QUESTIONS & ANSWERS
Question 6 10 lb. Fire extinguishers are listed in the RFP Attachment 2 and Attachment 3 pricing schedule but there is no mention of these in the PWS. Is the intent for us to price inspecting these and if so at what frequency and interval.
Answer 6 Fire extinguishers are not part of this requirement. Amendment 002 removes fire extinguishers removes from pricing schedule. A revised Attachment 003 – Pricing Schedule is added.
Question 7 Please clarify there is no office or laydown space for the contractor to use on Ft. Campbell?
Answer 7 There are no facilities or laydown space available for the contractor on the Fort Campbell installation.
Question 8 Does all wet chemical hood testing and hood cleaning need to be completed during off duty hours and weekends?
Answer 8 All CDC/CYS facilities will need to be serviced during non-duty hours. Dining Facilities may be serviced during duty or non-duty hours, however coordination with the building/facility manager will be required. Other facilities can be cleaned during duty hours, but will require coordination with building/facility manager.
Question 9 On the Clean Agent 5yr, it is indicated that we should test the hoses. Is there a quantity of systems that have hoses, since not all systems require them?
Answer 9 Information on the systems that have hoses is unavailable. The offeror shall assume the systems have hoses.
Question 10 Are required fire pump fuel samples to be paid for by the contractor?
Answer 10 Yes
Question 11 Please clarify Tab 3 of Attachment 3 Pricing schedule. Our interpretation is that these assessments are the emergency calls during normal duty hours and after hours listed in 5.3.1 of the PWS is this interpretation correct? There is no mention of assessments in the PWS other than performance.
Answer 11 Correct. Amendment 002 updates the PWS to add Paragraph 5.3.1.1 Normal Assessments
Question 12 Will all schools and CDC’s need to be tested and inspected during off duty and weekend hours?
Answer 12 CDC/CYS facilities will need to be serviced during non-duty hours. The “Ed Center”, “Air Assault School”, and “Kinnard Mission Training Center” will need to be coordinated with building/facility manager.
*DODEA facilities are not included on this contract.
Question 13 Will coordination be required to clear hangers of aircraft prior to testing and inspection in these areas with special systems?
Answer 13 Yes. The COR and PM will help coordinate with this areas. These will likely need to be coordinated a month in advance.
Question 14 There are several actions requiring access to hanger bays, that may require the bays to be cleared to complete work (testing of duct smoke detectors on 2- and 5-year inspections, Low and High expansion foam, etc.).
a. Will these be able to be completed consecutively to not drive up the cost of lift rentals?
Answer 14a Yes, but advanced coordination will be required with the tenants. COR and PM will assist with coordination.

b. With multiple locations being aircraft hangers with multiple bays, will the bays be cleared prior to the inspection to ensure the ability to access to needed areas?
Answer 14b Yes, but advanced coordination will be required with the tenants. COR and PM will assist with coordination.
Question 15 With the usually strong restrictions from base Environmental and the water treatment sections, what will be the requirements for flowing the foam (AFFF and HEF) systems and what will the disposal process be?
Answer 15 Any of the AFFF removed from the system will need to be collected by the contractor and coordinated/transported to Department of Public Works-Environmental the same day. The foam must be captured and must not be allowed to go on the ground, enter any sanitary sewer drain, or enter any storm water drain is the important thing especially since some of the AFFF foams are considered toxic. Upon collection and delivery Environmental, the contractor will provide the specific foam information (SDS/Datasheets) and which building it came from. If they can provide a building number list with the foam information once they inventory everything and figure out what's what that would be fine too.
Question 16 Foam sections state to conduct full foam test, is the intent to also include the price of refilling the concentrate into the price upon completion, or is this to be a deficiency if it gets too low to provide adequate coverage?
Answer 16 The offeror shall include the price to replace the concentrate that is used during the test. If it is observed that the tank is too low to provide adequate protection, it should be noted in the inspection report/deficiency list.
Question 17.
Table 1: Wet-Pipe Sprinkler Systems ITM Tasks 5-Year #2 Anti-freeze Loops states: Confirm correct solution mixture.
a. Does the Government have a count as to how many Anti-Freeze loops are currently installed at Ft. Campbell?
