Solicitation W91247-17-Q-0004, Replace 25 Ton Overhead Crane Fort Bragg, NC

The following is a consolidated list of questions received following the site visit and the government response to all questions.

KEY:

Consolidated Contractor’s Questions (Q#)

Government official answer (A#)

Q1: 460 volt power is not available. The transformer feeding the building is a 208 volt transformer.

Does the Govt. want to change the voltage of the crane or do you want to set a new interior transformer to increase the voltage for it?

A1: Solicitation electrical requirements will change to 208 volt power. Crane system will continue to be run at 208vAC.

Q2: The new ground wire that is required, can that be run in its own conduit? If you would like it to be pulled in the existing conduit, which is large enough and would be fine, we would recommend replacing all existing wires. This is due to the age of the old insulation on the existing wires.

A2: the Ground wire shall have his own conduit.

Q3: Is it just the crane trolley that they want to upgrade?

A3: Solicitation is to replace top running hoist with trolley, replace bridge/trolley/hoist control panel incorporating radio remote control install new ground bus bar.

Q4: No bridge girder up grade?

A4: No

Q5: Can we rebuild the existing crane trolley?

A5: No, New top running trolley / hoist with new load block and hook is required.

Q6: Will the new controls mount on the crane trolley or the bridge girders?

A6: New electrical control panel will be mounted in the same general location as the current. Size of new control panel may dictate slight movement of panel. Panel to be installed at same relative point.

Q7: Do they still want the push button to hang from the crane trolley?

A7: No, radio remote is specified

Q8: How about a radio control?

A8: solicitation calls for radio control

Q9: New power festoon?

A9: No power festoons. Power is supplied through electrical bus bars.

Q10: Need to check that 12" dim. on the spec.?

A10: Explanation needed as to what spec is being asked of

Q11: Can you weld on site?

A11: Yes, Hot work permit is required from the fire department.

Q12: Please confirm water supply and use (ideal pressure 240 gal/min.)

A12: There are three fire hydrants located near this facility. Typically, the fire hydrants on Fort Bragg are rated around 60–100 psi, 510 gal/min.

Q13: Please confirm connection of hoses are standard 2 ½” US Male Thread Fire Hydrant Hose Fitting

(MNST).

A13: The best source of water is the fire hydrant.

Q14: Please confirm that the water source is less than 100 ft. away from the crane to be tested and when time for use, we will be allowed to do so.

A14: It’s estimated that the fire hydrants are greater than 100-feet. Coordination is required with ONIS for any work required with the use fire hydrants.

Q15: The AC currently powering the existing crane appears to be 208 3 phase, are there going to be revisions to crane requirements and control panel, or are there provisions to upgrade current power.

From conversation recollection, the revision to crane items are to be made A15: See A1 answer.
