QUESTIONS AND ANSWERS
SOLICITATION W9124722R0078 QUESTIONS AND ANSWERS:
Note: The PWS, PRS, the Awarded Contract and other governing regulations are the primary sources to consult or reference for answers.
CONTRACTOR QUESTION GOVERNMENT RESPONSE
1 What is the current contract Number? W9124717C0064
2 Who is the incumbent contractor Name? Avalon Contracting, Inc
3 What is the dollar amount for the current contract?
$740,153.02
4 What is the age of these machines? 5 years old
5 What is the planned life for these machines? There is no planned life. Machines will be replaced as funding becomes available at the expense of the government.
6 When are they scheduled for replacement? Over the next few years as funding becomes available at the expense of the government.
7 Can a list of Washers and Dryers by Make, Model and Serial # be provided?
There are a total of 3,664 washers/dryers that are composed of the below models: Maytag, MHN33PRCWW (Top & Front Load), Maytag MDE18MNAWW (3 & 4 Wire Cords), Maytag MDE28PRCYW, Maytag MLE20PRCYW, Maytag MLE26PRBWW. The total amount of washers/dryers are listed on Technical Exhibit 01. Additionally, every machine has been labeled 1‐3,614 for accountability purposes.
8 Can the Contractor schedule service calls to consolidate and also perform monthly maintenance to all machines in that location?
The Contractor will have some flexibility to consolidate or adjust scheduling providing the request to do so is approved by the Contract Officer Representative (COR) beforehand. Some service tickets may take priority over routine schedules or calls.
9 Does the number of Stack Dryers include the Washer/Dryer?
Yes
10 What Makes and Models are the Washers and Dryers and their number count?
There are a total of 3,664 washers/dryers that are composed of the below models: Maytag, MHN33PRCWW (Top & Front Load), Maytag MDE18MNAWW (3 & 4 Wire Cords), Maytag MDE28PRCYW, Maytag MLE20PRCYW, Maytag MLE26PRBWW . The total amount of washers/dryers are listed on Technical Exhibit 01.
Additionally, every machine has been labeled 1‐ 3,614 for accountability purposes.
11 Service Calls involving clogged drains, Electrical issues (unplugged machines, circuit breaker problems), and other problems not the fault of the Washer or dryer and not allowing the contractor to invoice the Government appears to be an open‐ended expense to the contractor.
How is it possible the government would expect the contractor to project this open‐ended expense?
Other Direct Costs (ODCs): During the performance of this requirement, the contractor shall be required to provide materials (ie. Miscellaneous washer and dryer repair/replacement parts) in order to satisfy the mission. An Other Direct Cost (ODC) Contract Line Item Number (CLIN) will be incorporated into the resulting contract to cover the cost. NO LABOR will be authorized or billed against this ODC CLIN.
12 Acts of God? How does the contractor invoice for service calls on Washer Dryer damage, electrical damage, and service calls resulting from storms, lightning, and power outages classified as Acts of God?
These calls shall be considered routine repair calls at NO additional cost to the Government. The Contractor shall notify the COR who will place a DMO with the Service Call Desk. The Contractor shall notify the COR when these service calls are not related to the machines for a DMO Service Ticket.
13 Wait Time. Can the Contractor invoice for man hours for our personnel wait time to meet with COR, Building Manager?
No, the Contract will be awarded at a Firm Fixed Price
14 Parking at the locations to service Washers and Dryers, do we have parking privileges? In order to pick up machines, we may need to drive onto lawns, sidewalks, etc.
The buildings have marking for service vehicles to park.
15 The list of machines by building does not indicate the floor or room these machines are located. We need to know if they are all on the ground floor or the 3rd floor. Do these buildings have elevators or lifts, or ramps?
There are several types of buildings. Some have elevators and some of them only have stairs. There are also some community laundry rooms on the first floor. We can’t determine with reasonable effort to provide how many machines are on what floors of the buildings.
16 What is the number of machines that must be changed out for a replacement machine?
This question cannot be determined at this time as the machines are only changed out when they are deemed unrepairable. On the average DPW have replaced 12 machines per year. Replacements do not happen often.
17 Can our technicians repair machines on location? Install belts and thermostats? Etc. Or do we have to remove them back to our warehouse location?
Yes, technicians can repair machines in place.
