About this file

This file is a Questions and Answers document for Solicitation W9124B26QA009, issued by the Army on 21 July 2026, regarding the procurement of a commercial embroidery machine. The solicitation is a brand-name acquisition, not accepting equivalent machines from other manufacturers. The requirement is for one 2-head embroidery machine that can operate as networked single-head machines on the same stand. The machine must operate on 110-120 Volt electrical service and include all standard manufacturer accessories, a manufacturer's stand/base, 2 sets of nametape fasteners for each head, 1 cap frame, and 1 software package.

The contractor is responsible for delivery, on-site installation, setup, equipment testing, unloading, inside placement, assembly, startup, and operator training for all personnel who will operate the equipment. The Government will provide a loading dock and forklift to assist with offloading the approximately 1,168-pound machine. U.S.-based or local service support is required during the warranty period, with standard manufacturer warranty being acceptable. Award will be based on the product that meets or exceeds the technical requirements at the lowest price. Acceptable software substitutes include BNET networking software in place of LEM Jr./LEM Pro, and the Barudan L-Series automat is acceptable as a substitute for the discontinued K-Series. Design Shop Software at all levels (Lettering, Editor, Vector, and Professional) is required. Quotes must be submitted through the PIEE Solicitation module link on SAM.GOV, and the IUID requirement applies but may be fulfilled by the Army Unit as the equipment is Commercial Off-The-Shelf (COTS).
