PERFORMANCE WORK STATEMENT
Shredding Services 81st Regional Support Command

Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide onsite document shredding service to 81st
RSC Base ops locations. The locations are provided as an attachment. They will include locations in Florida, North Carolina, South Carolina, Kentucky, Tennessee, Mississippi, Louisiana, Georgia, Alabama and Puerto Rico. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introductions: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform onsite document shredding service as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards of this contract.
1.2 Background: Currently the 81st Regional Support Command (RSC) has a contract for shredding services.
The contract is limited to locations throughout the command. By having a shredding contract we are able to ensure all documentation is being shredded in accordance to policy.
1.3 Objectives:
1.3.1 Reduced man-hours. Most office-size paper shredders take time to feed and cannot accommodate sizable quantities of documents. Paper shredding is a non-value added function that eats up employee hours.
1.3.2 Reduced investment. Larger capacity document shredders involve larger capital investment. The maintenance warranties are only good for two years. Large and compact paper shredders alike share the same basic problem-eventually they all break.
1.4 Scope: Services includes use of the bins and service every two weeks for larger facilities and once a month for the smaller facilities. The contractor will issue a “certificate of Destruction” form when records have been destroyed. We will also be able to obtain a detailed monthly recycle poundage and quality reports.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two
(2) 12-month options years.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his/her work complies with the requirement of the contract. The QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: the government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: The contractor is not required to perform services on the following holidays:

If the military Base is closed due to weather the contractor must reschedule the next available work day to fulfill the contract requirements.
1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800 hrs and 1600 hrs Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce is essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at the locations provided in exhibit A and exhibit B.
1.6.6 Type of Contract: Indefinite Delivery Indefinite Quantity (IDIQ).
1.6.7 Security Requirements: The provider must be an AAA National Association for Information
Destruction (NAID) Certified provider that is on the GSA Schedule with the Federal Government. If the provider subcontracts for any reason the subcontractor must hold the same qualifications as the Prime would hold. The service provided would adhere to all applicable regulations for the destruction of Unclassified and For Official Use Only (FOUO) documents.
1.6.8 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. The provider will not open the rolling bins until the bin arrives at the site of destruction. The provider can open the small containers which will be equipped with a bag. Then the provider can open a rolling container to empty the bag from the small container. At no time will the provider open a rolling container to empty contents from another rolling container. The provider must provide 81st RSC Director of Emergency Services verification all employees who will be working either as the prime or subcontractor and ensure each employee has been cleared to work on a military installation, even if the location is not physically on a military location.
1.6.8.1 Key Control: The facility coordinator or Government employee will maintain a key for the rolling bins and the containers. Only the Facility Coordinator or Government employee will be authorized to unlock the bins to retrieve items which may have been dropped in the container.
1.6.8.2 Lock combinations: All rolling bins and containers will be locked with a key lock only, no combination locks are authorized.
1.6.8.3 Building Access: All the locations on this contract have restrictive access. The provider will have to contact the facility coordinator to gain access into the building and provide scheduled services for future routine services. The provider shall sign into the sign in roster at the locations if one is available. Military bases the provider might be able to obtain a CAC for access onto base and into the buildings on the contract.
1.6.9 Special Qualifications: none
1.6.10 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officer Representative (COR) and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor’s performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
1.6.11 Contracting Officer Representative (COR) the (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:
maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications” monitors Contractor’s performance and notifies both the Contracting Officer and contractor of deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibility and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.12 Organizational conflict of Interest: contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interest (OCI) as defined in FAR subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the even the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect the other remedies as he or she deems necessary, including prohibiting the Command from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.13 PHASE IN /PHASE OUT PERIOD (If applicable): To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 30 day phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date. The incumbent if any will ensure they have all the bins and rolling carts in place on the 1st day of the contract. The exiting contractor if any will have removed all property from locations prior to last day of contract but not to hinder any scheduled destruction pick up times.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.4. Equipment The Contractor shall provide shredding bins/rolling carts to all locations. The quantity will be determined by the size of the building. Once contract is established the government may add or subtract bins IAW work load. The government will also be allowed to mod contract for pick up times and frequency of pickups.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide services for all locations provided in the excel spreadsheet. The services will be either 1 time a month or 2 times a month for pickup and destruction of documentation. No contractor will have physical contact with any material in the bins or rolling carts. All bins or rolling carts will be opened once the contractor has arrived at his/her truck for destruction. No moving paperwork from one container to another to consolidate trips or make the stop go by quicker.
5.1.1. Provide a cross cut shredding process no larger than 3/8 of an inch.
5.1.2. Contractor shall remove all bins marked for shredding from the assigned area to the contractor’s vehicle for on-site destruction.
5.1.3. At no time shall the documents ready for destruction be left unattended once removed from the building.
5.1.4. Provide a Certificate of Destruction upon completion of on-site destruction for each building. The document will include at a minimum the following information: date, building location, government’s POC name, time completed and contractor’s name and signature.
5.2. Collection Vehicles. Vehicles shall be designed and constructed for Shredding services with safety standards for Mobile Shredding and Compaction Equipment, ANSI Z245.1-1992.
5.3. Bins per location. The contractor will determine best suitable amount for each location. This will be based on spreadsheet provided by government which has full time support per location. If the location does not have enough bins we will increase the bins and do a mod to contract, and if the bins are not being utilized we will decrease the amount of bins per location or change the service time. With locations which have more than 50 people we will service bi-monthly and for less than 50 people we will service 1 time monthly. This is subject to change and can be mod in contract.
5.4. CONTRACTOR MANAGEMENT REPORTING (CMR): The contractor will report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Shredding services via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website at http://www.ecmra.mil. As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement.”

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

INSURANCE REQUIREMENTS
The following kinds and minimum amounts of insurance are required in accordance with FAR clause 52.228-5 entitled, “Insurance – Work on a Government Installation.”

(a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) below.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
(i) 52.203-13, Contractor Code of Business Ethics and Conduct (Oct 2015) (41 U.S.C. 3509).
(ii) 52.203-19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements (JAN 2017) (section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L.

(iii) 52.219-8, Utilization of Small Business Concerns (Nov 2016) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $700,000 ($1.5 million for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
