E. STATEMENT OF OBJECTIVES (SOO)

The following list is not detailed in scope; the contractor shall provide a more specific scope of work per paragraph A.8. and as required in the Solicitation:

E.1. REPAIR TASK ONE - REPAIR USTS LOCATED AT THE VAN DEMAN GATE AAFES

REGIMENTAL TROOP STORE/MINI MALL

Scope: The contractor shall provide all labor, parts, materials, tools, equipment, transportation, certified personnel, supervision, and management to perform visual and physical inspections, repair, and testing of all USTs and associated piping, sumps, and other tank system components at the locations listed in the Section D of this SOO.

The Contractor shall provide a project plan which states the number of personnel who will be utilized for this effort by Repair Task One. Services shall be performed in accordance with this SOO during normal work hours for all USTs listed. All items will be installed to manufacturer’s recommendations. The Contractor shall complete the following tasks as described below:

E.1.1. Replace Five (5) Dispenser Sump Basins:

Basins have been improperly modified and require replacement to properly do the job. Currently C-clamps purchased from a local home improvement store are in place and the fiberglass sump basin is cut in various locations. The Dispenser sumps must be liquid tight and contain any leaks under the dispenser. Current status is not liquid tight and will not contain leaks. Complete with Impact Brackets and Stabilizer bars.

E.1.2. Replace All Flex Connectors:

Life expectancy has been exceeded. These flex connectors are have failure points/locations.

E.1.3. Additional Grounding, Bonding Jumpers, Etc.:

Grounding on each dispenser needs to be properly addressed. National Electric Code Art 250 2017 requires more grounding than what is currently present at this location.

E.1.4. Replace Four (4) Gas Leak Detectors and Sump Water Sensors:

Life expectancy has been exceeded. A gas leak detector is a device that detects the presence of gases in an area, often as part of a safety system. These detectors are a part of the Automatic Tank Gauge Monitoring System.

E.1.5. Replace Fifteen (15) Emergency Shear Valves:

Life expectancy has been exceeded. Emergency Shear Valves are installed on fuel-supply lines beneath dispensers at grade level to minimize hazards associated with collision or fire at the dispenser. If the dispenser is pulled over or dislodged by collision, the top of the valve breaks free at the integral shear groove, activating poppets that shut off the flow of fuel.

E.1.6. Replace Four (4) Manways (Adaptor) Over Top Tank Sump:

Life expectancy has been exceeded. The importance of manway is to shed off water, debris, and limit access.

Elevate new Manway 1” minimum above new grade then transition asphalt/concrete to new grade. This location has issues with acetic acid. The Contractor shall clean all scale off of existing equipment and paint with appropriate coating.

E.1.7. Improve Four (4) Manway Drainage:

Water is collecting internally and is not draining. The drainage inside the manway needs to disperse the incoming rain water.

E.1.8. Replace Four (4) Interstitial Probe/Device:

The existing probe/devices have exceeded their life expectancy.

E.1.9. Replace Pipe Penetration Seal Boots:

The existing pipe penetration seal boots have exceeded their life expectancy.

E.1.10. Replace Three (3) Submersible fuel pumps:

The existing submersible fuel pumps have exceeded their life expectancy.

E.1.11. Replace Eight (8) Fill Caps:

Life expectancy has been exceeded.

E.1.12. Replace Eight (8) Fill Spill Containers:

Life expectancy has been exceeded.

E.1.13. Remove/Replace Concrete Tank Cover:

The current concrete tank cover is not designed to shed storm water away from the fill/spill containers or manways. The concrete cannot support a fuel transport vehicle. The current manway drainage is adequate.

Approx. 1,936 square feet by 11 inches thick minimum and reinforced.

E.1.14. Soil Contamination:

If soil contamination is discovered at this location, the Contractor shall notify the Contracting Officer Representative (COR) immediately. See Section L.

E.2. REPAIR TASK TWO - REPAIR USTS LOCATED AT THE AAFES BUFFALO SOLDIER GATE

EXPRESS

Scope: The contractor shall provide all labor, parts, materials, tools, equipment, transportation, certified personnel, supervision, and management to perform visual and physical inspections, repair, and testing of all USTs and associated piping, sumps, and other tank system components at the locations listed in the Section D of this SOO.

The Contractor shall provide a project plan which states the number of personnel who will be utilized for this effort by Repair Task Two. Services shall be performed in accordance with this SOO during normal work hours for all USTs listed. All items will be installed to manufacturer’s recommendations. The Contractor shall complete the following tasks as described below:

E.2.1. Repair Tank Vent(s):

Current configuration is not properly supported. Tank vents are required to maintain tanks at atmospheric pressure. Air flows into the tank as the fuel level is lowered, and it flows out of the tank when the tank is filled.

