About this file

This is a Questions and Answers document addressing contractor inquiries regarding a one-time bulk linen laundry service for Fort Gordon's training organizations. The requirement involves pickup and delivery of bedding items (sheets, pillowcases, and blankets) from 14 barracks buildings during a single service period in June-July 2026, with volume estimates between 520 and 1,800 pieces per week. The contractor must provide all equipment, containers, and staging materials; perform pickups once weekly between 1000-1400 hours at multiple building locations; and return clean, pressed, and bundled linen within five working days. Bundles must be tied with string in specified quantities (ten sheets, ten pillowcases, five blankets per bundle), and all linen must be laundered using biodegradable products with no biohazard handling permitted.

The contract is structured as a firm fixed-price "one job" award with no equitable adjustment provisions for volume variations. The contractor is responsible for all replacement costs of linen damaged during laundering, must maintain facility inspection readiness, and shall complete laundry tickets for each service transaction tracked by the Contracting Officer's Representative (COR). Contractor personnel and vehicles require background checks and gate access approval; Government representatives will be present during all linen exchanges. The June 3 facility visit is mandatory only for the awarded contractor, with performance commencing June 8, 2026. The Government will not disclose estimated historical contract values, evaluation methodology (LPTA versus Best Value), or incumbent contractor information except through formal Freedom of Information Act requests submitted to usarmy.jbsa.acc-micc.mbx.foia@army.mil.

A. Please see solicitation to obtain this information.

56. QUANTITIES — Can the Government provide estimated piece counts or weight estimates per barracks building, or total across all 14 buildings combined? The solicitation lists a single CLIN of "1 Job" with no estimated quantity, which makes it difficult to construct a fair fixed-price quote.

A. The sheet/blankets could should not exceed 1800 blankets/ sheets per week and no less then 520 per week.

57. OCCUPANCY — Approximately how many soldiers are housed in each of the 14 barracks during the 8 June – 7 July performance window? Are the buildings at full occupancy, partial occupancy, or empty (PCS turn-over cleaning)? Linen volume varies significantly across these scenarios.

A. The 14 barracks should be at full capacity.

58. ITEM MIX — What is the approximate mix of items by category: sheets vs. pillowcases vs. pillows vs. blankets vs. mattress covers/pads vs. bedspreads? Items in different categories carry materially different processing costs per pound, particularly pillows and mattress pads (which require extended dryer time) and bedspreads (which require pressing).

A. The items will be sheets, pillowcases and blankets

59. GATE ACCESS — Are all 14 barracks accessible via a single Visitor Control Center (Gate #6) entry per pickup event, or do different buildings require separate gate transits? This affects the driver and base-pass plan.

A. Yes are accessible via one gate.

A. The Contractor must furnish all equipment.

61. ACCEPTANCE CRITERIA — What is the acceptance criterion for clean linen at delivery — visual inspection only, random-sample inspection, or sample-based laboratory testing (whiteness, soil removal, bacterial counts)? Who is the QAR or COR designated for acceptance? A. The representative at the site will be designated for acceptance, however the COR may be there to conduct a random inspection.

62. DAMAGE LIABILITY VALUATION — For contractor liability on damaged linens under the SOW, at what replacement-cost basis are damaged items valued: GSA pricing, commercial replacement, depreciated value, or original Army acquisition cost? This is needed to size the loss reserve in our pricing.
