About this file
This document is a Questions & Answers (Q&A) file for an ATC Post Conference Room & Executive Conference Room Upgrade project. The procurement involves upgrading audiovisual systems in two conference rooms, with key requirements including two 163-inch video walls (one wall-mounted in the Executive Conference Room and one cart-mounted in the Post Conference Room), dual outputs from government-furnished computers, and the ability to display up to four images simultaneously. The government will award the contract using a Lowest Price Technically Acceptable (LPTA) method.
The Q&A reveals several important details: contractors can propose alternative equipment if it meets or exceeds specifications, TAA compliance is preferred but not mandatory due to cost constraints, and the project requires a 5-year warranty with a 2-hour onsite response time. Working hours are limited to 0800-1600 Monday-Friday, excluding federal holidays. The contractor will be responsible for removing existing equipment, providing structural backing for video wall installation, and managing all AV electrical work. The rooms will operate as separate systems, with approximately 120 feet between them in Building 2400. No additional security checks will be required for those with DoD-issued security clearances.

A1:NO
Q2: Is the contractor providing all removed equipment back to the Government for disposal?
A2: Yes
Q3: Can you confirm if this opportunity in fact requires TAA compliance on the LED solution?
A3: LED does not need to be TAA compliant due to cost
Q4: Will the government accept “Equal” or Equivalent products?
A4: YES
Q5: Does the equipment need to be TAA Compliant?
A5: If available and not cost prohibited
Q6: With NIPR and SIPR systems in use do we need to follow APL Approved devices?
A6: NO, Codecs not required for NIPR or SIPR devices, these devices will be directly plugged into a/v system
Q7: Can you offer pictures of the spaces?
A7: YES
Q8: Are the rooms used separately or in conjunction with one another? Separate systems of control and video

A9: Yes
Q10: Does the government want to see up to four images on the video wall at the same time?
A10: Yes
Q11: With the two government computers at the table do require multiple screens from one computer. If so, please specify how many screens from one computer would you like to display from one computer? Extended or duplicate.
A11: Yes, will want to support up to 4 different screens
Q12: The notice asks for two 163-inch video walls, and one cart. But it states that both LED video walls will wall mounted, please clarify?
A12: Video walls to be wall mounted, not via cart.
Q13: Can we offer new equipment that would be used on an AV over IP system instead of the older extension in the salient requirements?
A13:NO
Q14: The LG wall requested is also EOL and may not be available at the time this contract is awarded, will you accept alternative?
A14: Yes
Q15: Can we change to TAA compliant products? Your PWS states that it must be TAA and that the contractor cannot change the specified parts. The LG video wall is not TAA as it is manufactured in China. If we replace with a TAA compliant then we are not following the other specifications of meeting the components requested.
A15: NON-TAA compliant media wall products are preferred but can be substituted due to TAA being cost-prohibited

A20: contractors’ responsibility to provide and install conduit or cable pathway
Q21: Please confirm the approved raceway type for running new AV cabling above ceiling.
Specifically, can J-hooks be used for cable support, or is a continuous conduit or other raceway required per project standards?
A21: j-hooks can be used above ceiling along with truss system.
Q22: Please confirm the current wall structure and composition in the Post Conference Room and Executive Conference Room where the 163” DirectView LED walls will be installed, so that we can verify load capacity and determine if additional backing or platform support is required.

Q23: Please confirm who developed the basis of design for the AV system described in the PWS. Was the system design provided by the Government/consultant?
A23: Government designed system based off market research
Q24: Since PWS already outlines the required equipment and source/destination counts for PCR and ECR, please provide a single-line (signal flow) diagram that reflects the basis of the BOM, showing how all devices interconnect (sources, switchers, DSP/mics, amps/speakers, cameras to Rack PC/USB, and LED wall). This will allow us to verify completeness and identify any additional equipment needed to deliver the specified functionality.
A24: Government can provide pictures of current rack location and where screens will need to be installed but contractor will be responsible for installation
Q25: Per the PWS, the contractor is required to remove existing projectors, screens, TVs, cabling/wiring, and other debris for government turn-in and disposal. Please confirm the complete list of equipment that must be removed.

Q26: Please confirm the type of existing projector screen in the Post Conference Room — specifically, whether it is wall-mounted or ceiling-mounted — so we can plan for proper removal.
A26: ECR has 2 wall mounted 90” TVs, PCR has 1 Ceiling mounted Projector
Q27: Per the PWS, the contractor is required to remove the existing projector screen in the Post Conference Room. In case this is a ceiling-mounted projector screen. Who will be responsible for patching and restoring the ceiling surface after removal?
A27: contractor will be responsible for patching and restoring the ceiling surface after removal?
Q28: Please confirm if the Government will provide replacement ceiling tiles or other finished materials required to restore the ceiling after the projector screen removal.
A28: contractor will be responsible for restoring the ceiling after the projector screen removal
Q29: Per the PWS, the contractor is required to remove existing TVs and projector screen assemblies. Who will be responsible for patching and repairing any wall damage or penetrations left from display mounts and hardware removal?
A29: contractor will be responsible for patching and restoring the ceiling surface after removal?
