About this file

This document is an amendment to a solicitation (Request for Quote) for range cleaning services at Fort Eisenhower. The purpose of the amendment is to provide responses to vendor questions, extend the Request for Quote due date from August 13 to August 19, 2024, and add two new attachments - an updated Statement of Work and information about a site visit.

The solicitation is for a contract to clean an indoor shooting range at Fort Eisenhower. The range is divided into two areas - the shooter's position and the bullet trap area. The range has one lane and the distance from the front of the bullet trap to the back wall is approximately 19 feet 4 inches. In addition to the range, the water tank room next to the range also needs to be tested for lead levels. Vendors are required to provide a formal quote detailing their approach to cleaning and maintaining the range, along with associated pricing.

CONSOLIDATED Q/A

Range Cleaning Solicitation

Consolidated Questions and Answers

1. What are the dimensions of the range ? (LXWXH)

The shooting range is divided into two parts. Part one is where the shooter is positioned and that floor measures approximately 74 feet 9 inches long and approximately 8 feet 6 inches wide. The second part is the floor in the back of the bullet trap. That floor measures approximately 4 feet 10 inches long and approximately 8 feet 6 inches wide.

2. How many lanes are there?

There is one lane.

3. What is the distance from the Fire Stop to the back wall ?

I don’t know if this is what is being referred to as the Fire Stop but the front of the trap (angled metal plates) is approximately 19 feet 4 inches to the back wall.

4. What is the distance from the bullet trap to the back wall ?

The back of the bullet trap is approximately 4 feet 10 inches to the back wall.

5. formal quote detailing how the indoor range will be cleaned and maintained and along with the pricing associated with cleaning and maintaining the indoor range. I hope this addresses what we are looking for to make a decision. Are there any other areas in this range that will need to be cleaned in addition to the range?

Yes. The water tank room next to the range needs to be included in the initial testing of lead levels.

If the levels in the water tank room are above the acceptable limit of </= 400 µg lead/ft2, the horizontal surfaces of the water tank room will need to be cleaned.

6. How many Square Feet of the Cleaning area would need our services? Is it multiple areas or buildings?

It is just two rooms in one building and these rooms are connected to each other. The firing range and the water tank room. The water tank room is in the shape of an L. One leg measures approximately 11 feet 2 inches long and approximately 4 feet wide. The second leg is approximately 22 feet 4 inches long and approximately 4 feet 7 inches wide.

7. Is it an Inside or Outside Shooting Range?

Inside Shooting Range

8. How often does the range need to be serviced? What time of the day? Weekends?

This is a one time cleaning. The hours of the USACIL Laboratory are 0700 to 1800, and you would be allowed on site during those hours. Preference is that the work be completed on weekdays during the business hours, but if the cleaning needs to occur outside the business hours or on weekends, it can be determined by building security if that is acceptable.

9. Will there be a site visit?

Please see attached site visit form.

10. Is there an incumbent? If "Yes" Can you provide the contract number and the value? What would you like to see differently on this contract?

The previous contract is W9124921P0085.

11. What happens to the recyclable lead parts that we recover? Do we keep to recycle or turn back into the Range?

The lead waste, the liquid from the trap, and any other hazardous waste will need to be disposed of by the contractors. This will need to be done in a legal/acceptable manner (i.e., hazardous waste disposal or recycling if the material is allowed to be recycled).

12. How would you like to receive your formal proposal?

Request For Quote detailing how the indoor range will be cleaned and maintained and along with the pricing associated with cleaning and maintaining the indoor range. Proposal shall be submitted to Sherrilyn Rice sherrilyn.u.rice.civ@army.mil and Martina Bond martina.c.bond.civ@army.mil .

13. Is this a one-time cleaning or a multiple-year award?

This will be a one-time cleaning.

14. Is it a steel trap or a rubber trap?

It is a steel trap

15. What are the dimensions of the area behind the bullet trap?

The area behind the bullet trap is approximately 4 feet 10 inches long and approximately 8 feet 6 inches wide.

16. What are the dimensions of the area behind the firing line?

There is no specific firing line and is included in the portion of the range that is approximately 74 feet 9 inches long and approximately 8 feet 6 inches wide.

17. Does this include the ceiling?

This does not include the ceiling.

18. What are the dimensions of each lane?
