3. I understand from the site visit that the Army steam boiler and hot water heat system specification is AR-420-1 paragraph 23-36. Can you likewise provide and attachment or link for this spec to assure all bidders use the current/updated spec requirements?

4. SOW #7 states “will perform the [service] visit during the 1st week of each month”. Can you consider changing this to read “1st full week of each month.”? I don’t believe this language is an issue as the first week of the month implies the first seven days of any month.
5. SOW #11 states “A copy of a”. Can you please clarify or remove as errant wording? Updated language in SOW.
6. SOW #12 states “no later than October beginning with of each year, beginning with 2013”? Does this need to read 2017 – i.e. at the end of the first contract year? This is standard language for the CMR requirement. “Beginning with 2013” specifies the CMR requirement is required for all service contracts beginning in 2013.
7. SOW #5 states “Maintain a complete history of all analyses and actions on site”. Can we in this electronic age send reporting electronically shortly following monthly service visit? Nothing precludes you from offering this option in your proposal. Yes, the contractor can send the monthly analysis electronically as long as it is received No-Later-Than the 5th of every month. The analysis is used to conduct my monthly reports which is done prior to the 10th of each month.
8. SOW #2 states “no treatment concentrates or inventory can be left at site.” Technically, this is being violated currently with the bromine tablets, feed tanks, etc. Can I suggest just stating contractor to remove all empty chemical containers and leave no chemical inventory other than in feed tanks and other containers beyond estimated monthly usage? The contractor should only be concerned with terms of the contract which precluded them from leaving any chemicals they bring to the site. Those are the only chemicals that should be removed. Any chemical on site currently were not left by the current contractor.
9. Can you confirm MACH owns all the chemical feed equipment for the cooling tower and steam boilers? Yes, the EQ is MACH owned.
10. Is the contractor to include replacement of the chemical feed equipment if it fails or are we to provide additional quotes for MACH to purchase failed feed equipment? No. This is the property of MACH and any replacement will be done by MACH.
11. Can you confirm the chemical feed tanks with containment are owned by MACH will remain for this contract use? Yes, Mach owned.
12. SOW #11 mentions “Water Treatment Operator”. The wage amount in the provided 52.22-42 is for a “Water Treatment Plant Operator”; which I interpret to mean at a potable [drinking water] treatment plant. Can you please clarify this wage amount does not apply? The Wage rate does apply.
13. The chilled and cooling tower systems have bypass feeders with filters to be replaced. Is this contract to provide replacement filter bags? No, this is not a contractor requirement.
14. These filter bags asked about in the above question are fairly expensive and come in different micron sizes. Can you simply provide filter bags quantity per year, manufacturer, and filter part number? We provide all filters needed.
15. Is the contract to include cooling tower Legionella testing? If so, can you please specify testing frequency? Yes, this is a new requirement. Please see attachments.
16. Is the contract to include bacteria dip slide testing of the cooling tower and water systems? If so, can you please specify testing frequency each system? Monthly
17. Can you provide the estimated treatment volume of the chilled and hot water loop systems? 3,551 gallons
18. Can you provide an estimate for the quantity of boiler condensate return water? 7,314 gallons
19. Is the contractor to supply the boiler water softener salt? If so, can you please provide estimated annual usage? No, MACH provides all water softener salt.
20. Is the contractor to put the replacement salt in the tank or does MACH facility staff handle? No, this is done my MACH Boiler Technician.
21. Are the boilers included in this scope of work? Yes the PWS has been amended and shall reflect the addition of the boilers.
