TextField1: Nebraska National Guard Industrial Hygiene Inspections
TextField1: Zach Sehnert/Jarod Epp
TextField1: When may the KTR invoice?
TextField1: Once the report for the location is accepted by the COR, the KTR may invoice for that location and associated amount. The KTR may invoice for each location separately, or multiple locations at a time; whichever is administratively beneficial to them.
TextField1: How should the KTR go about scheduling individual inspections?
TextField1: Scheduling will be coordinated through the COR and the POC for that facility.
TextField1: Are IAQ measurements required?
TextField1: No. PWS has been updated.
TextField1: The periods of performance identified in the “PWS_IH_2023.05.04” (paragraph 1.5 and subparagraphs 1.4.3 to 1.4.7) and “1_Solicitation Combo_2023.05.23” (paragraph 7) files are different. Please clarify the intended contract dates.
TextField1: The dates in the Solicitation Combo are correct. The PWS was updated.
TextField1: PWS_IH_2023.05.24 paragraphs 2.1 and 2.2 – please clarify the place of performance requirements and for not permitting teleworking. Is the Contractor expected or required to establish offices at each project site?
TextField1: PWS was clarified.
TextField1: PWS_IH_2023.05.24 paragraph 2.8.2 - The URL/website link identified in this section for the AT Level 1 training directs to a “404” page. Please provide an updated link to the required training.
TextField1: PWS was updated with a new link.
TextField1: Please confirm that the PoP for Base Year is (approx.) 1 Aug 2023 – 31 Mar 2024, and that the PoP for subsequent option years runs from 1 April to 31 Mar. Different PoP dates are listed in Attachment 4 in the .zip file accompanying the solicitation.
TextField1: This was corrected in "4_PWS_IH_2023.06.01" and question #4 on the QA.
TextField1: Is there an incumbent for this work?
TextField1: No. We had multiple contractors inspecting different sites. This is the first time we are combining the entire state into one contract.
TextField1: Have prior surveys been conducted and, if so, will they be made available?
TextField1: Most of the facilities have had prior surveys completed, but there are a few that have been newly added to the survey schedule. Specific information/data from prior surveys can be made available upon request.
TextField1: In Section 6.1.2.2, reference is made to “unknown potentially hazardous processes.” Please explain what this is intended to mean.
TextField1: The SOH Office has compiled a list of the most up-to-date processes that are conducted at each facility. However, occasionally shop personnel may put into place a process or machine/equipment that the SOH Office is not made aware of. If a process is observed at the time of the survey that is not indicated on the list as a known process for that facility, that previously unknown process should be appropriately surveyed and referenced in the final report.
TextField1: Will local facilities be able to provide ladders for contractor use if necessary to reach elevated ventilation vents (HVAC often runs along the ceiling)?
TextField1: All equipment needed to complete the survey will be furnished by the contractor.
TextField1: What standard is being applied for the amount of illumination?
TextField1: NGB IH Design Guide (09MAR2020) which can be provided.
TextField1: What categories of probable hazards do CATS, GTS, USPFO, MEDDET, and VMS (acronyms associated with specific locations) map to in Exhibit 1 to Attachment 4 in the .zip file accompanying the solicitation?
TextField1: Processes for these locations:

- CATS: Warehousing Storage, Vehicle Idling, Limited Welding, Vehicle and Equipment Maintenance

- GTS: Vehicle Idling, Battery Charging, Weapons Cleaning, Spent shell casing sorting, deforming, and recycling.

- USPFO: Warehousing and Storage

- MEDDET: This location should be removed from the list at this time.

- VMS: A new facility that conducts the same processes as those categories as “FMS”

