QUESTIONS AND ANSWERS
The following is a consolidated list of twenty nine (29) questions received from all contractors with the government response to each question.
KEY:
Consolidated Contractor’s Questions (Q#)
Government official answer (A#)
Q1: Please reference Section 16.1.1 of the Statement of Work (on pg. 5 of the solicitation):This section states that the contractor is responsible for coordinating with COR for HVAC (OMD) “assistance” to help remove and transport the existing chillers to the DPR yard and to transport the new chillers to the site. This suggests that removal and transport of the existing chillers and transport of the new chillers is the responsibility of the contractor with assistance from the Government, and appears to be in conflict with what was stated by the Government at the site visit. At the site visit, Government OMD personnel stated that it would be the responsibility of the Government to remove the existing chillers and transport them to the DPW yard (after the contractor completes demolition of piping and electrical connections) and to transport the new chillers to the existing concrete pads.
A1: OMD (HVAC) by way of COR will take away the existing Chillers after Contractor Demos and OMD/COR will coordinate with the Contractor on the transport of the new chillers to be set on the pad with the Contractor on site. OMD has the transport and Crane.
Q2: Please clarify/define the responsibilities of the Government and the contractor with regard to removal and transport of the existing chillers and transport and placement of the new chillers. Also, please revise Section 16.1.1 of the SOW accordingly, in order to clearly define those responsibilities.
A2: See Answer #1
Q3: Please reference Section 16.1.18 of the Statement of Work (pg. 6 of the solicitation): The location of the new connections for the portable chiller was not determined during the walk thru, as this SOW section had indicated.
Please amend the Statement of Work to include the desired location.
A3: The location will be on the building side piping (supply and return) in the Mechanical room. It will need a “T” and an inline ball valve (to isolate the chillers). This will need to be done FIRST so we can hook the temp. Chiller back up. OMD has the 3” Cam Fittings. They were on site. You can replicate what is outside already.
Q4: Please reference page 33, “Submission Instructions”: Section “A” states that “only emailed quotes will be accepted”, but does not specify an email address. Please confirm that submission of offers on the SF1442 and the Pre-Award Survey must be emailed to william.d.covington2.civ@mail.mil.
A4: Email quotes are the only methods of submissions. The submission email address is:
William.d.covington2.civ@mail.mil
Q5: Please confirm that a follow-up, hardcopy offer by mail is not required.
A5: No hard copy follow-up will be required.
Q6: Will you be opening the bids after receipt on September 5, Labor Day?
ANSWER: The closing date and time is September 6, 2016 at 12:00 PM Eastern Standard Time.
Q7: Will there be a designated sequence of work to maintain cooling for the building? Will there be more than one day of start-up for the two chillers?
A7: OMD and the COR will figure out how to maintain cooling on the building while the install is being done. Start-up will be scheduled through OMD.
Q8: What are the options included on the Trane CGAM chillers? Can you provide the complete model number description?
A8: Here is the Link for the IOM….CGAM 60 tons https://www.trane.com/content/dam/Trane/Commercial/global/products-systems/equipment/chillers/air-cooled/CG- SVX17H-EN_08172015.pdf
Q9: Where will the 3” CAMLOCK connections be installed?
A9: See Answer #3
Q10: Will the Contractor be responsible for damages caused by OMD in the handling and delivery of the units?
A10: No
Q11: Please confirm that DPW will be the responsible party for coordinating and performing the removal of the old chillers and setting of the new chillers. The contractor is responsible for cutting the piping loose and reconnecting them after the new chillers are set. The contractor will also be present to ASSIST DPW with the removal and setting of the chillers.
A11: See Answer #1
Q12: Please confirm that DPW is providing transportation to and from the jobsite and their yard for both the old and new chillers.
A12: See Answer #1
Q13. Please confirm that DPW is providing any necessary crane work needed for the process of removing and setting the chillers. Can we request a copy of the lift plan for our safety records since we will be assisting DPW around a crane?
A13: YES. Contractor can talk to the COR and he will get with the Crane crew.
Q14. Please confirm that DPW will be handling any refrigerant recovery as necessary.
A14: OMD (HVAC) will recover the R-22 when the Chillers arrive in the DPW Compound.
Q15. Please confirm that the existing pads are of adequate size to allow the proper installation of the government provided CGAM chillers.
A15: Yes.
Q16. Does the existing piping have heat trace installed?
A16: Some. The new Chillers need new Heat Trace before Insulation goes on.
Q17. Per 16.1.17, the RFP states for heat trace to be installed. Is that for all outdoor piping new and old? Will the existing insulation need to strip completely to allow for heat trace installation on the existing piping?
A17: All outdoor piping will be demo’ d. (It is copper) black weld pipe will start from a Dielectric union (at the wall and Contractor will install) and be piped to the chillers with valves and all wells for sensors. Install heat trace and reinsulate.
Q18. Is any test and balance of the water required for this project?
A18: No, unless you see a problem then you get with the COR.
Q19. Please confirm existing circuit breaker size.
A19: 150
Q20. Will all new piping be installed or just as needed.
A20: Yes. From the wall to the chillers with bracing. See Answer #17
Q21. Please confirm that the supply and install of glycol will be by DPW.
A21: Yes.
Q22: What type flow switches are on the chillers?
A22: The CGAM Chillers have Water flow Sensors install from factory. We are asking for additional mechanical Flow switches in wells on the piping and wired up properly.
Q23. Can paragraph 16.1.3 Remove wire from existing panel at other location from the circuit breaker for chiller #2, to be re-routed to Panel PP-2.be deleted.
A23: Yes, because systems will remain on back-up (Emergency power)
Q24: Who will supply the crane for removal and installation of the chillers?
A24: See Answer #1
Q25: How will cooling be maintained?
A25: OMD and the COR will figure out how to maintain cooling on the building while the install is being done. If you have any suggestions please let us know. See ANSWER# 3.
Q26: Who will provide the control valves?
A26: OMD (HVAC) will provide.
Q27: What sequence of installation will be used and whose control system are being used?
A27: All control wiring needs to be brought back to the controls panel in conduit. Reuse the conduit that is there if you can, also label the control wires so that the OMD controls guys can wire them correctly in the controls panel.
OMD Control team will be taking care of the wiring in the panel.
Q28: Will everything be tied in or outside the building?
A28: Piping tie in should be close to the wall on the outside of the building. If you as a Contractor think it is better on the inside let us know and why.
Q29: Can the site visit sign in sheet be sent out to everyone?
A29: No.
