1. PWS Paragraph 1.3.1, Page 2: The Requirement states “Provide qualified/certified Range Target Workers.” Can the government confirm the intention is to meet the qualifications described in section 1.23.3.2.2 for Target Workers and not possess a formal certification from the Army, DoD or any external organization? Answer:

Requirements for employees are in 1.23.2.1 through 1.23.2.5 as well as 1.23.3.2.1 and 1.23.3.2.2.

2. PWS Paragraph 1.18.3.1, Page 8: The requirement cites the FAR clause involving classified information. Is there an accompanying DD254 for this solicitation?

Answer: There is no classified information handled by contract employees.

3. PWS Paragraph 1.18.3.2, Page 8: The requirement states “Obtaining Contractor Personnel security clearances.” Is there an accompanying DD254 for this solicitation so that a company is authorized to maintain personal clearances for their employees; to include initiating and maintaining eligibility at the Confidential, Secret or Top Secret level as stated in PWS Paragraph 1.18.3.1? Answer: There is no requirement to hold a security clearance. There is a requirement for the contractor to implement and maintain a security program for personnel and equipment.

4. PWS Section 3, GOVERNMENT FURNISHED ITEMS AND SERVICES, Page 25: Will the Government provide access to internet and/or landline telephone service? Answer:

There is landline phone only.

5. Technical Exhibit 4, Wage Determination: The Government list Wage Determination (WD) 2015-4377 Rev 17 as the Wage Determination to get utilized to provide SCA rates.

WD 2015-4377 Rev. 18 was released on 3/15/2022. Can the Government clarify the correct wage determination to be used to provide pricing for this effort? Answer:

Corrected; WD 2015-4377 Rev. 18 will be implemented.

6. Technical Exhibit 4 Wage Determination. Technical Exhibit 4 Wage Determination states use Revision 17 for WD 2015-4377. Revision 18 has been published on sam.gov. Should the Offeror use Revision 18 for our response? Answer: Corrected; WD 2015-4377 Rev.

18 will be implemented.

7. Solicitation W9124722R0010. Section L page 43 of 48 Table 1. May the Offeror submit Volume I (Factor 1: Technical capability) in Adobe PDF only? Answer: No, all submittals in reference to Volume I shall be MS Word and Adobe PDF to be considered “responsive.”

8. Solicitation W9124722R0010. Section L page 43 of 48 Table 1. May the Offeror submit the Pricing Narrative in Adobe PDF? Answer: No, the Pricing Narrative shall be submitted in MS Word to be considered “responsive.”

9. Solicitation W9124722R0010. Section L page 43 of 48 Table 1. Should the Offeror submit a completed Section K Representations, Certifications, and Other Statements of Offerors with proposal Volume II or will our sam.gov registration be acceptable? Answer: Offerors shall submit a a completed Section K Representations, Certifications, and Other Statements of Offerors with Volume I.

10. PWS Part 4 Contractor Furnished Items and Services; 4.2 Equipment Page 25 of 29; “The Contractor shall provide six (6) each non-tactical, dual axle, commercial vehicles, 4x4 extended cab trucks capable of traversing difficult, rough, and uneven terrain.” What is the average mileage for one vehicle per month? Answer: Unknown as this is not tracked by the COR or KO.

11. Performance Work Statement, Part 4.2, Contractor-Furnished Items - Question- Can the Contracting Officer provide the following information about the 6 trucks which the contractor must furnish-

(a) Specifications such as preferred engine size, load capacity, bed length, etc.

(b) OR information about the trucks in current use?

(c) Workload data based for the trucks based on historical use, such as annual, monthly, or weekly average miles per vehicle?

Answer: Requirements for vehicles are stated. Options are at contractor discretion.

No historical usage data as not required to report to KO or COR.

12. Performance Work Statement, Technical Exhibit 4 – Wage Determination

Comment- TE-4 refers to Wage Determination No. 2015-4377, Revision 17, 12/27/21.

However that Wage Determination is no longer available from Dept. of Labor and has been replaced by Wage Determination No. 2015-4377, Revision 8, 3/15/22.