TextField1: Sections 6.1.2.1-3 and Section 6.1.5 indicate that a full IH survey is to occur including listing all processes with hazards and associated controls and to determine whether IH and SOH Programs are present. In the Q&A Log, Question #2 on (4 April 2023) the POC stated that only noise, ventilation, and illumination assessments are needed for the facilities. In addition, the report Section 6.2.1.7 does not list a process assessment section. Please clarify.
TextField1: Only those subjects expressed in the PWS are required to be assessed.
TextField1: Section 6.1.8 explains the process to conduct air sampling. Air sampling is typically part of a full IH survey and is hard to schedule unless a known hazardous process is confirmed to occur and must be sampled and assessed. Please explain.
TextField1: Air sampling should be required as stated in the PWS. Process confirmation should be coordinated by the COR and facility Supervisor/POCs prior to site visits.
TextField1: Section 6.1.9.1 states to conduct personal dosimetry on as many employees as possible. What does that mean? This is feasible for smaller installations like the FMSs but how many employees should be sampled at the larger AASF and CSMS facilities (30 – 45 employees)? Historically, the mechanics are the primary employees exposed to excessive noise. Is conducting dosimetry on 5-10 mechanics an acceptable number?
TextField1: At each industrial hygiene survey site, perform noise dosimetry on at least 10 maintenance employees. If less than 10 personnel work at the facility, collect as many samples as possible. Efforts should be made to select personnel most likely to be exposed to higher levels of noise.
TextField1: Section 6.2.1.7 does not indicate the need for a recommendations section in the report. Is a recommendation section to be included in the Executive Summary or only in the Facility Hazard Abatement Log (Exhibit 5)?
TextField1: Recommendations should also be provided in the report, those provided in the hazard abatement log are specific to identified deficiencies. Suggest we add recommendations to the PWS as 6.2.1.7 (vii) or add as (d) and adjust subsequent appendices.
TextField1: Will there be any additional coordination required by the contractor to ensure State regulatory compliance are met?
TextField1: No
TextField1: There are many process/administrative requirements for the reports now listed in the proposal (e.g., photo log, facility site map, deficiency summary spreadsheet). Will your report require the items just mentioned? Is this considered a full IH survey and not just ventilation, noise, and illumination?
TextField1: Yes, the final report for each location is to include the items outlined in the PWS.
TextField1: In the recent updated Q&A Log, Question #8 the POC stated “This is the first time we are combining the entire state into one contract.” This adds 5 additional sites (FMS-2, FMS-4, FMS-7, VMS-3, and AASF-2). Is this correct for planning purposes?
TextField1: Yes
TextField1: Price breakdown File Name 3_Price Breakdown_2023.5.22 lists FMS #4, however, in spreadsheet 5_PWS Inspection Locations the site name is Gering RC/FMS 04. Will there be lead wipes sampling done for the Gering RC? If yes, how many samples?
TextField1: No.
TextField1: Ashland – CATS, what is the # of personnel for this facility?
TextField1: There are 3 full time personnel currently at this location.
TextField1: Confirming that total # of employees in FMS 05 is 6 employees?
TextField1: Correct.
TextField1: Price breakdown File Name 3_Price Breakdown_2023.5.22 lists AASF #2, however, in spreadsheet 5_PWS Inspection Locations the site name is Grand Island AASF/RC. Will there be lead wipes sampling done for the Gering RC? If yes, how many samples?
TextField1: No.
TextField1: For Grand Island AASF, can you provide the SDS for the paints used in the paint booth? Or can you provide the analytes to be sampled?
TextField1: All SDS's are maintained on site and can be provided upon request.
TextField1: Grand Island AASF, how many people are in the paint booth operation?
TextField1: There are 2 employees that periodically conduct painting operations.
TextField1: Is Grand Island AASF paint booth a drive through?
TextField1: No.
TextField1: Is there ventilation at the Hastings GTS?
TextField1: There is industrial ventilation at the Ammunition Supply Point (ASP).
TextField1: What is the # of personnel in Hastings GTS?
TextField1: There are 6 full time personnel currently at this location.
TextField1: 5_PWS Inspection Locations shows that Lead will be taken. Is this for the UTES or GTS? How many samples total per facility?
TextField1: Lead will be assessed at the ASP (under the category of "GTS"). At the ASP, 15 samples (including 1 blank) should be taken at this location.
TextField1: Is Lincoln MEDDET the Readiness Center in Lincoln?
TextField1: MEDDET is an added wing to the existing "Penterman Armory". Penterman Armory itself is not included in this contract.
TextField1: If Lincoln MEDDET is not the Readiness Center, will lead samples be taken? None are listed in the 5_PWS.
TextField1: No.
TextField1: Are we taking lead wipes samples at the Lincoln AASF/RC?
TextField1: No.
TextField1: How many samples will be taken at the Lincoln AASF/RC?
TextField1: None.
TextField1: Is the Lincoln AASF pain tbooth a drive through? Do you have the analytes that will be sampled?
TextField1: No. All SDS's are maintained on site and can be provided upon request.
TextField1: How many personnel are at the North Platte VMS #3
TextField1: There are 4 full time personnel currently at this location.
TextField1: What is the breakdown of personnel from MEAD FMS 6 and UTES #2?
TextField1: FMS 6 is no longer a functioning location. There are 14 employees at UTES #2.
TextField1: Please breakdown the CATS Ashland and CATS Meade. I understand that there are multiple buildings. Please breakout # of personnel per building.
TextField1: The 3 full time personnel conduct processes across both sites.
TextField1: Please describe what a GTS is in Hastings. Is this multiple buildings?
TextField1: GTS is Greenlief Training Site. GTS consists of multiple storage buildings, the ASP, and weather shelter.
TextField1: In PWS paragraph 2.6, Quality Control, is the “Technical Exhibit 1, Performance Requirements Summary” indicated here the same as “Exhibit 1 Typical Processes” found on pdf page 11? If not, please provide the applicable exhibit.
TextField1: The following was removed from PWS 2.6:

"As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS). A final QCP shall be submitted to the Contracting Officer Representative (COR) NLT 10 days after contract award. After acceptance of the QCP, the contractor shall obtain the Contracting Officer’s (KO’s) acceptance in writing of any proposed changes to its QCP. "

TextField1: The COR will obtain sample media with one of the approved laboratories. Which laboratories are in scope for analysis of samples?
TextField1: AIHA-certified labs located in the US.
TextField1: Are the approved laboratories able to provide equipment to conduct sampling or will another vendor need to provide sampling equipment?
TextField1: Approved laboratories can provide equipment if needed, the cost for equipment rental will be paid to the lab directly by the contractor. Only the laboratory analysis is covered by the Army National Guard.
TextField1: In the file 5_PWS,Inspection Locations_2023.05.22, which sites and RPA descriptions will require Air Quality/Sampling? There is no indication in Column I on where Air Sampling is required. Are the locations that include a paint booth, soldering and welding processes the only ones that require air sampling?
TextField1: Air sampling will be necessary for other operational activities beside the spray painting, welding, and soldering. See PWS Inspection Location document for details. Some examples are the ASP, vehicle maintenance (vehicle brake repairs), parachute rigger facility (total/respirable fraction dust), woodworking shop, abrasive blasting, sanding/grinding, etc.).
TextField1: Please confirm that since you have a preferred laboratory that our quote will not include the cost of sample analysis since that will be direct billed to your lab.
TextField1: Pricing should not include cost for laboratory analysis.
TextField1: Regarding Question #15 in the Q+A Log. Will air sampling only occur if the process duration is sufficient to obtain a sampling volume to meet the laboratories limit of detection?
TextField1: The intent is for the contractor to perform all appropriate air sampling inspections.
TextField1: When conducting air sampling of welding operations, is it required to conduct only total particulate sampling for screening purposes or is it to include the respirable and inhalable particle size fractions?
TextField1: Total metals. The exception, Cr(VI) inhalable fraction (IOM) when welding is conducted on stainless steel.
TextField1: Section 6.1.8.1 discusses the sampling for hexavalent chrome. At what facility and for which processes are workers exposed to hexavalent chrome? Is it at the AASF facilities or others?
TextField1: Facilities where spray painting, sanding/grinding or abrasive blasting operations are conducted. Process discussions will be conducted with Facility Supervisors prior to contractor performing surveys.
TextField1: If available, please provide the list of approved laboratories that the ARNG plans to utilize for this task.
TextField1: AIHA-certified labs located in the US.
TextField1: The PWS does not contain a paragraph 6.3. Please confirm.
TextField1: PWS numbering has been updated.
TextField1: The PWS paragraph 6.4 indicates a deliverables due date for “Any IDLH Notifications” and “Survey Report” of 31 October 2023 for “All Facilities.” Please verify or provide clarification on the requirements.
TextField1: PWS has been updated.

-IDLH Notifications are immediate notifications to the COR.

-Survey Reports are due 31 October 2023.

TextField1: Regarding the government’s response to question #50 and the changes in PWS paragraph 6.3, please clarify the government’s intent regarding submittal of the survey reports for all facilities by 31 October 2023. With respect to the number of facilities, site visit coordination, travel, survey/sampling, laboratory testing, and report development, we do not believe it will be possible to have all locations/reports submitted within three months of a contract award.
TextField1: PWS has been updated.

Base Year report due date is 30 November 2023.

Option Years report due date is 31 October of appropriate year.

TextField1: It has come to our attention that a couple of the QA responses appear to descope two of the facilities listed on the map and Price Breakdown sheet but revised documents have not been provided.

Question 13 appears to state that the Lincoln-MEDDET is to be removed from the project.

Question 37 appears to state that the Mead – FMS #6 is also to be removed from the project.

Would you please confirm the removal of these two sites from the project and verify if we are to provide any pricing for them?

TextField1: 1. Lincoln MEDDET has been removed.

2. Mead - FMS #6 has been removed by name only. The shop was 'absorbed' into another nearby facility. So, the name went away but the square footage is accounted for.