Answer 17 There is no information available on a count of Anti-Freeze loops are currently installed at Ft.
Campbell.
Question18.
Table 7: Clean Agent Systems ITM Tasks 2-Year states to inspect the protected enclosure to verify integrity and ability to maintain agent concentration.
a. Is this intended to be a visual inspection, looking for new or existing penetrations that may not be sealed properly?
b. Or will this require pressure testing of the protected enclosure to verify integrity?
Answer 18 A pressure test is not required. This task should be a thorough visual inspection. Any penetrations (new or existing) should be patched with fire caulking to maintain the enclosure’s fire rating, and these patches should be noted in the inspection report.
Any penetrations/issues that require a more in-depth repair shall be documented on the inspection report/deficiency list.
Question 19.
Table 9: Wet Chemical Systems ITM Tasks states it is a Semi-Annual task and the Building Component List indicates 85 Systems, but it is only priced for 85 units. If this is a semi-annual requirement should it be 170 units (85 times 2)? Also, the same question for Table 10:
Dry Powder Systems.
Answer 19 The rates/prices in the Pricing Schedule will be utilized to place funded task orders for quantities identified on the task order. The ‘Estimated Quantities’ provide on the Pricing Schedule are NOT guaranteed, definite quantities. They are indefinite quantities.
The Pricing Schedule identifies the proposed price/rate as ‘Price Each’. In the case of wet/dry chemical systems, it means the price for each semi-annual ITM.
The pricing for semi-annual ITMs for Wet & Dry Chemical Systems was separated and added as worksheet #4 on the Pricing Schedule. The replacement of links/actuators shall be included in the semi-annual price/rate.
Question 20.
Table 11 Fire Pumps ITM Tasks: Under the 2-year #6 Emergency Power Supply states “Test to verify availability and capacity for pump motor”?
a. If the operation and maintenance of backup generators are maintained by others (DPW or contractor), what will the process of coordinating this ITM Task?
Answer 20 The contractor shall coordinate with Electrical Systems shop, DPW personnel will be on-site to supervise.
Question 21.
5.4.1. All work performed must be completed by personnel having at least a Level I certification from the National Institute for Certification in Engineering Technologies (NICET) for Fire Alarm Systems, Inspection and Testing of Water-Based Systems, or Special Hazard Suppression Systems.
a. To clarify can apprentice level employees be utilized to assist the NICE certified technicians on the inspections? Example: while the certified individual is testing, can the apprentice man the fire alarm panel to acknowledge and verify the alarm signals, or assist the certified technician in the field, (at no point would the apprentice be completing inspections in a facility unsupervised).
Answer 21 Apprentices may not “touch” the systems. They are allowed to verify/clear alarms and signals at the panel, but everything else must be on a visual basis (verify valve positions and gauge readings, etc).
Question 22.
5.4.2. All personnel shall be licensed to work in both the States of Tennessee and Kentucky.
Usually, if a company is licensed in any state, they can work at any military base. The requirements for both states will cause inflated prices for the additional licensing.
a. Is this a firm requirement, if one technician has Tennessee and another has Kentucky, with this meet the requirements?
Answer 22 At any given time, the personnel currently working/available to work have to be able to cover both states. If a technician licensed in TN is on leave, etc, another technician that is working or on call must be licensed in TN.
Question 22b.
Will apprentice level employees be allowed to assist in the work, if continuously supervised by the licensed individual?
Answer 22b See answer to Question #21 above. (see Question 21). A NICET 3 is required for supervision of all work.
Question 23
5.4.3. Testing of backflow devices on sprinkler systems require training and certification in both states of Tennessee and Kentucky. Tennessee certifications are offered by the State of Tennessee, and Kentucky certifications are offered by the Bluegrass Cross Connection Prevention Association (BGCCPA), the Kentucky Rural Water Association (KRWA), and other Associations.
a. Some of our technicians have Tennessee certifications, contact was made to the Bluegrass Cross Connection Prevention Association asking about the requirements for Ft. Campbell.
Answer 23a “The Commonwealth of Kentucky does not have a state-wide backflow prevention program.