Question- Can the Contracting Officer amend the solicitation to incorporate the new Wage Determination

Answer: Corrected; WD 2015-4377 Rev. 18 will be implemented.

13. Performance Work Statement, Part 5.1 – Basic Services (page 27) Comment- Part 5.1 states that the contractor must operate and maintain 5 separate live fire/maneuver ranges and “These ranges require potential simultaneous 24 hour coverage.”

Question- Based on USASOC’s historical data for range usage- (a) How often will all 5 ranges or 2 or more ranges be in use at the same time? and (b) How often will all 5 ranges or any lesser number of ranges require 24 hour coverage?

Answer: Unknown as the KO and COR does not track this data.

14. Performance Work Statement, Part 3.1.2, Government-Furnished Items (page 25) Comment- Part 3.1.2 states that the government will provide “basic safety tools” but does not explain the types of tools.

Question- Please define the term “basic safety tools? Will the government provide all tools and equipment (except for items listed in PWS Part 4) necessary for the contractor to perform the work described in PWS Part 5, Specific Tasks?

Answer: All tools and equipment necessary to perform the tasks required at each range will be provided. Examples (not all inclusive); Mower, Weedeater, sholvel , sandbags, rakes, hammers, saws,etc.

15. Solicitation Section L-4b, Table 1, Proposal Content (page 43)

Comment- Table 1 refers to a“Pricing Narrative in MS Word” as part of Volume 3, Factor 2, Price. However, the instructions for Volume 2, Price (page 44 – 45) do not refer to a “Pricing Narrative”.

Question- Can the Contracting Officer explain this discrepancy and amend the solicitation accordingly?

Answer: This was a error; Volume 2 and Volume 3 are the same. Any reference to Volume 3 will be removed to prevent further confusion.

16. Is 2015-4377 17, the most current WD for this effort? If not, can you provide the most recent WD? Answer: Corrected; WD 2015-4377 Rev. 18 will be implemented.

17. Solicitation, Instructions to Offeror (ITO), Section 4.e., page 44 of 48, states that labor category descriptions are not counted against the page limit. Please clarify what requirement of Volume I or II this aligns to. Answer: Labor category descriptions references Volume I, Technical Capability and/or Volume II, Pricing, if applicable.

18. Solicitation, ITO 5.i, page 44 of 48, requires us to provide a plan on "how the tasks in the PWS would be fulfilled." How is this different that the ITO 5.iv requirement show "how the staffing proposed can successfully perform each task area of the PWS"? Answer:

Offerors are required to provide a plan demonstrating an understanding of the requirement and how the tasks in the PWS would be fulfilled. This is the overarching technical approach. The staffing plan is a component and specific to staffing.

19. Solicitation, Instructions to Offeror, Section 4.e., page 44 of 48, states that technical experience submission is not counted against the page limit. Please clarify what requirement of Volume I or II this aligns to. Answer: Technical experience submission references Volume I, Technical Capability.

20. Solicitation, Instructions to Offeror, Section 4.e., page 44 of 48, states that cross reference indices are not counted against the page limit. Please clarify what requirement of Volume I or II this aligns to. Answer: Cross reference indices references Volume I, Technical Capability and/or Volume II, Pricing, if applicable.

21. Solicitation page 19 provides the Ground Support Equipment Worker labor category from the Service Contract Act (SCA) Directory of Occupations (SCA Code 23380). Are Offerors required to propose the Ground Support Equipment Worker labor category for the Target Workers? Answer: As stated under the same section, this is provided as information only and doesn’t constitute a wage determination.

22. Solicitation page 19 provides the Ground Support Equipment Worker labor category from the Service Contract Act (SCA) Directory of Occupations (SCA Code 23380). Will the Government confirm that, historically, the Target Worker tasks as defined in the PWS have been performed by Ground Support Equipment Workers (SCA Code 23380)?

Answer: As stated under the same section, this is provided as information only and doesn’t constitute a wage determination.

23. There are multiple fill-ins within Section K. In Section L’s instructions, 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998) requires Offerors to complete and submit the provisions with the proposal. Will the Government clarify where to include the completed Section K clauses and provisions? Should the clauses and provisions be included in one of the volumes or submitted as a separate file? Answer: Offerors shall annotate appropriate Section K information with their Volume I submission.

