2. Are you wanting the selected contractor to use the 14 or 21-day rotation menu?
Answer: 14-day rotation
3. If a rotation menu is preferred, could you please provide which one you’d want us to work off as there are several that the Army/Guard uses?
Answer: Propose a suggested menu
4. If a rotation menu is NOT preferred and you would like the contractor to propose a suggested menu, should this be done before or after award?
Answer: Yes, before award
5. Would you like us to quote the CLINs within SF1449 or in separate proposal format?
Answer: Quote shall be in the SF 1449 document.
6. CLINs state 3,318 meals each, however 5.1 details 3,081 breakfasts, please clarify.
Answer: 3,081 is the total of breakfast meals for the entire rotation. (237 PAX daily) X (13 days) equals 3,081. Dinner will be (237 PAX daily) X (14 days) equals 3,318 dinner meals
7. Will there be any deviation of CLINs quantity +/-?
Answer: No
8. As there is no lunch on this solicitation with the total M&IE GSA rate of $59.00, are we to assume breakfast and dinner may add up to, but not exceed the total per diem? FAR 301-11.101 states if the employee is on all day travel, up to 100% can be utilized, unless we’re misunderstanding that verbiage.
Answer: No. $59 is the total perdiem for Fort Barfoot location. The total amount for Breakfast and dinner is $39. Authorize breakfast amount is $13 and dinner amount is $26.
9. Will breakfast start on 11MAY 24 and end on 24 MAY 24?
Answer: No, Breakfast starts on 12MAY24 and end in 24MAY24

Answer: No, it can’t be self-serve because we don’t have qualified personnel to serve the meals.
Contractor personnel shall be provided to serve the main entrée.
12. Should the meals be delivered in self-serve containers (family style) or individually packaged in clam shells and/or other comparable container?
Answer: individually to go plates will be fine
13. Meal service should only last 30-45 minutes at most, is that what this time of service is expecting if we’re to provide personnel for buffet service (this question would not apply to drop off)?
Answer: Mealtime will be between a 2-hour timeframe. Breakfast 0600-0800 and dinner 1700- 1900.
14. Is a food truck allowed to be on site for prep and/or execution?
Answer: Yes, they will need a valid state driver’s license and the approved contract saying that they will feed us.
15. To our knowledge, GSA M&IE does not cover labor costs associated with catering or buffet service (as a catered service/event). How would you like us to incorporate this fee into the response if the solicitation requires personnel to provide buffet service (vs drop-off only)?
Answer: Fees will be added to the unit price per meal.
16. Are you looking to include all the items listed on the sample menu, or would you prefer to select only a few items from there?
Answer: Yes, provide your menu sample
17. Does the unit require the meals to be dropped off in individually wrapped to-go containers?
Answer: Yes (additional option).
18. Does the unit require the meals to be dropped off in buffet style pans, delivered hot and ready to be served by the unit's personnel?
Answer: Dropping the food off is another option. However, it must be dropped off in individually wrapped to-go containers or the contractor needs to provide personnel to serve food.
19. Does the unit require the contractor to deliver, set-up, serve, take down and clean up the serving area after meal service is complete?
Answer: Yes, if the contractor utilizes the DFAC to cook/prepare food. As a buffet, they will be responsible for delivery, set-up, serve, take down, and clean up the area after meal service is complete. The contractor will not be responsible to setup, serve, take down and clean up if they just drop off the individually packaged containers.