State regulations require each water provider to establish and maintain their own backflow prevention program. BGCCPA does recognize the state of Tennessee certifications. BGCCPA Certification is required by all Kentucky American Water Company’s affiliates, and the cities of Georgetown, Louisville, and other municipalities. Before you test backflow prevention devices within the Commonwealth, you should contact each water purveyor to determine their requirements.”
Question 23b.
Per the above statement it sounds as if the water provider for Ft. Campbell would have their own certification program. However, they did state they recognize the Tennessee certification, but a copy of the certification, a application and a fee applies to be provided a certification for the water provider. Does Ft. Campbell have a Backflow certification program?
Answer 23b
Fort Campbell does not have a backflow certification program.
Question 23c.
If there is no program for the installation and our technicians have the Tennessee certification, will this be all that is needed?
Answer 23c Was not able to get in touch with the State of Kentucky. Fort Campbell does not have a backflow certification program.
Question 23d.
If one technician has the Tennessee and another has Kentucky, with this meet the requirements?
Answer 23d The Tennessee certification will be all that is needed; all personnel working on backflow devices will be required to have the certification. See answer to question #22 above for additional information.
Question 24.
Per 5.4.4. Personnel performing Inspection, Maintenance, Cleanings, Repairs, and other work on Commercial Ducts/Hoods and Hood Suppression Systems shall be properly trained and qualified IAW NFPA 96. Technicians shall have a Certified Exhaust Cleaning Technician (CECT) certification from the International Kitchen Exhaust Cleaning Association (IKECA).
a. Our research of certified IKECA technicians resulted in not finding any within close location of Ft. Campbell. Will hood cleaners need to obtain this certification?
Answer 24a IKECA certification is not a requirement. Personnel working on hoods/suppression systems will still need a minimum of 5 years of experience with these systems as required in PWS Paragraph 5.4.
Question 24b. 5.4.4 states technicians shall have the IKECA certification, is it the intent that the Hood Suppression also have this certification? It is assumed that they would not, but clarification is needed.
Answer 24b See answer to question #24a above.
Question 25. Per the Pricing Schedule the Annual Cleanings with a quantity of 120 is listed. The PWS states in section 5.3.5.1. “IAW NFPA 96 Section 11.4, all commercial hoods/exhaust systems will fall under systems serving moderate-volume cooking operations and are to be inspected every six months.”
There is only pricing for the Cleanings and not the Inspections of the Hood Exhaust Systems.
Answer 25 Attachment 003 - Pricing Schedule has been revised.
Inspections are to be every six months, cleanings will be based off of inspection results. We anticipate that the DFACs will need cleaning every six months, but CDCs will most likely need to be cleaned once every couple of years.
The rates/prices in the Pricing Schedule will be utilized to place funded task orders for quantities identified on the task order. The ‘Estimated Quantities’ provide on the Pricing Schedule are NOT guaranteed, definite quantities.
Question 26.
5.6.1. The Contractor shall be required to maintain/update a database (electronic) file of facilities provided by the Government. This data base is a Microsoft Excel file. The Contractor shall update the existing database information and provide corrections where necessary and include new facilities and equipment as they are identified. The existing database is believed to be reasonably accurate but not guaranteed to be. At the midpoint of each option year, or at the request of the COR, the Contractor shall provide an updated database submitted to the COR.
a. Will the Government notify the contractor when a new facility come online?
Answer 26a Yes
Question 26b.
When new facilities are added, what will be the process of getting the facilities correct device components installed?
Answer 26b New facilities are to be built to standards as required in the Ft Campbell Design Guide and applicable UFCs, any deficiencies should be caught at acceptance.
Question 26c.
Will the contractor be required to inventory the facility, or will documentation be provided to the contractor showing the appropriate information?
Answer 26c New facilities will have shop drawings/as-builts provided, and acceptance paperwork will list all devices and systems.
Question 27.
Due to there being many different types of facilities ran by different Government organizations, it is likely scheduling may be difficult. In the event a service is scheduled and the cleaner(s) arrive but the occupants will not allow them to complete the service, how can the cleaners be fairly compensated for the loss of time for travel and the loss of revenues due to the lack of cleaning?
Answer 27 We recommend that the COR and PM be included in all email traffic when scheduling services with the building occupants.

