QUESTIONS AND ANSWERS
Logistics Readiness Center (LRC) Linen Support Services Fort Jackson, South Carolina
1. What is the name of the current contractor?
ANSWER: Robertson & Penn Inc
2. What is your anticipated award date for this contract?
ANSWER: 11 March 2020
3. What would be the anticipated start date?
ANSWER: 12 March 2020 will begin phase-in period.
4. Have funds been appropriated for this opportunity?
ANSWER: This is an IDIQ and funding will be available per Task Order.
5. What is the current total annual contract price for this contract?
ANSWER: $2,547,448.78
6. If this is a current contract what is the current awarded contract number?
ANSWER: W9124C19C0007
7. Page 4 Blankets 73,000 – Can you tell me if these are cotton blankets or wool blankets?
ANSWER: wool blankets
8. Page 6 Item#0008 Small SS – Can you please give me a description of this linen item?
ANSWER: Small SS has been removed from CLIN to reflect Bivi Covers
9. Page 7 Item#0009 Large SS – Can you please give me a description of this linen item?
ANSWER: Large SS has been removed from CLIN to reflect Compression Bags
10. Is there a possibility that you could provide an extension to the due date on the bid submission considering the request of a hard copy submission?
ANSWER: Yes, extended until 3 March 2020
11. Is there a possibility of doing a site visit to see the items to be processed first hand?
ANSWER: No, a site visit is not advantageous to the Government.
12. Is there an incumbent company? And if so, who? And are they interested in keeping the account?
ANSWER: Yes, Robertson & Penn Inc. This is a competitive requirement.
13. Will the Army clarify whether the solicitation is a firm fixed price (FFP) contract or a firm fixed price requirements (FFPR) contract? CLINs 2 through 9 (and mirrored in the option years) each request a unit price for the stated number of items to be processed in each CLIN, leading to an extended price for the CLIN. Our question is whether the contractor would simply bill the full extended price on a monthly basis (i.e., 1/12 of the price billed per month) or whether the contractor would only bill for the actual production volume in a given month based on its proposed unit price. In the RFP at Part 1, ¶ 1.2.
Background: The RFP clearly states “Services are a Firm Fixed Price”. ¶ 1.6.6. also speaks to Fixed Price, including “IDIQ”. FFP is also mentioned throughout the Evaluation factor(s) (ii) Volume II – Cost/Price starting on page 101 of 110.
ANSWER: This is a Firm Fixed Price requirements contract for linen. Therefore, the contractor would only bill for the actual production volume in a given month based on proposed unit price.
14. Will FJ provide the actual workload, separated by CLIN, for the past two years?
ANSWER: Yes, provided under Technical Exhibit 4 of PWS.
15. Section J, page 69 of 110, contains a Dept. of Labor Area Wide Wage Determination (WD) #2015-4429. It is our understanding that the current contractor performing FJ’s laundry is a Union Shop with a Collective Bargaining Agreement (CBA), and is paying their employees those rates, both at their production facility in Georgia, as well as the employees working for them at/on FJ. Since this is a new contract, and since the work is currently being performed under the CBA, should the CBA not be the wages and benefits that are required to be paid under the soon to be awarded contract, not the WD?
ANSWER: CBA has been updated on beta.sam.gov and WD is removed.
16. We request that the Government conduct an on-site tour of the work requirement, on post staging location and actual pickup and drop off points, and then allow additional questions as a result of issues that arise from the tour? This is a very large and important requirement, both in terms of scope and complexity.
ANSWER: Due to mission support and the critical nature of this requirement a site visit is not advantageous to the Government. However, the Government has provided a radius between each location and refers each offeror to paragraph
4.1.4 of the PWS for reiteration of vehicle requirements.
17. Question: There is a current contract in place for the services being requested in this RFP. Will the government please provide the current contract number and award value, and the actual amount paid by CLIN for the period of time the current provider has been producing the work?
ANSWER: See questions 5 and 6. Additional information should be requested through Freedom of Information Act via MICC FOIA Mailbox at usarmy.jbsa.acc-micc.mbx.foia@mail.mil
18. PARA 5.1.2 states: Pickup Points. Physical locations where the Contractor shall pick up organizational laundry. Contractor shall pick up and deliver to Approx. 60 locations on Fort Jackson.
Question: Can the Government please provide a list of the exact 60 locations for pickup and delivery with addresses or distance between them so that offerors can get a transportation/delivery cost established to include the number of trucks required to accomplish routes?
ANSWER: See Technical Exhibit 2 for Linen Pickup Schedule with an estimated distance between each Brigade location no more than a 5 mile radius.
