W9124819Q0006 Questions and Answers

1. Due to the high cost of mastication machinery and equipment, most costs associated with CLIN 0001 and CLIN 0002 will be in the absorption of equipment costs. Will there be minimum annual quantities?

There will be no minimum annual quantities, but rough annual expectations for each CLIN are provided below in Q2.

2. Is there an annual expectation for those two CLIN01 and CLIN02?

250 acres of vertical mastication and 750 acres of horizontal mastication. These quantities are not indicative of, nor do they constitute annual minimums. They are merely forecasted averages over the next year.

3. The current solicitation W9124819Q0006 states that trees up to 5” DBH be mulched. Can you please confirm the DBH maximum for vertical mastication?

PWS paragraph 5.1.1.2.1 has been amended to change the DBH for vertical mastication to 10”.

4. Paragraph 5.4.1.1.2 states that the contractor shall conduct seedling pick up during normal business hours. Are the seedlings provided by the Government?

No, please see revised PWS in the attached amendments.

5. If not, which species of bare root seedlings are expected to be purchased?

Species will change based on the desired end-state of each area, but will remain constant within general seedling types (ie. Conifers, nut producers, etc.).

6. Understanding that seedling spacing and quantities are dictated via specific task order, for (quote) reference, what is the maximum amount of seedlings that will be ordered per acre?

Seedlings will not exceed 435 seedlings per acre. Please note that the government does not always require 435 seedlings per acre. A historical average will be provided during a later question and answer session.

7. Is it acceptable for a subcontractor to own the equipment?

Yes, either the prime or a subcontractor may own equipment so long as the equipment meets the specifications outlined in the solicitation and attachments.

8. Is it acceptable to have/use a licensed subcontractor to apply the herbicide?

Prospective offerors shall default to industry standards. For example, if the standard for the requisite license is for the individual performing the work to hold the license, then the prospective offeror shall follow that guidance. When not specified by industry standard or anywhere else, either the prime contractor or the subcontractor may hold the license.

9. Can a bogg disk be used to accomplish the disking requirements?

Bogg disks are authorized.

10. What is the expected terrain for tree planting?

The terrain is varied across the installation and may include wetland.

11. If there is fill required on a site on a task order, is there a site on post used as the fill source?

Most often, the fill will come from the same site on which the contractor is performing the work.

12. Does the government have a preferred tree seedling supplier?

Please refer to PWS paragraph 5.4.1.1.2.

13. Is there an estimated quantity for the base year?

Please see attachment titled, “Natural Resource Treatments Work Estimate”.

14. The PWS states that winter wheat and clover are to be sewn prior to spreading fertilizer and lime. Is that correct or is it the intent of the Government to have the lime/fertilizer spread prior to sewing wheat and clover?

The lime and fertilizer should be applied prior to the seed. Please see corrected paragraph 5.5.1.1.5

15. The PWS states that “the contractor shall use fill soil as necessary to amend primary gulley and adjust drainage contour of slope. Will the fill soil the contractor uses come from a determined site on Fort Campbell? The contractor shall utilize material from the site as fill. In the event that there is not enough material on the site, the government will provide the material prior to issuance of a task order.

16. If the fill soil will come from a predetermined site on Fort Campbell, will a dump truck and loader be necessary to transport soil or will soil come from a location in close proximity to the erosion control work making it unnecessary to utilize loader and hauling equipment?

See above response.

17. Due to the varying cost of herbicides to be used per prescription chosen by buyer, should a price per herbicide per acre be submitted?

The quoted per-acre-price shall include application, the cost of the material, and any other costs associated with the application in accordance with the PWS.

18. Will any aquatic applications of herbicides require an open water vessel application method? Yes, aquatic applications at certain locations will require an open water vessel.

19. For CLINS: 0002AA Non Mechanical treatment, 0002AB Forest release, 0002AC Understory removal, 0002AD Mid-story removal, 0002AE Pre-Commercial Thinning, Which of these CLINS is the contractor expected to treat stumps with herbicide following felling of the trees?

Herbicide treatments exist on all of the CLINs except 0002AE Pre-Commercial Thinning.

20. For line item 1005 AC Seed Mixtures, Fertilizer, Lime (PWS 5.5.1.3.1) - Which seed mixture should we use for pricing since each of the seeds range in price.