Question 29.
The pricing page includes building fire extinguishers, but there is no technical guidance reflected in the ITM tasks section.
a. Are inspections limited to annual, or will it also include completing 6- and 12- year inspections?
b. If a facility has multiple sizes and types of extinguishers are all to be inspected (10lb ABC, 20lb ABC, 50lb wheeled units, K-Type, Clean Agent, etc.)?”
Fire extinguishers are not part of this requirement. Amendment 002 removes fire extinguishers removes from pricing schedule. A revised Attachment 003 – Pricing Schedule is added.
Question 30.
Most companies do not carry Level 4 Certifications as they are rarely used, can this be taken out of the solicitation?
Answer 30 There is not a reference to a Level 4 certification. PWS Paragraph 5.4.1. specifies a NICET Level 3 supervising all work (performed by at least a NICET 1).
Question 31.
What procurement requisition mechanism/vehicle will be used to purchase new products/equipment related to inspection deficiencies/repairs and new installation of fire and suppression systems?
Answer 31 The Government will provide the alarms that are necessary for this contract. The contractor will only be responsible for installation. *Fire Alarm Control Panels and King Fisher transmitters will be government purchased. The rest of the system and the devices are to be bought by the contractor.
Question 32 If we are the successful bidder will FAR Clause 52.251-1, Government Supply Sources, be incorporated into our base contract?
Answer 32 No
Question 33 Will the Government provide the successful bidder a GSA Authorization Letter, which grants the authority (and the authority of subcontractors) to purchase goods and materials through a Blanket Purchase Agreements or Government Supply Schedules (GSA)?
Answer 33 No
Question 34 What contract type will be awarded, an IDIQ or Requirement? Also, will task orders be issued against this contract?
Answer 34 This will be a requirements contract. Performance of tasks will be on funded task orders.
Amendment 0002 will add clause FAR 52.216-21 – Requirements
Question 35 Referencing the Pricing Schedule Spreadsheet (General ITMS Tab), Will the bidding contractor be required to multiply all Evaluated Totals by the Estimated Quantities in order to provide a total line item cost for each activity (Total Cost)?
Answer 35 The total evaluated price will be calculated as the sum total of all proposed rates multiplied by their respective estimated quantities from Attachment 003.
The government will perform this calculation. If the offeror includes this calculation in the spreadsheet, the total will be verified by the Government.
Question 36 Are escorts Required?
Answer 36 Some facilities will require escorts while moving through the interior of the buildings, but most do not. All mechanical rooms should be available to be reached without an escort.
Question 37 Section 5.3.4.2 – Batteries; if the contractor replaces batteries are they reimbursable?
Answer 37 The requirement to replace batteries has been removed from the PWS. If the batteries are in critical condition, the contractor is to immediately notify the COR.
Question 38 Are all repairs and deficiencies to be quoted and contracted separately as a modification to the contract?
Answer 38 Any repairs that cannot be done as part of the normal ITM will need to be noted on the deficiency report, to include estimated cost (See PWS 5.5.2.). Repairs may be put on a separate task order.
Question 39 When does the annuals for the buildings start?
Answer 39 Priority work will be established on the first task order which will be done prior to most inspections being performed. Coordinating and planning a rough schedule can be done during a post-award conference.
Question 40 What is the current contract value?
Answer 40 The prior contract ITMs were set up with different intervals and is not comparable to the current requirement.
Question 41 Who is the current incumbent contractor?
Answer 41 There is not an incumbent contractor. The last task order of the previous contract expired 17- July-2018. The contractor was Grot, Inc.
Question 42 Who are the current subcontractors?
There is not an incumbent contractor. The last task order of the previous contract expired 17- July-2018. The contractor was Grot, Inc. The subcontractors are unknown.
Question 43
On Attachment 003 it lists - Releasing Panels and Clean Agent Tanks; are these protecting computer and server rooms?
Answer 43 Yes, the Clean Agent systems are in communications/server rooms.
Question 44 On the revised Attachment 003 it lists - Wet/Dry Chemical Suppression – it states at the bottom there are (76 hoods total). Yet there are 65 Wet Chemical systems and 22 Dry Powder systems totaling 87 wet/dry systems, please explain the variance?