19. PARA 5.1.4 States: In keeping with its area support mission, Base Support Operations may provide laundry service to other Department of Defense components such as Active Army units, Air Force, Navy, Marine Corps, National Guard, Reserves, mailto:usarmy.jbsa.acc-micc.mbx.foia@mail.mil and other Government agencies. The requirements to provide intra- and inter-service support services shall be part of the contract. (Intra- and inter-service).
Question: are these locations included in the 60 pickup points or are they required to drop off at the on post staging location?
ANSWER: Yes
20. PARA 1.6.17 PHASE IN /PHASE OUT PERIOD. States: To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board during the phase in period.
During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date. During the last 30 days of the contract, the management personnel of an incoming contractor may observe operations of the incumbent contractor. The incumbent contractor shall not defer any needed services for the purpose of avoiding responsibility, or of transferring such responsibility to the successor contractor. The incumbent contractor shall fully cooperate with the successor contractor and the government, so as not to interfere with on-going operations. The contractor will fully cooperate with the succeeding contractor at conclusion of this contract in order to ensure a smooth transition.
Question: Does this observation included access to watch the processing of the work in the incumbents laundry facility?
ANSWER: No
21. PU and delivery schedule Technical Exhibit 2 states that it is an Example only.
Question(s):
• Will the offeror be allowed to develop their own schedule for the 60 locations or is there a schedule we must adhere to?
• If there is a set schedule the offeror must follow can the government provide that schedule?
• Can the government provide a copy of the actual current contract schedule?
ANSWER: No, there is a schedule that must be followed. See Technical Exhibit 2 to PWS.
22. Page 100 of solicitation section 2 Sub-factor 2 states that the Offeror shall: 3.
Discuss the ability to be fully staffed and operational by March 14, 2020.
The incumbent contractor shall fully cooperate with the successor contractor and the government, so as not to interfere with on-going operations. The contractor will fully cooperate with the succeeding contractor at conclusion of this contract in order to ensure a smooth transition.
Question: Based on the above 2 sections, if the Offers are due on Feb 28th and the Government is able to make an award by March 14th. Does the 30 day transition period begin on March 14th with the actual contract performance start beginning 30 days after March 14th for the transition?
ANSWER: The anticipated 30 day phase-in period starts on 12 March 2020 – 11 April 2020.
23. Page 101 of Solicitation (3) Section 3 – Sub-factor 3 states: Equipment Resources:
This document must show a listing of all the equipment the offerors possess, or will obtain prior to 12 March 2020, that will be used in support of the requirements as stated in the PWS. The offeror shall submit a maintenance plan and schedule that will ensure reliable service throughout the period of performance.
Question: With a due date of Feb 28th this timeline of March 12th doesn’t allow for a 30 day transition period. Will the Government please amend this date to allow time for an award process and 30 day transition?
ANSWER: Updated to reflect: Equipment Resources: This document must show a listing of all the equipment the offeror possess, or will obtain prior to 12 April 2020, that will be used in support of the requirements as stated in the PWS.
24. Page 101 of Solicitation (4) Section 4 Sub-factor 4 states: Transportation Operations: This document will describe the offerors transportation plan to pick up and deliver items tendered for laundry or dry-cleaning (as applicable) to and from Fort Jackson.
1. The offeror shall clearly demonstrate their capabilities to provide transportation to and from unit for pick-up and /delivery points, to and from the on-post staging area (not applicable for dry-cleaning) and contractor’s off- post laundry facility in an efficient manner that will meet turnaround time requirements under the PWS.
Question: Can the government please provide a list of locations with addresses and a delivery schedule so that an Offeror can accurately respond to this proposal requirement?
ANSWER: See Technical Exhibit 2 for Linen Pickup Schedule with an estimated distance between each Brigade location no more than a 5 mile radius.
25. Page 101 of solicitation (4) section 4 sub-factor 4 states: 1. Question: Is there a Dry Cleaning requirement in this contract?
ANSWER: There is no requirement for dry cleaning and all references have been removed.
26. Past performance volume: The Past Performance volume is limited to 10 pages.
With the Specific relevant contract submittals being 3 pages each along with the requirement for consent letters and Organizational structure change history this would only allow room for 1-2 specific relevant contract forms.
Question: Will the Government please omit the Specific Relevant Contract forms from the page limitation or increase the page limitation to allow for them?
ANSWER: Increased page limit volume to 15 pages
27. What is the actual contract start date?
ANSWER: 12 March 2020 will begin phase-in period.
