ITEM QUESTION GOVERNMENT RESPONSE

Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details? The requirement is currently performed on W911S021F0089.

2 What will be the contract value for this opportunity? It is the vendors responsibility to determine all items needed to meet the requirements of the PWS and the cost.

We would like to know if this is a brand new contract

OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number? The requirement is currently performed on W911S021F0089.

General: On 9 Sep 2022, the Office of the Under

Secretary of Defense release a memorandum with the

Subject: Managing the Effects of Inflation with

Existing Contracts, acknowledging the challenges businesses, specifically small businesses are experiencing with Firm Fixed Price (FFP) contract with

Option Years.

This same concern/challenge should be considered when asking small businesses to bid on FFP contracts with

Base + Option Years.

Will the government consider adding a clause to this acquisition that allows vendors to meet with the government prior to execution of Option Years to address inflationary challenges if inflation continues to rise and cannot stabilize at a 2-3% range?

A clause will not be added; however, the Contractor may escalate cost on labor rates in the Option Years in proposal submission.

General: Attachment 4 – Pricing Worksheet only list

Level I Instructors, Level II Instructors, and Classroom

Support personnel.

Since this is a non-personal services contract, will the government provide guidance on how all Program

Management, Government interface, weekly/monthly meetings with SEDC, SLDC, and the NCOA are to be supported and accounted for?

General. Historically, Fort Gordon and the CCoE has allocated Program Management hours as part of the expected contract support.

Will the government add PM hours and allow the

Contractor to bill hours to support the required government interface/interaction for such a large contract requirement and include those hours in Attachment 4 –

Pricing Worksheet?

PWS para 5.2.10.4 The contractor shall review and summarize results of the End of course critiques with responses to negative comments. EOCCs and contractor summary shall be provided to the Government via email to COR once a month, but no later than 35 days after graduation of course (CDRL 001) and contractor summary provided with the Monthly Status Report

(CDRL 002). The Government proponent course managers or their designated representative shall have 30 days to respond to issues identified in end of course critiques.

This would traditionally be the PM or QA personnel. Is it the Government's intent to have the Level I and Level II

Instructors to perform the review and summary of these

EOCCs?

It is the contractor’s responsibility to propose and deploy the correct labor types, mix and hours required to satisfactorily meet all PWS requirements. Refer to Para 5.1.1 in the PWS.

There is no PWS requirement for these meetings. It is the vendors responsibility to determine how they will satisfactorily meet PWS requirements.

6 The Government is not going to add PM hours. The Contractor shall be responsible to propose and deploy the correct labor types, mix, number and hours required to satisfactorily and professionally meet all PWS requirements. Refer to para 5.1.1 in the PWS.

If this is not assigned to the Level I and Level II

Instructors, what contractor personnel is then responsible to interface and coordinate with government personnel in regard to EOCCs and the contractor summary without disruption of course conduct?

PWS para 5.2.10.6 The contractor shall provide documentation as required in support of Government validation, Government quality assurance visits, and spot inspections by course and COR personnel, and other

Government required inspection or observation requirements.

Since the government has only identified a requirement for Level I Instructors, Level II Instructors, and

Classroom Support personnel, what contractor personnel are responsible to support this requirement without disruption of course conduct? This has been removed from the PWS.

PWS para 1.6.2.1 requires the initial QCP to be delivered with the contractor’s proposal however, there is no requirement in the Instructions to Offerors.

Will the government please clarify the submission requirements?

It is the contractor’s responsibility to propose and deploy the correct labor types, mix and hours required to satisfactorily meet all PWS requirements. Refer to Para 5.1.1 in the PWS.