Answer 44 There are 76 commercial kitchen hoods, but not all of them have a wet-chemical system. The dry-chemical systems are protecting hazmat storage containers.

Note: Some facilities on the Database have kitchen hoods/suppression systems listed, but are not serviced as a part of this contract (AAFES facilities, etc)
Question 45 For the annual inspections of all buildings – do the inspections fall throughout January through December?
Answer 45 Inspections will need to be completed during the PoP cycle established on the task order.
Question 46 Will we have an escort the first time around doing the inspections?
Answer 46 Escorts will be required in certain facilities. Contact COR or PM if directions to buildings/mech rooms are needed. Maps are also available from the COR.
Question 47 Can the inspections be completed during normal base hours for all the buildings?
Answer 47
Most facilities can be completed during normal hours. Some will require coordination with tenants. Child care centers will require after-hours service.
Question 48 Is there good existing as built that we can use for each building that we could use for our own as built?
Answer 48 There should be drawings in the mechanical rooms near the alarm panels. Most of the older facilities probably do not have accurate drawings.
Question 49 Are there existing CAD files?
Answer 49 No
Question 50 Does this contract provide a lay down area on base for an office trailer?
Answer 50 Not at this time. We can try to coordinate with Master Plans in the future if anything comes available
Question 51 Would electronic inspection and repair reports (building reports) be acceptable instead of the reports provided in the solicitation?
Answer 51 The provided reports sample templates of the information required. There other acceptable means of receiving the required information. These can be discussed in detail at the post-award conference. We would like to do whatever meets any applicable requirements, but is most efficient for both parties.
Question 52 Do you have quantities of elevators that are on post? The fire alarm testing with the elevators is required.
Answer 52 Yes, and details can be provided upon request (separate contract/COR for elevator maintenance)
Question 53 Do you have quantities of fire pumps that are on post and the types of each one? It does not show any on the price schedule.
Answer 53 See worksheet #2 on the Pricing Schedule.
The number of jockey pumps is unknown, but are individually documented on previous inspection reports.
Question 54 Section 5.3.3 states-The Contractor shall perform repairs and/or upgrades to suppression systems on the installation as directed by the Government. Is the intent to have a full service contract including parts, materials and labor or will these items be quoted separately?
Answer 54 (Excludes repairs that are completed as part of the normal ITM) Repairs/upgrades will come from the deficiency list or requested assessments (contractor-supplied quotes), and will be put on separate task orders.
Question 55 -Section 5.3.4 states-The Contractor shall perform repairs and/or upgrades to fire detection and alarm systems on the installation as directed by the Government. Upgrading systems may include, but is not limited to, complete replacement of panels and devices, relocation of devices, and addition of devices required due to changes in facility configuration. Is the intent to have a full service contract including parts, materials and labor or will these items be quoted separately?
Answer 55 See answer to question #54 above.
Question 56 Section 5.3.4.2 states-During inspection of the systems, if it is observed that the backup batteries are in critical condition and need to be replaced, the Contractor shall immediately notify the COR. If the Government cannot provide replacement batteries, the Contractor will be asked to provide a battery swap. Is the intent to have a full service contract including parts, materials and labor or will these items be quoted separately?
Answer 56 The requirement to replace batteries has been removed from the PWS. If the batteries are in critical condition, the contractor is to immediately notify the COR.
Question 57 Section 5.3.5.5 states-The Contractor shall perform repairs and/or upgrades to commercial hoods and/or hood suppression systems on the installation as directed by the Government. Is the intent to have a full service contract including parts, materials and labor or will these items be quoted separately?

Question 58 Section 5.3.6 states-The Contractor shall perform repairs and/or upgrades to fire pumps on the installation as directed by the Government.

Question 59 Do you have device quantities of the ancillary system components?
Answer 59 The device quantities we have records of are on the Database spreadsheet
Question 60 Are materials, parts, labor, panel components, upgrades included in the RFQ amount or will these items be quoted separately?
Answer 60 Pricing should include everything required to perform the ITM tasks, and minor repairs associated with those tasks. Other repairs/upgrades (Q55-58) will be quoted separately.
