About this file
This is a Questions and Answers (Q&A) document from a federal contract solicitation for Catholic Administrative Pastoral Life Coordinator services.
The document addresses two substantive inquiries regarding solicitation requirements. Q1 concerns the Catechist certification requirement mandated within 90 days of contract award per section 1.9 (Key Personnel). The question challenges why this certification is required when the solicitation contains no explicit duties related to youth ministry or religious education instruction. The government responded that the certification serves as an "AMS vetting process" to ensure the individual accessing the Archdiocese for the Military Services (AMS) portal understands AMS processes and procedures for sacramental records and portal engagement. Q2 addresses the estimated hourly workload for Preparation of Mass Services in section 4.3 of the Performance Work Statement. The contractor questioned whether the frequency estimate of 52 iterations accounts only for Sunday services when the actual schedule includes daily Mass Monday through Thursday plus Sunday services. The government clarified that the frequency of 52 remains correct but adjusted the hours per iteration from an unspecified amount to 4 hours, resulting in a total of 208 hours for this task category. These clarifications indicate adjustments to labor hour requirements in the original solicitation estimates.

Text version
Q1: 1.9 Key Personnel paragraph 2 states: “The Catholic Administrative Pastoral Life Coordinator must be able to obtain a Catechist certification from the Archdiocese for the Military Services within 90 days of contract award.”
Archdiocese for the Military Services Website defines catechist training certification purpose as: “All catechists, contract/volunteer Coordinators of Religious Education (CRE), and contract/volunteer Coordinators of Youth Ministry (CYM) are required to complete the Basic Catechist Certification.”
Within the solicitation Religious Education is mentioned twice:
4.2 Monthly calendar: The Catholic Community Calendar should include important Religious Education dates, Garrison Chapel and Catholic community events, holiday closures and special Holy days (Deliverable A.011).
1.6.2 Background Checks: A Tier 1 with State Criminal History Repository (SCHR) is required for Catholic Administrative Religious Education Coordinator.
Youth Ministry (CYM) is not mentioned.
Question: Why is this certification a requirement when there are no requirements to work with youth or teach religious education?
Answer: The certification is AMS’s “vetting” process for assurance that the individual accessing the portal understands the AMS’s processes/procedures for sacramental records and overall engagement with the AMS portal.
Q2: Estimated hourly workload item 3 (PWS 4.3) Preparation of Mass Services, Frequency 52.
Question: This estimate only covers Sunday services. The current schedule for services is: Daily Mass (Services) Monday through Thursday and Sunday Services. In one week, there are four daily services with two Sunday Services. Will the frequency and total hours be adjusted?
Answer: Frequency will not be adjusted and is correct at 52. Hours per iteration will be adjusted to 4hrs, with a total of 208hrs.
