The scope includes regular mowing with grass cuttings removed via mowers equipped with catchers (mulching kits are not acceptable substitutes), biannual clearing of the gated area, herbicide or pesticide application using chemicals not on the EPA's restricted list, and preventative maintenance performed twice per year. Fallen tree limbs from high winds must be hauled away. This is a total small business set-aside under NAICS code 561730. Prime contractors may use qualified small business subcontractors for on-site labor, though prime contractors must be small business, attend all pre-work meetings, provide all submittals, and conduct monthly on-site quality control inspections. Questions and Answers (Q&A)
Valley Resident Office Groundskeeping
W9123826BQA032
Question (Q)1.: Is there an incumbent if so what is the contract Number, value and the name of the company?
Answer (A)1: Contract number: W9123821P0016
Value Base and all options: $96,900.00
Legal Business name: Lopez Susie
Q2: How do you want your proposal submitted?
A2: Please submit your proposal to the contract Specialist Antonina Beal via e-mail at Antonina.Beal@usace.army.mil, and Contracting Officer Raymond R. Greenheck at Raymond.r.greenheck@usace.army.mil, as shown in the SAM announcement no later then 11:00 AM, PST on 1 September 2026.
Q3: Can you please provide some boundary maps?
A3: See below mailto:Antonina.Beal@usace.army.mil mailto:Raymond.r.greenheck@usace.army.mil
Q4: “mowers equipped with catcher”, can this be substituted with mower that has a mulching kit on it?
A4: No, we would not substitute with mowers with mulching kits. The grass cuttings need to be taken away.
Q5: May contractor use the qualifications, licenses, experience, and past performance of its proposed first-tier small-business landscaping subcontractor?
A5: Yes, however the prime contractor must be small business in accordance with NAICS code size standard and required to attend pre-work meeting and required to provide all submittals. See PWS section II, P. Pre-Work Meeting. Also see PWS paragraph C which states “If using subcontractors for performance, the Prime Contractor must do QC in person on site a minimum of once per month.”
Q6: Will the RFQ provide the property acreage, lawn square footage, number of trees and shrubs, service frequencies, historical workload, and specific seasonal tasks?
A6: Deed acres are 2.54 acres for property. Lawn around buildings is 0.43 acres. Area by trash cans is 0.25 acres, and gated area around the water is 0.60 acres. 0.60 acre to be cleared on a biannual basis to control plant growth. Number of trees on property is:
47. Historically, if we have high winds, tree limbs have fallen and require hauling away. (See Performance Work Statement (PWS) sections II. WORK TO BE PERFORMED and III. MOWING SCHEDULE).
Q7: Will herbicide or pesticide application be required? If so, may the applicable California licensing requirements be satisfied by the properly licensed subcontractor performing and supervising those applications?
A7: Yes, See PWS section II “3. The chemicals used shall not be on the Environmental Protection Agency’s List of Restricted, Suspended or Canceled Herbicides.”
Q8: Will the final quotation be submitted by email or through the PIEE Solicitation Module?
A8: Please submit your proposal to the contract Specialist Antonina Beal via e-mail at Antonina.Beal@usace.army.mil, and Contracting Officer Raymond R. Greenheck at Raymond.r.greenheck@usace.army.mil, as shown in the SAM announcement no later then 11:00 AM, PST on 1 September 2026.
Q9: As we are not based in California, our approach would be to subcontract the on-site labor to a qualified local landscaping company that itself qualifies as a small business under NAICS 561730, while we would serve as the prime contractor, retaining responsibility for contract administration, the staffing plan, quality control oversight, and overall project oversight. Because the proposed subcontractor would be a "similarly situated entity" under FAR 52.219-14, our mailto:Antonina.Beal@usace.army.mil mailto:Raymond.r.greenheck@usace.army.mil understanding is that this labor would not count against the limitations on subcontracting requirement for this total small business set-aside. Could you please confirm that a quote structured this way -- with a similarly situated small business subcontractor performing the on-site labor -- would be acceptable and fully considered under this solicitation?
A9: Yes, however the prime contractor must be small business in accordance with NAICS code size standard and required to attend pre-work meeting and required to provide all submittals. See PWS section II, P. Pre-Work Meeting. Also see PWS paragraph C which states “If using subcontractors for performance, the Prime Contractor must do QC in person on site a minimum of once per month.”
Q10: Would like to know the total acreage for the entire project, as it is not listed on both the solicitation and the PWS.
A10: Deed acres are 2.54 acres for property. See answer #6 for specifics. (see PWS section II.
WORK TO BE PERFORMED)
Q11: Would we still be able to conduct a site visit and what is the best way to arrange one?
A11: There will be no additional site visit.
Q12: Clarification regarding Preventive Maintenance. In the PWS Section II, subsection K it states that the additional ¾-acre area is to be maintained twice a year. But then the following sentence goes on to say, preventative maintenance is performed once during the base period and twice yearly during the option years. I also noticed that CLIN 0004 on page 3 lists a quantity of two. Could you please clarify what frequency the Government wants us to price for the base year.
A12: The preventative maintenance will be performed Twice per year, see revised PWS subsection K. Preventative Maintenance.