28. What is the Building number of the FJ staging area?

29. Part 3, ¶ 3.5 Materials essentially states “The Government will provide a copy of Department of the Army Regulation Form 210-130, DA Form 1974, and DA Form 3136”.
Copy is singular. Is it the Government’s intent that the contractor provide “all” required laundry tickets, or are all tickets to be provided by the Government?
ANSWER: It’s the government’s intent that the contractor provide “all” required laundry tickets. (Paragraph 3.5 of Section 3 of the Performance Work Statement has been amended to reflect the changes.
30. In CLINS 0008 and 0009 mentions “SS”. What is the definition of “SS”?
ANSWER: “SS” has been removed from both CLINS to reflect Bivi Covers and Compression Bags
31. Under EVALUATION APPROACH, starting on Page 107 of 110 there is no methodology for actually scoring the three factors rendering the evaluation to essentially be pass/fail. Is this the Government’s intent, or should there be a scoring mechanism in place to rate and rank the Superior offers from the barely acceptable ones?
ANSWER: The Government will utilize Lowest Price Technically Acceptable (LPTA) evaluation method for this requirement.
32. Under (ii) VOLUME II – Cost/Price the RFP states in part “For evaluation purposes only, the Government has incorporated the applicable Area Wage Determinations of this RFP”. Should the WD, and/or CBA not be the mandatory wages and benefits that are required, not merely for evaluation purposes?
ANSWER: CBA is required and has been updated on beta.sam.gov
33. Is there a possibility that a usb device with all of the information concerning the proposal could be used to substitute the dvd that is to be included with a bid?

(ii) VOLUME II – Cost/Price. This volume shall consist of all information, required to support proposed costs and prices. There are no page limitations for this volume. No pricing information is to be presented in any part of the proposal(s) outside of this Volume. Electronic versions of the Price Proposal should be submitted and shall not be read only or password protected. All formulas, lookup tables, and links should be intact, and no links shall exist to files not included with the submission.

If there is no cost for the report(s), Offerors shall annotate “Not Separately Priced” in the amount blocks on each applicable CLIN. Offerors shall explain in the pricing narrative how they arrived at the amount proposed. CLIN(s) 0010 shall be the CLIN(s) under which the Contractor shall bill for all costs associated with the eCMRA requirement.
The offeror shall ensure the units prices are represented in two decimal positions only (example: $0.27, not $0.27458). (iii) VOLUME III – Past Performance. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the work being procured under this solicitation and as defined in Section M.
Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners performing work that constitutes more than 25% of the total proposed cost of the contract. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner performing work that constitutes more than 25% of the total proposed cost of the contract, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance
The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than 5 years for services for the submitted data. The past performance data shall document a successful history of past contract performance.
In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” Submission requirements: The offeror shall submit a Past Performance Volume containing the following:
(a) TAB A - Table of Contents
(b) TAB B Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is attached as Attachment 3 of RFP.
(c) TAB C Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition.
To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
(d) TAB D Specific Relevant Contracts Format. Sheets shall be in accordance with Attachment 4 and are limited to 3 pages per reference. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. The past performance information provided will be evaluated to determine the extent of:
a. Quality of Service
b. Similar Work Experience
c. Timeliness of Performance

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
BASIS FOR AWARD
This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, and all other information required by the solicitation), is determined to be a fair and reasonable price, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer. The Government will utilize a LPTA evaluation method for this requirement. Only those proposals determined to be Technically Acceptable will be eligible for award. Offerors whose technical proposals are determined “Unacceptable” will not be eligible for award. Furthermore, proposals with unacceptable ratings of past performance will not be considered for award.
Trade-offs between cost/price and non-cost/price factors are not permitted.
Unreasonably high, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition.
As set forth in FAR 52.215-1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the rated technically acceptable proposals. Failure of a large business offeror to submit a subcontracting plan, or failure for the proposed subcontracting plan to be determined acceptable by the Contracting Officer shall render the large business offeror ineligible for award.
The adjectival ratings to be utilized for proposal evaluations are consistent with the DoD Source Selection Procedures and the Army Source Selection Supplement (AS3). Price will be evaluated for reasonableness and balance, but will not receive an adjectival rating.
Evaluation criteria consist of factors and sub-factors. The proposals will be evaluated under three evaluation factors: Technical, Past Performance, and Price.
FACTORS AND SUB-FACTORS TO BE EVALUATED.
The following evaluation factors and sub-factors will be used to evaluate each proposal:
Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below.
