1We attended the site visit for the subject solicitation and expect to provide our proposal by the due date. Upon our attempt to log onto DOD SAFE, we noticed we will need either a log in ID, or a Request Code to load project documents and submittals. Please assist in providing the credentials necessary to access DOD SAFE.Amendment 5 was revised for offerors to submit proposals by email only to the Contracting Officer and Contract Specialist
2Page 4. Item 1.Page 4. Item 1. The contractor shall provide (as specified in eachTask Order (TO) under the resulting contract) all labor, equipment, materials and supervision necessary to perform a broad range of construction, repair, maintenance, bid‐build, and design build services on real property at Fort Bragg, Observation: Bid‐Build refers to design, bid and build type tasks orders. Will the government provide a separate design by another AE not under this contract to bid on?Bid-Build TOs will have complete design documents package and/or full detailed narrative scope provided to contractor for bid/execution.
3Page 5. Item 1.Page 5. Item 1. DESCRIPTION OF WORK. This Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) will be used to execute a broad range of maintenance, repair, and minor construction projects at Fort Bragg, Simmons AirField, Pope Army AirField, and Camp MacKall, North Carolina. During the contract span, the Government will identify Tasks required to complete each project. The Contracting Officer (KO) will issue Requests for Task Order Proposal (RTOP) to the awarded Contractor(s) to compete for projects. Project work may include a variety of trades, such as demolition, grading, storm drainage, erosion control, dam, septic system, landscaping, concrete, paving, roadway, airfields, parking lots, water supply, wastewater collection, fencing, and other general construction work. Projects may include design for Design‐Build execution. No projects will be design only. Observation: What percent of the Tasks orders are anticipated to have a design‐build component?
It is expected that at least 35% of TOs will be Design-Build and possibly more than 85% will be Design-Build.
4Page 5. Item 2.2.LICENSURE AND CERTIFICATION. The Contractor shall retain the services of NC licensed design professionals for all Design‐Build TOs. The design professionals shall have the necessary expertise and license to provide electrical, landscape architectural, structural, and civil systems analysis, design, and planning services. These design professionals shall have knowledge of, and expertise in, the application of current Federal, Department of the Army, State of North Carolina, and Fort Bragg facility design, construction safety, and environmental protection laws, regulations, rules, and codes and shall provide the Contractor guidance in these areas. Supporting service providers, such as foresters, geologists, land surveyors, soil scientists, communications designers, and others, shall be retained by the Contractor and licensed and/or certified as required by law and regulation to execute TO. Observation: It is assumed that only the principal designer of record; such as the key AE firm shall retain NC licensed and subconsultants are required to have licensed but not duly restricted to NC licensed such as for electrical, landscape architectural, surveyors, communications, etc.Practice of engineering, architecture, and other licensed professions is subject to State laws and regulations. To provide such services in NC requires licensure by the State of NC. Note that a PE or RF, for example, practicing in one area may have little to no familiarity with conditions affecting a project in another area. They may be highly qualified, but not highly qualified with respect to projects at Fort Bragg. Regardless of the entity that retains the design professionals and supporting service providers (prime contractor, subcontractor, prime AE, other), all must be properly licensed and/or certified as required by law and regulation to execute TOs.
5Item 2.2. AND 2.3.3Please offer an exception to Item 2.2. It is unduly restrictive

and may cause pricing escalation.2.3.3. The Contract Manager shall meet or exceed the following minimum qualifications: The Contract Manager shall have a minimum of a Construction Management Degree, Engineering Degree, Architectural Degree, or similar

