Bidders Invitation for Bid (IFB)
W91247-19-B-9000
Liquid Propane Gas
Dear Potental Bidders:
The Mission and Installation Contracting Command Center -Fort Bragg (MICC-FB), North Carolina invites bids in response to the enclosed IBF W91247-19-B-9000 for the delivery of bulk propane to approximately 76 Government-owned propane tanks located on Fort Bragg, Camp MacKall, Pope and Linden Oaks, North Carolina.
Please note that this letter is not an integral part of the IFB. The purpose of this letter is to provide information to potential bidders as it relates to the North American Industry classification System (NAICS) code 325120 “Industrial Gas Manufacturing”and how it affects otherwise classified large businesses.
This requirement is determined to be classified under NAICS code 325120 “Industrial
Gas Manufacturing” with a size standard of 1000 Employees. The Small Business
Adminstration’s “Notice of waiver of the Nonmanufactuer Rule for certain Petroleum Products”, dated 27 April 2006 “allows for otherwise qualified regular dealers to supply the products of any domestic manufacturer on a Federal contract set-aside for small businesses”. The following
NAICS codes apply to the 27 April 2006 “Notice of Waiver of the Nonmanufactuer Rule for certain Petroleum Products.”
325120, Industrial Gas Manufacturing;
324110, Refinery Gases made in Petroleum Refineries; or
332420, Liquid Oxygen Tanks Manufacturing.
Thus, the non-manufacture’s rule would allow otherwise classified large businesses to be considered a small business for the purpose of this requirement. Under the current System for
Award Management (SAM), a contractor need not be certified under NAICS 325120 for the purpose of this requirement. Regardless of self certification all NAICS codes are identified in each contractor’s SAMs database.
All prospective Contractors must be registered in the SAM, which is the Official U.S.
Government system that consolidated the capabilities of US Central Contractor Registration
(CCR)/FedReg, Online Representations and Certifications Aplication (ORCA), and Excluded
Parties List System (EPLS). There is NO fee to register for this site. Entities may register at no cost directly from their webpage at https://www.sam.gov/portal/public/SAM/.
Attached you will find a copy of the Small Business Adminstration’s “Notice of waiver of the Nonmanufactuer Rule for certain Petroleum Products”, dated 27 April 2006.