18 Electrical, Can we operate all the machines at a location at once or will the electrical system and water support the operation of multiple machines?
The electrical and water supports all machines.
19 What requirements for uniform, type, and color?
2.1.11.1.5 Contractor Identification. The
Contractor shall ensure all personnel be identified as a Contractor to distinguish themselves (e.g., badge, company logo, or uniform) from Government employees. The Contractor shall ensure all correspondence and reports produced are marked as Contractor products or that Contractor participation is disclosed.
20 Does the storage facility have electricity?
Water? Rest Rooms? Office space? Work area?
There is electricity at the storage facility but not for dryers. There is no drain area for the washers. Rest
Rooms are available but no office space. There is a limited workspace. Historically, repairs were made onsite.
21 2.1.11.1.2 (See Solicitation) Due to the large capacity of equipment at your facility, technicians should work within the commercial laundry field being hired by a Commercial Laundry company to fall within these requirements of experience of two (2) years
Technicians do not have to work in the commercial field but must have the experience required by Section 2.1.11.1 of the PWS.
22 2.1.11.1.4 (See Solicitation) Can you please specify as per 2.1.11.1.2 if you are looking for the same description as ask above?
Yes, we are looking for the same description as written above as referenced in the Solicitation at 2.1.11.1.2.
23 2.1.11.1.8 (See Solicitation) The $45,000 is to be added into the cost per year we are quoting you. Are you considering this as a parts rider?
If this is considered a parts rider, would we order the parts as needed, submit the quote to get a PO approval then get paid out of that rider for the parts required to maintain the machines, send invoice and then get paid for the parts?
Are we supposed to give you a yearly cost with the parts (I.E., $45,000) included in the cost?
Can you advise how this contract would be paid (I.E., weekly, monthly, yearly) through SAM?
Yes, the funds are dedicated each year to order parts and must be approved by the COR.
You would invoice monthly actual cost of the parts that you buy. Those costs cannot exceed $45,000 per year.
No, yearly costs for parts are not required. Please refer to the Solicitation, pg 43 ((m)(2) Other Direct Cost: CLIN’s 0002, 1002, 2002, 3002, and 4002, the value provided here will be a government plug figure of $45,000.00 for the base and each option period for your proposal).
24 5.1 (See Solicitation) Can you provide the manufacturer, model and serial numbers of all the machines onsite?
Can you please provide any information if these machines are still covered under warranty?
There are a total of 3,614 washers/dryers that are composed of the below models: Maytag, MHN33PRCWW (Top & Front Load), Maytag MDE18MNAWW (3 & 4 Wire Cords), Maytag MDE28PRCYW, Maytag MLE20PRCYW, Maytag MLE26PRBWW . The total amount of washers/dryers are listed on Technical Exhibit 01.
Additionally, every machine has been labeled 1‐ 3,614 for accountability purposes.
The machines are not covered under any warranty.
25 If there is a warranty, can this (the warranty) be provided?
Machines are no longer covered under warranty.
26 After attending the site visit and a brief evaluation from the Service Technicians, we found that some of the machines were not in
This does not appear to be a question. That said, some machines are in better condition than others.
Some machines are used more frequent than optimal service condition. The Service Technicians had found that there was rusting on some of the washers due to the lids consistently being closed, there is mold in the machines and moisture is trapped in the machine.
others. Some machines are better kept by the soldiers than others. This is one reason for the maintenance technician.
27 To our understanding, there are a total of 3412 out of the 3644 machines in operation. The other 232 that are not in service, are these machines new? Have they been rebuilt?
All 232 machines are new.
28 Do you provide the manuals for these machines (I.E., Wiring Schematics, Parts Manuals, Service Manuals)?
The COR has manuals, or manuals may be obtained on the manufacturer’s website.
29 Can you provide the previous contractors Preventative Maintenance reports to better understand the issues that have been happening over the last contact period?
No, but the COR has in‐depth knowledge or history of maintenance coverage on the machines.
30 The Service Technicians advised that the machines at Fort Braggs are Maytag equipment.
Unless you are an authorized dealer or distributor, Maytag will not offer technical phone support. Are you requiring of your Contractor to be at least a distributor or access to Maytag?
It will be up to the contractor to establish any relationship with Maytag that it deems necessary in order to perform this contract.
31 Is there a place for Contractors to store parts onsite?
The contractor may request storage for parts after award. Space is limited but may be authorized.