24. Table 1 on solicitation page 43 details Volume I and Volume III. Will the Government clarify that Volume III is a typographical error and that there are only two (2) volumes to be submitted (Volume I and Volume II)? Answer: This is a error, there are only two volumes, Volume I and Volume II.

25. Table 1 on solicitation page 43 stats that for Volume II, Factor 2: Price, there is a Pricing Narrative that is required to be in MS Word format. However, there are no requirements for a Pricing Narrative in Volume II’s instructions on pages 44 and 45. Will the Government clarify if Offerors are required to submit a Pricing Narrative? If a Pricing Narrative is required, will the Government provide instructions on what Offerors are to include within the document? Answer: Offerors are required to provide a narrative on their cost breakdown for labor, ODC, etc.

26. Section L’s Proposal Preparation Instructions lists “labor category descriptions” within paragraph e.; however, the proposal instructions do not include a requirement to provide labor category descriptions in Volume I or Volume II. Will the Government clarify if Offerors are to provide labor category descriptions, and if so, which volume to include this information? Answer: Labor category descriptions references Volume I, Technical Capability and/or Volume II, Pricing, if applicable.

27. Section L’s Proposal Preparation Instructions lists “technical experience submission” within paragraph e.; however, the proposal instructions do not include a requirement to provide a “technical experience submission” in Volume I or Volume II. Will the Government clarify if Offerors are to provide a “technical experience submission”, and if so, which volume to include this information? If Offerors are required to submit a “technical experience submission,” will the Government clarify what the requirements are for the submission? Answer: Yes, Offerors shall provide technical experience submission, which includes providing relevant examples of experience to this requirement.

28. According to Section M’s evaluation criteria, Offerors are required to provide “the proposed prices for all CLINs in the Pricing Schedule (SF 1449, Section B – Services and Prices) for the Phase-In, Base Year, Option Period 1, Option Period 2, Option Period 3, Option Period 4 and Phase-Out Period.” There is no CLIN for the Phase-Out Period. Will the Government clarify if the 30-day Phase-Out Period is included within the

12-month Option Period 4? Will the Government clarify if Section B is missing a CLIN for the 30-day Phase-Out Period? Answer: A 30 day Phase Out period is included in the final Option Period 4.

29. According to Section M’s evaluation criteria, Offerors are required to provide “the proposed prices for all CLINs in the Pricing Schedule (SF 1449, Section B – Services and Prices) for the Phase-In, Base Year, Option Period 1, Option Period 2, Option Period 3, Option Period 4 and Phase-Out Period.” There is no CLIN for the Phase-Out Period. Additionally, the Section L instructions for Volume II do not include requirements for pricing the Phase-Out Period. Will the Government clarify if Offerors are to include a separate Phase-Out tab within the required price matrix, detailing the pricing of the 30-day Phase-Out period? Answer: As stated above, a 30 day Phase Out period is included in the final Option Period 4.

30. PWS paragraph 1.3.1 states “Provide qualified/certified Range Target Workers.” Will the Government clarify what certifications the Range Target Workers are required to have?

Answer: Requirements for employees are in 1.23.2.1 through 1.23.2.5 as well as

1.23.3.2.1 and 1.23.3.2.2.

31. Technical Exhibit 4 Wage Determination provides Wage Determination (WD) Number 2015-4377, Revision 17, with a revision date of 12/27/2021. According to SAM.gov, there is a more recent version of WD Number 2015-4377 available, which is Revision 18 with a revision date of 03/15/2022. Will the Government confirm that Offerors are to use WD Number 2015-4377, Revision 18? Corrected; WD 2015-4377 Rev. 18 will be implemented.

32. According to SCA Wage Determination 2015-4377, Hazardous Pay Differentials apply to employees employed in a position that represents a high or low degree of hazard when working with or in close proximity to ordnance (or employees possibly adjacent to) explosives and incendiary materials. Will the Government clarify if any of the positions require a Hazardous Pay Differential? If required, which Hazardous Pay Differential percentage should be used – 8% for high degree of hazard or 4% for low degree of hazard? Answer: No hazardous pay shall not be authorized for this requirement.
