIDS system, including all associated databases and administration tools (Star Watch, RPI Editor, Site Planner, and Callisto View) throughout the performance period. Current system maintenance is being performed by the installation ICIDS program manager with limited knowledge from previous technician training.