Currently, both premium and regular fuel tanks share a vent this needs to be corrected. One Pressure Vacuum Vent is required. The current tanks vents are not properly supported, supports need to be added.

E.2.2. Replace Three (3) Overfill Prevention Devices with Automatic Shut-Off Devices:

Life expectancy has been exceeded.

E.2.3. Replace Three (3) Tank Sump cover with a Mechanically Fastened Sump Cover:

Current configuration is inadequate and does not meet ADEQ requirements. The Tank sump penetrations need to be sealed with liquid-tight penetrations fittings. The sump cover prevents water that enters the manway from entering the tank sump. The tank sump and existing penetrations are hydrostatic tested to ADEQ requirements.

E.2.4. Replace all Pipe Penetration Seal Boots:

The existing pipe penetration seal boots have exceeded their life expectancy or no longer sealing.

E.2.5. Replace All Flex Connectors:

Life expectancy has been exceeded. These flex connectors have failure points/locations.

E.2.6. Replace Six (6) Dispenser Sump Basins:

Life expectancy has been exceeded. The Dispenser sumps must be liquid tight and contain any leaks under the dispenser. Current status is not liquid tight and will not contain leaks. Complete with Impact Brackets and Stabilizer bars.

E.2.7. Replace Three (3) Gas Leak Detectors and Sump Water Sensors:

Life expectancy has been exceeded. A gas leak detector is a device that detects the presence of gases in an area, often as part of a safety system. These detectors are a part of the Automatic Tank Gauge Monitoring System.

E.2.8. Replace Sixteen (16) Emergency Shear Valves:

Life expectancy has been exceeded. Emergency Shear Valves are installed on fuel-supply lines beneath dispensers at grade level to minimize hazards associated with collision or fire at the dispenser. If the dispenser is pulled over or dislodged by collision, the top of the valve breaks free at the integral shear groove, activating poppets that shut off the flow of fuel.

E.2.9. Replace Three (3) Manways (Adaptor) over top tank sump:

Life expectancy has been exceeded. The importance of manway is to shed off water, debris, and limit access.

Elevate new manway 1” minimum above new grade then transition asphalt/concrete to new grade. This location is showing issues with acetic acid. The Contractor shall clean all scale off of existing equipment and paint with appropriate coating.

E.2.10. Improve Three (3) Manway Drainage:

Water is collecting internally and is not draining. The drainage inside the manway needs to disperse the incoming rain water.

E.2.11. Replace Three (3) Interstitial Probe/Device:

Interstitial monitoring is a method of leak detection that can be used on double-walled piping systems.

E.2.12. Replace Three (3) Submersible fuel pumps:

The existing submersible fuel pumps have exceeded their life expectancy.

E.2.13. Replace Six (6) Fill Caps:

Life expectancy has been exceeded.

E.2.14. Replace Six (6) Fill Spill Containers:

Life expectancy has been exceeded. Fill Spill Containers are designed to prevent spilled product from entering the soil near the fill and vapor-return riser connections on USTs during normal tank-fill operation, or in the event of tank overfill. The spill containers catch spillage to help prevent soil contamination and groundwater pollution.

E.2.15. Additional Grounding, Bonding Jumpers, Etc.:

Grounding on each dispenser needs to be properly addressed. National Electric Code Art 250 2017 requires more grounding than what is currently present at this location.

E.2.16. Install a Drainage Trench:

Install a drainage trench around existing Tank Concrete Cover. Please see Attachment #1 Drainage Trench.

E.2.17. Soil Contamination:

If soil contamination is discovered at this location, the Contractor shall notify the Contracting Officer Representative (COR) immediately. See Section L.

E.3. REPAIR TASK THREE – GREELY HALL – 8,000 GALLON TANK

The Contractor shall provide a project plan which states the number of personnel who will be utilized for this effort by Repair Task Three. Services shall be performed in accordance with this SOO during normal work hours for all USTs listed. All items will be installed to manufacturer’s recommendations. The Contractor shall complete the following tasks as described below:

E.3.1. One (1) Automatic Tank Gauge (ATG) Monitoring System:

The electrical panels need to be modified to meet NEC Code. Need to have the Automatic Tank Gauge Monitoring System and the generator’s fuel pump on separate breakers. Double-walled tanks are designed to prevent releases into the environment by containing fuel in the “interstitial space” between the two tanks if a leak occurs from the inner tank. A typical leaking UST scenario involves the release of a fuel product from an UST that can contaminate surrounding soil, groundwater, or surface waters, or affect indoor air spaces. EPA designed part of the technical regulations for UST systems to prevent releases from USTs. The regulations require owners and operators to properly install UST systems and protect their USTs from spills, overfills, and corrosion and require correct filling practices to be followed. In addition, owners and operators must report the existence of new UST systems, suspected releases, UST system closures, and keep records of operation and maintenance.