32 Is there a place to store tools onsite? Space is available, if needed but not permanently and must be approved after award. The government will not be responsible for any lost or stolen tools.
33 Is there a possibly to put a trailer on site with the Contractors tools, supplies and parts if there is no accessibility?
Space is available, if needed but not permanently and must be approved after award. The government will not be responsible for any lost or stolen tools.
34 Is there anywhere to test and work on machines that need to be pulled out of service?
There is space at the warehouse, however there aren’t any dryer outlets and washing machine drains at this facility.
35 Looking over each month of the Technical Exhibit Washer/Dryer Monthly Maintenance Schedule some of the months have over 500 PM’s and others have 100. Does the contractor have the ability to change and even this out over the months?
The contractor may request that this schedule be adjusted for good cause after award with the consent of the COR and Contracting Officer. This does not mean that such requests will be authorized.
36 During the site visit, the Service Technicians were advised of a few issues that have been continuous ongoing issues. One is that individuals are not allowing the machines to finish and individuals are opening the machines and consistently breaking the door latches. Another issue the Service
Most of the Out of Work, work orders do not require parts. This was answered by the KO. Also, you must notify the Contracting Officer immediately if you are approaching the $45,000 ODC ceiling.
Technicians found out is that the uniforms and linens being thrown into these machines consist of mud, dirt and sand. This could be a consistent issue with the drain valves. As it stands right now, the parts budget for else machines is $45,000 and spreading this amount of 3644 machines, that allows $12.35 per machine, the door latches cost more than this estimated amount to be used a year. At the site survey, the Service Technician did ask how many service calls that there were on a monthly basis, with the answer being around 75‐100.
Even saying that there are 75 calls a month with a repair for 12 months, that only allows $50.00 per machine a year. The quality of the machines is currently in poor working order per the industry standards. What will happen is the $45,000 of funding is used appropriately and there are no more funds to be used? Do these machines get marked as “Out of Order” and sit?
37 Currently throughout the Commercial Laundry industry, parts do go on back order. How do we handle back‐order issues with the COR? The contactor should do their best to maintain an inventory of items but they are unable to control lead times.
Each situation will be handled and addressed on their own facts.
38 Do you require picture/video documentation for machines (I.E., receipt of contract, diagnose and initial analysis of each machine to initiate contract expectations)?
No this is not a requirement.
39 If a machine is deemed inoperable and unable to use again, is the contractor responsible for the removal and installation of the replacement unit?
The Contractor is responsible for the removal and installation of the replacement unit. The replacement unit will be provided by the Government.
40 Is the contractor responsible for the electrical connection of the washers and dryers?
The Contractor is responsible for repairing the washer/dryer cords. However, DPW electricians will repair any electrical outlets or breakers.
41 Is the contractor responsible for the water connection of the washers?
Is the contractor responsible for the vent hose for the dryers?
The Contractor is responsible for repairing or replacing water hose on the washing machines.
DPW plumbers will repair faucets or drain issues.
Yes; replacements can be covered under ODC cost
42 Is the contractor responsible for any of the duct work leading into the walls?
The contractor is responsible from the machine to the wall.
43 Is the contractor responsible is the electrical outlets do not work?
Any outlet work will be handled by DPW electricians. Contractor can check and reset circuit breaker. Will have access to electrical rooms.
44 If there is a continuous issue of abuse to the machines, how does the Contractor report this and how would this be resolved?
See PWS 5.13.11.
45 Can you confirm if the previous Contractor who held this contract was a Commercial Laundry Service company?
The incumbent’s name is provided above. We are unable to make any representations regarding the scope of the incumbent’s business.
46 With the equipment being used in abundance daily, over five years old and already have issues seen by Service Technicians that need to be address immediately, there is going to be a time frame to get all these machines back to factory laundry working standards. Does the COR and base acknowledge the current issues that are being presented and willingness to work with the next Contractor accordingly?
The next Contractor who is awarded this contract can not be held to previous standards if they are not obtaining the current laundry equipment standards for operation and cleanliness (I.E., mold, rust, drain issues).
The phrase “factory laundry working standards” does not appear in the PWS. See Section 5 of the PWS regarding the standards in which the machines must be maintained. The awardee of this contract will be held to the standards contained in the solicitation and resulting contract.