Factor 1 Technical Approach
Sub-factor 1: Management Plan Sub-factor 2: Staffing Approach Sub-factor 3: Equipment Resources Sub-factor 4: Transportation Operations
Factor 2 Past Performance
Factor 3 Price
Factor 1: Technical Approach: Evaluation of the offeror’s proposal shall address each sub-factor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, of this section. During evaluations of each proposal, the Government will assign each sub-factor an adjectival rating and write a narrative evaluation reflecting the identified findings. If determined to be unacceptable in one or more of the sub-factors the overall rating will be unacceptable.
Factor 2: Past Performance: Each offeror’s past performance will be reviewed to determine relevancy and confidence assessment.
Factor 3: Price: The resulting award will be a FFP IDIQ. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.
EVALUATION APPROACH.
1. The Technical Approach factor is divided into the following sub-factors:
Sub-factor 1: Management Plan: The offerors plan demonstrated a clear understanding of the Linen services at Fort Jackson. The offeror’s management plan established procedures that will be utilized to accomplish the basic functions of management and execution of the requirement as set forth in the PWS in section 5.
Sub-factor 2: Staffing Approach:
1. The offeror provided proposed staffing for each major section of the PWS. The Offeror discussed and demonstrated their methodology to determine the appropriate level of effort (labor categories and number of hours) required for each major section of the PWS.
2. The Offeror identified the required team compliment including any additional positions under the Offeror's discretion category in the staffing proposed to support this effort in accordance with the Service Contract Act (SCA) WDs Directory of Occupations skill identifier. Offeror included a breakout by location, labor category, number of personnel proposed, skill level (i.e. Log Anal I, General Clerk II etc.), and SCA applicability. Offerors information was verified against the Price volume and this information was consistent.
3. Offeror discussed the ability to be fully staffed and operational by April 12, 2020.
4. Offeror described and demonstrated an approach to ensuring that the personnel obtained/hired and retained are qualified with the requisite knowledge, skills, and training to successfully execute the task areas set forth in the PWS over each period of performance in the contract.
Sub-factor 3: Equipment Resources:
Offeror provided a listing of all the equipment they possess, or will obtain prior to 12 April 2020, that will be used in support of the requirements as stated in the PWS. The offeror submitted a maintenance plan and schedule that will ensure reliable service throughout the period of performance.
Sub-factor 4: Transportation Operations: The offerors transportation plan to pick up and deliver items tendered for laundry (as applicable) to and from Fort Jackson.
1. Offeror clearly demonstrated their capabilities to provide transportation to and from units for pick-up and /delivery points, to and from the on-post staging area and contractor’s off- post laundry facility in an efficient manner that will meet turnaround time requirements under the PWS.
2. Offeror clearly identified procedures for operating in natural disaster situations that may impact transportation operations between Fort Jackson and contractor’s laundry facility, to ensure continued operations.
Ratings. The Technical Factor/Sub-factor will be assigned one of the ratings defined below:
Factor 2: Past Performance. The past performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation.
Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists. Past performance areas of evaluation include:
Rating Description
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of risk of unsuccessful performance is no worse than moderate.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
- Business Relations
- Quality of Service
- Schedule
- Customer Satisfaction
(a) Each offeror will receive a performance confidence assessment rating based on the Offeror’s recent past performance, focusing on performance that is relevant to the Contract requirements.
(b) The Past Performance Evaluation Team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment.
(c) Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below.
Table 4. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Neutral In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptability/unacceptability, a “neutral” rating shall be considered “acceptable.
3. Cost/Price Factor. The contract will be an IDIQ FFP. The Government will evaluate price reasonableness for the fixed priced effort. If the Government evaluated cost is less than the proposed, the proposed becomes the probable cost. The base program and all option years shall be included in the cost/price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk.
Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques, the Government will determine whether prices are reasonable, complete, and balanced.
If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information IAW FAR 15.4 may be required to support the proposed price. To be viable for award, an Offeror’s price must be determined fair and reasonable. The Offeror’s total proposed price will be utilized to evaluate if the proposal represents a fair and reasonable price. The total evaluated price includes the price of all options (to include the option to extend services in accordance with FAR 52.217-8).
The Government will evaluate offers for award purposes by adding the total price for all option periods. The Government may determine that an offer is unacceptable if the base year and option periods are significantly unbalanced. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the Offeror’s final option year prices to the Offeror’s total price.
Thus, the Offeror’s total price for the purpose of evaluation will include the base year, option year 1, option year 2, option year 3, option year 4, and 1/2 of the 4th option year.
Offerors are not required to enter a price for the six-month period.