E.3.2. Fuel Supply/Return and Electrical Conduit Separation at 8,000 Gallon Tank:

The existing electrical conduit separation does not meet current code. The contractor shall reroute electrical conduit to meet required codes and standards.

E.3.3. Replace Supply/Return Fuel Piping:

Replace supply & return fuel piping from 6” above existing grade to the tank. This work shall be completed at each tank. The piping new piping shall be coated with approved coating material. New Piping shall comply with ADEQ requirements.

E.3.4. Replace One (1) Overfill Prevention Devices with Automatic Shut Off Devices:

Life expectancy has been exceeded. Overfill prevention valve is designed to prevent overfilling storage tanks by providing a positive shut-off during a pressurized fill.

E.3.5. Replace One (1) Tank Sump cover with a Mechanically Fastened Sump Cover:

The existing submersible fuel pumps have exceeded their life expectancy. The sump cover prevents water that enters the manway from entering the tank sump. The tank sump penetrations need to be sealed with Liquid-tight penetrations fittings.

E.3.6. Replace All Flex Connectors:

Life expectancy has been exceeded. These flex connectors have failure points/locations.

E.3.7. Replace One (1) Gas/Diesel Leak Detectors and Sump Water Sensor:

Life expectancy has been exceeded. A gas leak detector is a device that detects the presence of gases in an area, often as part of a safety system. These detectors are a part of the Automatic Tank Gauge Monitoring System.

E.3.8. Replace One (1) Overfill Prevention Devices with Automatic Shut Off Devices:

Life expectancy has been exceeded.

E.3.9. Replace One (1) Manways (Adaptor) over top tank sump at 8,000 Gallon Tank:

Life expectancy has been exceeded. The importance of manway is to shed off water, debris, and limit access.

Elevate new manway 1” minimum above new grade then transition asphalt/concrete to new grade.

E.3.10. Replace Pipe Penetration Seal Boots:

The existing pipe penetration seal boots have exceeded their life expectancy.

E.3.11. Replace One (1) Interstitial Probe/Device:

Life expectancy has been exceeded.

E.3.12. Replace Two (2) Fill Caps:

Life expectancy has been exceeded.

E.3.13. Replace Two (2) Fill Spill Containers at 8,000 Gallon Tank:

Life expectancy has been exceeded. Fill Spill Containers are designed to prevent spilled product from entering the soil near the fill and vapor-return riser connections on USTs during normal tank-fill operation, or in the event of tank overfill. The spill containers catch spillage to help prevent soil contamination and groundwater pollution.

E.3.14. Remove/Replace Concrete/Asphalt Tank Cover:

The current concrete tank cover isn’t designed to shed storm water away from the Fill/Spill containers or manways.

The concrete cannot support a fuel transport vehicle. Provide traffic bollards to protect fueling piping and equipment on piers and wharves. Utilize concrete-filled steel pipe of minimum 4-inch (100 mm) diameter and 4-foot (1.2 m) height, embedded in concrete or welded to a steel plate mounted on the structure. If the Contractor intends to embed traffic bollards, the Contractor shall meet or exceed any codes, standards, or requirement. The current Manway drainage is adequate. Approx. 351 square feet by 11 inches thick minimum and reinforced. Government Engineer assumed 96 inch by 22 L.F. tank and used a 13 L.F. by 27 L.F. cover.

E.3.15. Regrade Existing Slope:

Regrade existing slope to divert storm water away from 8,000 gallon UST. Currently, the storm water is routed towards the manway of the tank. The tank sump fills with storm water each time it rains.

E.3.16. Move Existing Downspout on Generator Building:

Move existing downspout on generator building from Northeast corner to middle of building on North side. This work will aide in diverting storm water away from the existing tank sump. Additional rain gutter material/work may be required. The approximate footage of rain gutter material/work is 82 L.F. and 12 L.F. of downspout will be required. Please see Attachment #2 Generator Gutter.

E.3.17. Soil Contamination:
