SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

Q&A

Q&As Linen Service

1. we noticed that the final solicitation is released Unrestricted AND with a size standard of

5.5 million. Which one applies?

A. Both are correct. This is an Unrestricted Acquisition and any business size/category can propose as the prime. In order to be considered small, and not be held to the Subcontracting Plan submission and evalutaion requirements, the firm must qualify as small business under the $5.5M threshold.

2. Is there a site visit scheduled for this opportunity?

A. Yes. The site visit was scheduled for 12 January at 09:00 AM Eastern Standard Time at Fort Jackson, SC 29207.

3. What is the name of the current contractor for this contract?

A. The Current contractor is Crown Contract Services, LLC

4. How many years has the current contractor had this contract?

A. The contractor has been performaing for more than 22 years.

5. What is the total award amount of the current contract including option years

A. The current contract value is $102,617,097. However, this includes construction of the current on-post laundry facility, medical linen, bundle service, dry-cleaning, and organizational linen services over the life of the contract.

6. Is funding currently in place or been appropriated for this opportunity?

A. Funding has not not yet been provided.

7. Will you be using WAWF for invoice processing for this opportunity?

A. Yes.

8. I noticed the Amendments for solicitation W9124C-15-R-0008 were posted on FedBizOpps.com on the afternoon of Wednesday 1/20. Based on your reference of 4 days (I assume business days) below, can you confirm that the final date for submissions would be close of business next Tuesday 1/26

A. Final date for submission is Jan 29th. The official amendment was posted Jan 22nd.

9. Can I get an actual measurement for the drill sgt school sheets and also just for my records the trainees measurements as well.

A. Sheets are all the same size including the DSS.

Sheet size is 66"W x 102 Blankets: 66"W x 84-90"L (Depending on MFG)

10. I wanted to verify the building that the government is providing to the contractor will be building 4220.

A. At least 1/2 of available space in building 4220 (site visit location), will be available for the contractor's use.

11. I would like to verify anyone that was left off of the current delivery schedule provided in the proposal.

A. An updated listing of delivery/pickup locations has been provided via solicitation amendment.

12. Section 5.1.2 in the Amended SOW references Pickup Points. It reads, "Physical locations where the Contractor shall pick up organizational laundry and one (1) dry cleaning location. Contractor shall pick up and deliver to Approx. 60 locations daily on Fort Jackson."

A. 5.1.2 has been revised to remove the word "daily", and remove the reference to the dry-cleaning location.

13. I did not have the understanding that we had any obligation to retain any of the existing personnel but if we did they would be covered under our existing CBAs.

A. If any awardee hires any additional personnel to support the Fort Jackson contract, they are required to offer employment to the current Crown (incumbent) employees first under the terms of FAR 52.222-17. Please refer to the full text of that clause for details.

14. We currently have CBAs in effect covering our production workers (SEIU) and our drivers (Teamsters). Adopting the CBA identified in the solicitaion would also result in a lower paid class of associates in our organization as our employees are all paid above the posted scale. Is the retention of personnel and adoption of this CBA required?

A. The current CBA identified in the solicitation would cover any non-supervisory employee performing work related to the Fort Jackson laundry service contract. Any such employee must be paid at least the wages and benefits in the CBA identified in the solicitation.

The awardee from this solicitation will be subject to the current economic terms of the CBA between the ITPEU and Crown Services, which has been incorporated into the solicitation. After the Union has been recognized by the awardee and the parties have come to an agreement, a new CBA (with or without economic increases) should be executed and submitted to teh Ft Jackson contracting office. Any new contractor is not permitted to pay less than what is set forth in the ITPEU-Crown Services CBA regardless of whether it has a CBA with some other union for its employees, it can always choose to pay more.
