C. Preparation Instructions

1. Pages submitted in excess of page limitations will be removed and not evaluated.

The Government will not accept any changes to the contractor’s proposal after the closing date of the solicitation (See FAR 15.208 for further information regarding late proposals). If discussions become necessary, page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.

Pages will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.

What Counts As A Page? A page shall be an 8 ½ X 11” sheet of paper. When both sides of a sheet display printed material, it shall be counted as two pages. The Contractor shall number each page in order to eliminate any confusion. In the event contractor creates an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages. SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Basis for Contract Award This is a best value contract selection. The Government will utilize a Lowest Price Technically Acceptable (LPTA) evaluation method for this requirement. Trade-offs between cost/price and non-cost/price factors are not permitted. The Government will award a single contract to the Contractor whose proposal is technically acceptable and the lowest price.

Subject to the provisions contained herein, the Government intends to award a single contract resulting from this solicitation to the offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), as supplemented, whose offer conforms to the solicitation’s requirements (to include all stated terms, conditions, and all other information required by the solicitation), provides the Lowest Priced, Technically Acceptable offer to satisfy the requirements of this solicitation and the PWS. O f f e r s that fail to address all the requirements set forth in the Solicitation will be rejected.

The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror’s submission should contain their best terms from a price and technical standpoint. The Government reserves the right to reject an offer upon initial submission and not consider it for contract award if any required data is absent or the data received conveys a misunderstanding of the requirement.

EVALUATION FACTORS:

1. Evaluation criteria consist of the following factors and sub-factors. The proposals will be evaluated under three (3) evaluation factors:

Factor I - Technical Capability:

Subfactor 1. – Management Approach Subfactor 2. – Technical Experience Subfactor 3. – Technical Qualifications

Factor II – Price

Factor III- Past Performance

Factor I: Technical Capability The Government’s technical evaluation team will evaluate proposals to determine each offeror’s technical capability. The proposal must demonstrate a practical/functional approach that meets the requirements of the PWS. Failure to meet the criteria will render the proposal technically unacceptable and the proposal will not receive further consideration for award.

(a) Subfactor 1: Management approach – The Offerors level of understanding and detail will be evaluated to ensure an in-depth understanding of the contract requirements. The Offeror’s management structure of personnel, lines of communication, management control system, and scheduling approach will be evaluated to determine if they represent a sound, comprehensive and feasible approach. The management approach for adapting to simultaneous training events, ensuring adequate levels of performance are maintained, and procedures for problem resolution will be evaluated to ensure a sound and comprehensive approach.

The Offeror’s management structure of personnel, lines of communication, management control systems, and scheduling approach will be evaluated to determine if they represent a sound, comprehensive and feasible approach and addresses the Offeror’s plan to provide for continuity of personnel in named roles throughout ambient training events (i.e, PO SPC AIT Module H, CA SPC AIT Module I, and CA SPC AIT Module J).

(b) Subfactor 2: Technical Experience – The offeror must thoroughly demonstrate that it has attained sufficient experience to successfully manage and execute all training objectives per the PWS. Evaluation of experience will take into consideration the number, size, and similarity to current PWS for Fort Jackson, Role Player Training Support Services.

Evaluation will be based on the offeror’s five (5) projects submitted, which were performed within the last three (3) years or are currently being performed.

(c) Subfactor 3: Technical Qualifications - The offeror’s technical expertise will be evaluated to assess the offeror’s technical capability, the proposed approach to meet the Government’s requirements, and the methods for ensuring successful contract performance. The responses to the technical expertise area will be evaluated to determine acceptability in the following areas:

• Methods and resources in meeting the requirements stated in the PWS.

• Evaluation of the Offeror’s understanding of and ability to meet all

Personnel Qualification requirements in the performance work statement.

• Evaluation of the Offeror’s ability to provide labor, uniforms, materials, and equipment to support the training requirements outlined in the Performance Work Statement.

• Evaluation of the Offeror’s understanding of and ability comply with all Federal, State, Local, and safety regulations.

The Technical Capability factor will be assigned an overall adjectival rating at the factor level. Subfactors will be evaluated and assigned individual adjectival ratings to “overall” adjectival rating for the Technical Capability.

Each Technical Capability subfactor will receive one of the adjectival ratings defined below, and then there will be an overall roll-up adjectival rating at the factor level. An Offeror shall achieve a minimum rating of “Acceptable” for each subfactor in the Technical Capability factor to be viable for award and shall demonstrate a sound approach that meets all requirements and objectives of the PWS.

TABLE II

Technical Acceptable/Unacceptable Ratings

Ratings

Description

Acceptable

Proposal meets the minimum requirements of the solicitation

Unacceptable

Proposal does not meet the minimum requirements of the solicitation

NOTE: SUB-FACTORS WILL BE RATED ACCEPTABLE OR

UNACCEPTABLE ACCORDING TO THIS TABLE.

Factor II: Price

The contract will be FFP. The Government will evaluate price reasonableness for the fixed priced effort. If the Government evaluated cost is less than the proposed, the proposed becomes the probable cost. The base program and all option years shall be included in the cost/price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk.

(d) Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques, the Government will determine whether prices are reasonable, complete, and balanced. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information IAW FAR 15.4 may be required to support the proposed price. To be viable for award, an Offeror’s price must be determined fair and reasonable. The Offeror’s total proposed price will be utilized to evaluate if the proposal represents a fair and reasonable price. The total evaluated price includes the price of all options (to include the option to extend services in accordance with FAR 52.217-8).

(e) The Government will evaluate offers for award purposes by adding the total price for all option periods. The Government may determine that an offer is unacceptable if the base year and option periods are significantly unbalanced. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the Offeror’s final option year prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base year, option year 1 and option year 2. 1/2 of the 2nd option year.

Offerors are not required to enter a price for the six-month period.

Factor III – Past Performance.

Past Performance. In lieu of requesting past performance information, Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information System (FAPIIS) will be utilized in reviewing past performance.

Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Neutral In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptability/unacceptability, a “neutral” rating shall be considered “acceptable