degree related to construction and engineering. The Contract Manager shall also have a minimum of five year experience managing horizontal construction services to include quality construction engineering, project management, heavy construction engineering. between items that are associated with each classification of work (usually either Minor Construction or Repair, as per AR 420‐1 Army Facilities Management and DA PAM 420‐11 Project Definition and Work Classification). Notes shall be affixed throughout the TO drawings to clearly distinguish between work that is Repair and work that is Minor Construction. Similarly, notes shall be affixed throughout the TO drawings to clearly distinguish items of work representing as‐yet un‐awarded scope Additives. Allocate space on the title page for identification of Minor Construction (MC) and Repair (R) symbols. Entitle the space “WORK CLASSIFICATION”, using 1⁄4” leering as a minimum. MC and R will idenfy items on any following sheets that contain such work. Additive items shall be priced separately, complete with Overhead and Profit (OH & P). When different work classifications apply to Additive items, these shall be noted on the drawings and price proposal. Completed final design submittals, drawings, and price proposals shall clearly define the different items associated with each classification of work, including Additive items. The Government will identify any anticipated Additive work items and expected work categories the Contractor shall be responsible for tracking when it issues the Request for Task Order Proposal (RTOP). Observations: Work Classification (WC) is an unique and normally the responsibility of the Government. 84Question 77 - 88 are all from the same vendorIn order for a fair evaluation of the price for the seed project, all proposals should be based on the same scope of work. It is clear from the site visit that the design is not 100% complete. There are a number of unknows that will significantly impact the cost of the project. Due to the time constrains, we are requesting clarification on a number of items. CLIN 0001 A) Will the government provide the thickness of the asphalt at each location where the asphalt is to be removed from the parking lot? The disposal cost will change based on the volume of asphalt to be removed. B) What is the thickness of the base material under the asphalt? Removal of the base material will be required and fill material with topsoil will be required to get the landscaping to grow. C) Sheet C-111, sheet C-400, sheet G-500 and sheet G-501 provide information on the exercise equipment. The contour lines on this site show a steep slope across the project site with all stormwater flowing across the site. This was confirmed at the site visit. The drawings show the exercise equipment on a relatively flat area. The site should be graded to provide a level site for the equipment and the stormwater should be diverted around the equipment and flow into the stormwater system. This can only be bid if a design is prepared for this work? Does the government intend to provide a design for this area or is the contractor going to be required to provide a design for this area? If a design is going to be prepared by the contractor, will the government delay the submission date to allow for a preliminary design for this area? D) Where do we tap into for water for the irrigation system? The KTR will be expected to propose on projects without any type of design as part of this MA IDIQ. The seed project exemplifies the type of projects that will be issued on the MA IDIQ contract, the KTR is expected to use their professional expertise to provide a proposal.
85Question 77 - 88 are all from the same vendorCLIN 0002 A) Sheets C-103 and C-104 show a section of Logistics Street to be removed. There are no dimensions on this. Will the government provide a width of the pavement to be removed? B) How thick is the pavement to be removed under Clin 0002? C) How thick is the base material under Logistics road and Butner Road? D) Sheets C-102, C-103 & C-104 show the laydown area to be cleared and landscaped. The photo appears to follow the cleared area and identifies the existing trees to remain. Will the large trees along Butner Road remain? E) Sheet C-103 identifies two structures to be removed. We were not able to access the buildings during the site visit. Will the government provide foundation drawings for the two structures? Does the pre-engineered building have power, water and sewer? If so, where do we terminate these utilities? F) The drawings show no asphalt repairs under Clin 0002. Confirm there are no asphalt repairs under Clin 0002. G) The area inside the fence under Clin 0002 is almost completely full of equipment, storage containers and material. Is the contractor to assume that all of the equipment, storage containers and other material will be removed prior to construction? If not, what quantity of debris should the contractor assume he will have to remove from the site? H) Note on the demolition sheet shows the areas to be demolished in its entirety. Will the contractor be required to remove the existing fence and bollards around the laydown yard? If so, do we install a new fence and is there a specification for the new fence? I) Is there any contaminated soil in the construction limits of Clin 0002? J) Are there any temporary or permanent fuel storage tanks in the construction limits of Clin 0002? K) Will the contractor have access to the are inside the fenced area shown on Clin 0002? L) Google appears to show a paved area on the north and south side of the fabric structure to be removed. The removal of this pavement is not specifically shown on the drawings. This area is shown to be grassed. Is this area paved and is it to be removed? If so, how thick is this pavement and does it have base material under the pavement?
M) Pavement will be removed along Logistics street. Is curbing required where pavement is removed? N) Where do we tap in to obtain water for the irrigation system?See response to question #84
86Question 77 - 88 are all from the same vendorClin 0003 A) The demolition sheet removes pavement along the west side of the area. This area is parallel to the railroad track. Sheet C-107 does not show any landscaping in this area. Should this area be landscaped?

B) How wide is the new sidewalk?

C) Where do we tap in to obtain water for the irrigation system?

D) How thick is the pavement to be removed on the south side of Honeycutt road?

E) How thick is the base under the pavement to be removed?

F) Will temporary fencing be required in the area along Honeycutt Road?

G) Will restrictions to traffic be allowed on Honeycutt Road during construction?See response to question 84
87Question 77 - 88 are all from the same vendorClin 0004

A) How thick is the pavement in the parking lot?

B) How thick is the base under the pavement?

C) Where do we tap in to obtain water for the irrigation system?

D) How wide is the sidewalk?

E) What is the offset from the existing curb to the edge of the pavement removal? This will impact the volume of material to be remove and the area of the landscaping to be installed.See response to question 84
88Question 77 - 88 are all from the same vendor4) There are a number of large trees in the limits of the project that will be removed. Can the contractor assume these trees will be removed form the site and sent to a landfill or must we consider the commercial value of the timber and have the forester evaluate the marketability of the small number of trees on the site? 5) The drawings provide no initial or final elevations at any location. Without existing and finish elevations, it is impossible to accurately calculate earthwork volumes. A large portion of the cost for this project will be associated with providing fill material and topsoil to bring the site up to finish grade. Without initial and final grade elevations, the contractor cannot reasonably determine quantities. Will the government provide existing and finish grades? If grades are not provided, will the government add a unit price line item for the quantities to be removed and the quantities to be placed? This will allow all contractors to price the same scope of work. 6. The Statement of work provided at the site visit identifies this as a design/build project. Will the government extend the due date for the proposals to allow for the designer to evaluate the current drawings and provide additional information required to properly price the seed project? 7. Volume II, paragraph 3, Factor 1 on page 8 of amendment 3 clearly states that “the National Seed Project will not result in the award of a task order”. This is inconsistent with the discussions at the site visit. Will the National Seed Project result in award of a task order either now or in the future? 8- Section L, subfactor 2, (ix) on page 10 of amendment 3 speaks to key non-design labor personnel and identifies information on these personnel. Is this for management personnel or to include all field crew personnel required for the work? Based on the wide range of work, providing information on all labor categories (plumber, carpenter, landscaper, concrete crew, operators and other crews) will not be possible within the 30-page limit. 9- Section L.2.C, Vol III –Past Performance. There is no mention of subcontractor (e.g., design subcontractor) past performance being included in the offeror’s past performance, although consent letters for subcontractor partners are required to release past performance information. Please confirm the number of projects that can be provided for subcontract partners for the past performance requirement. 10- Section M.B Factor 2: Past Performance: Please confirm that subcontractor past performance will be weighted the same as the prime offeror.See response to question 84
89During the Seed Project Overview Presentation (which was a part of the Site Visit) it was announced by the DPW Representatives that a task order award could be made of the seed project. Can the Notional Seed Project be awarded or is it just for evaluation purposes only?See government response to question #36
