Question
Answer
page 38
Solicitation states this is a small business size standard of $15M for this effort which would mean it needs to be under a different
NACIS Code.
This is NAICS Code 611430, with a size standard of $11M.
Will the Government sponsor the Top Secret Clearance or allow 60-90 days for current clearance to be upgraded to Top Secret?
Vendors are required to have TS Facility Clearance day one.
Please verify that only one resumes and letter of intent is required for proposal submission (Program Manager and Site Lead) which may be the same person?
I resume and letter of intent is required for each position. If the (PM and Site Lead) are the same then one resume and letter of intent can be submitted however it has to clearly identity that it is for multiple labor categories.
Is this a New Requirement?
This is a new requirement.
If Not Who is the current Incumbent and the total value of the current contract with all options?
This is a new requirement.
QCP-Page 17
Is the QCP counted in the 17 page limit for the technical proposal?
The requirement for the QCP at proposal submission is hereby changed to being required 30 days after start of the contract. PWS 1.6.1 is hereby updated to reflect the change.
On page 48, Para (c) Volume III - Past Performance
Past Performance states “The Past Performance Volume is not required if you received an acceptable rating in Past Performance on the previous evaluation.”
Question: What previous evaluation does this refer to?
Statement is hereby removed. Past Performance is required for all offerors.
Reference above question: If the “previous evaluation” refers to the previous Cyber School Instructor (Phase III) solicitation which was awarded in July.
Question: if you have changed your teaming (sub) partner, does this waiver still apply?
Removed. This does not reflect any previous solicitation.
On page 51, Table 4
Past Performance Evaluation Ratings, lists ratings as “Acceptable and Unacceptable” and then on page 52, in Para (f) it states “Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Question: Does the government truly want to allow companies with no past performance conducting this specialized training and critical function for the Cyber School to have the same rating as companies that have proven themselves able to perform this work? Recommendation is to create a “Neutral” rating in this area and to assign that Neutral rating to those offerors without a record of relevant past performance as outlined above.
See FAR 15.305(a)(2)(iv)
Staffing and Personnel
In discussing Staffing and Personnel, Para 1-6 contains the following language: Operating Systems Instructor/Content Developer Services, Networking Instructor/Content Developer Services, and Program Management.
Question: Are these the correct titles?
Answer: The correct Staffing and Personnel should read as follows; Operating Systems Instructor/Content Developer and Networking Systems Instructor/Content Developer. What we would consider an Instructor/Writer. In the Training and Doctrine Command (TRADOC) they are commonly referred to as Instructor / Writer.
Staffing and Personnel
Also in Para 1-6 the following language is used: The Contractor shall be responsible to propose and deploy the correct labor types, mix, number and hours required to satisfactorily and professionally meet all PWS requirements. The Government anticipates the requirements within this PWS shall require the following labor categories Program Manager, Technical Instructor/Writer, and OpenStack Engineer.
Question: Is the OpenStack Engineer part of this solicitation?
Answer: The OpenStack Engineer is not part of this effort and all references to such has been removed.
Para 1.6.13
discusses Data Rights and again refers to “source code written by the OpenStack Engineer in support of the OpenStack project.”
Question: Is the OpenStack Engineer part of this solicitation?
Answer: The OpenStack Engineer is not part of this effort and all references to such has been removed.
In Para 5.3
Provide Classroom Instruction, one of the tasks states “will teach Cyber Protection Team (CPT) Methodologies, CompTIA Security Practitioner (CASP), CCTC and other cyber related material as it is developed.”
Question: There is no requirement for personnel to be CASP certified in this solicitation. To teach CASP you need to be CASP certified. Is this an error or omission?
Answer: There is not a requirement to teach CASP and all references to such has been removed.
Para 1.6.8
lists Operating Systems Instructor/Contract Developer Services, Networking Instructor/Content Developer Services, and Program Management but also lists and Openstack Engineer in the final sentence as one of the labor categories. Will the government please confirm the required services and associated labor categories?
Answer: The labor categories are; Operating Systems Instructor/Content Developer, Networking Instructor/Content Developer.
The OpenStack Engineer is not part of this effort and has been removed.
Para 1.6.8.1.2.
Networking Instructor/Content Developer Services list the following requirement: Must have networking expertise and experience equivalent to the CCIE-R&S or JNCIE-SP level. Is it the government expectation that all Networking Instructors/Content Developers will have CCIE-R&S level expertise? I believe this is unrealistic and cost prohibitive especially under and LPTA environment.
Answer: The Networking instructor should demonstrate a CCNP-level of understanding of networking (work-related experience or GIAC certifications). With the ability to build, secure, and exploit network infrastructure comprised of varied equipment and topology.
Para 1.6.8.1.3
Program Management list the following requirement: Shall have at least ten years management experience or equivalent on similar government contracts, with active Project Management Professional certification. Will the government allow six (6) months to achieve the PMP certification or allow for the PM to be CompTIA Project + certified?
Answer: The requirement for the PMP certification has been removed. The 10 years’ of management experience remains a requirement.
There is conflicting wording and data on the number of originals and copies to be submitted. On Page 44, Under Para 2. Proposal Format, (a) Offerors shall submit an original and the five (4) copies, in paragraph (c) below of their proposal. Additionally, on Page 45, Table 2 – Proposal Page Limitations by Volume indicates “1 Original and 3 Copies”
Question: What is the correct number of originals and copies to be submitted.
Submit 4 copies in total. 1-origianal and 3-copies for each of the 4 volumes.
File details come from the government source that posted it.
