QUESTIONS AND ANSWERS
Solicitation W9124C18R0012
1) Can the Government confirm the incumbent contractor name and contract number?
ANSWER: ADDX Corporation, W9124C-15-F-0019, $1,179,896.00, Expires 22 November
2) Does the Government consider internal contractor staff as key personnel?
ANSWER: Key personnel are identified in the PWS in paragraph 1.6.11
3) Will the Government provide an historical level of effort?
ANSWER: Information is provided in PWS Technical Exhibit 3
4) Are personnel under this requirement, required to possess a SECRET clearance?
ANSWER: Yes
5) Are resumes required with the proposal?
ANSWER: Resumes were not specifically requested
6) Is any past performance information requested for the proposal?
ANSWER: No
7) Does the client expect the contract manager to be on site. (Provide role and responsibility for Contract Manager in Technical Exhibit 3 after 1.4.3.)
ANSWER: No, position is in accordance with PWS paragraph 1.6.11
8) The open positions are listed as senior positions (OASIS defines Senior as a person with 10 years of experience) but the position descriptions require journeyman experience. What is the clients expectation?
ANSWER: For personnel to meet the minimum special qualifications as outline in the PWS in paragraph 1.6.8
9) What daily reports are required by the client?
ANSWER: Reports vary based on the need of the customer. But standard reports are the IDOC report and Status of Funds (SOF).
10) When will this contract be awarded?
ANSWER: Anticipated award date 8 November 2018
11) Travel: where will contractors be traveling to and how often (number of trips per week/month)?
ANSWER: The contractor may require CONUS travel to support training off-site. We have not had to exercise this CLIN in over 7 years. The travel is a proactive measure.
12) What is the anticipated award and contract start date?
ANSWER: Anticipated award date 8 November 2018 and contract start date 23 November
13) What is the POP of the present contract and is the scope the same?
ANSWER: 23 August 2015 - 22 November 18, yes the scope is the same
14) Are there incumbent contract employees that the government would like to retain? If yes, what are their present pay rates?
ANSWER: Refer to clause 52.222-17
15) Or, are there government employees presently in the positions who the government will want to transition into the contract positions? If yes, what are their present pay rates?
ANSWER: Refer to clause 52.222-17
16) Is there a CBA that covers these personnel?
ANSWER: No
17) Will a pricing schedule and/or worksheet be provided? Some of the language seems to suggest that there is an excel spreadsheet the offerors are to fill out.
ANSWER: A pricing sheet will not be provided. However, offerors should submit Pricing Worksheet as identified in Proposal Instructions, Volume 2, TAB C
18) Will the Gov't consider a proposal due date extension?
ANSWER: Yes, until 25 October 2018 at 1300 EST
19) Technical Exhibit 3 provides the Workload Estimate data of 2080 hours for the three FTEs;
are we to assume that the Government will allow no services to be perform on 10 (ten) federal holidays and contractors can schedule, at a minimum of two (2) week paid vacation; leaving 1920 annual work hours?
ANSWER: This information was provided as estimated workload data only.
20) Please confirm the email for Susan Stengel is susan.m.stengel.civ@mail.mil ANSWER: Confirmed
21) The Government has incorporated the clause 52.222-41, Service Contract Labor Standards and 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards; yet the PWS states the Government is looking for "Senior" level Analysts with a very specific skillset and IAT- I certifications. Request the Government either amend the PWS to align with SCLS or remove the SCLS related clauses from the RFP.
ANSWER: Information Assurance Training I certification not required only AT Level I certification. This sentence has been removed from paragraph 1.6.7.2.
22) Request the Government consolidate Technical Capabilities Subfactor 2 instruction items #1 and #3 since these two items are represented together within the Evaluation Criteria Subfactor 2(a).
ANSWER: Noted, however this will not change the overall rating for this element.
Therefore, this will remain unchanged
23) The Government has provided "SARSS" which is the Standard Army Retail Supply System within their PWS; this system has been officially succumbed by GCSS-A. Request the Government clarify the requirement for "SARSS".
ANSWER: We understand this is a legacy system. We request that our staff have knowledge of this system but they will not require access
24) Please confirm whether you are looking for a Management Plan or the Contractor's Quality Management System.

ANSWER: Management Plan
25) How many overtime hours are expected?
ANSWER: Estimated support of 160 hours of overtime annually
26) The Government inserted Information Assurance Training (IAT) Level I professional certifications within PWS 1.6.7.2. Please confirm there is NO IAT-I Certification required for the Senior Logistics Analyst and Senior Financial Systems Analyst (i.e. certifications of A+, Network+, CCNA - Security, or SSCP) ANSWER: There is a requirement for all personnel to complete IAT annually in order to access the ARCENT network but no certification is required
27) Can the Contract Manager and Alternate support this requirement from an off-site location?
ANSWER: Yes, see PWS paragraph 1.6.11
28) Can alternative system experience that equates to FMC, LIW, ODS, GFEBS, and GCSS-A be accepted? Many other DoD entities have systems that act in the above systems capacities.

29) Do all of the personnel need to have this experience? Or can offerors have 1 person or the collective group of personnel meet the system requirements?

30) Would the Government consider extending the due date 1 week to allow offerors adequate time to address the responses to the Q&A in their proposals? Due date was extended 48 Hours ANSWER: No
31) Can the Government clarify the deliverable for 5.4.2 in the Performance Requirements Summary (PRS), the PWS, and Technical Exhibit 2 (Deliverable Schedule). There appears to be an inconsistency in the title and requirement description.
Section 5.4.2, PWS, Page 13, Reference 5.4.2) ANSWER: Managerial Accounting report IAW PWS 5.4.2
32) Can the Government clarify the deliverable for 5.2? The Deliverable Schedule states the due date of 10 days after award, however, it appears in the PWS to be a continuous financial and logistics task. (Section 5.2, PWS Page 12, Reference 5.2) ANSWER: 10 days after performance begins contractor should be able to perform these duties.
33) PWS 1.6.1 states that the quality control plan is due within 30 days of award, however, the deliverable schedule (Technical Exhibit 2) states 10 days. Can the Government please clarify?
(Section 1.6.1, PWS, Page 2, reference 1.6.1) ANSWER: 30 days after award
34) Can the Government clarify the "Standard Operating Procedures for Conducting and Reporting Joint Reviews?" It appears that the PWS number, 5.1, should be 5.4.1 (Technical Exhibit 2, PWS, page 18, Reference Technical Exhibit 2 Deliverables Schedule) ANSWER: Correct 5.4.1
