Question 1 (Q1): Please confirm whether Solicitation W9123826QA031 requires a bid bond with the quote or performance and payment bonds after award. We did not identify a specific bonding requirement in the current solicitation and want to confirm before proceeding with pricing.

Answer 1 (A): The bonding requirement was not included in solicitation because it is not required for this Supply with Installation (Service) type contract.

Q2: Is there an engineers estimate for this project?

A2: There is no engineering estimate to state a contract Magnitude value range statement, because this is a Service contract.

Q3: Prefabricated Restroom Building Please provide the basis-of-design manufacturer/model, floor plan, or approved equivalent for the required prefabricated concrete restroom/shower building. If no specific manufacturer/model is required, please confirm that the Contractor is responsible for selecting and furnishing a building that meets the Performance Work Statement (PWS).

Please also clarify whether the stated 26 ft x 30 ft footprint is an approximate size, maximum size, or required footprint, and whether the minimum of four individual unisex restroom/shower combinations is the exact configuration required for bidding.

A3: Yes, contractor is responsible for selecting and furnishing building that meets PWS requirements. The 20X30 is the required footprint with 4 unisex bathrooms per PWS paragraph

3. Prefabricated Concrete Cast Waterborne Restroom

Q4: Utility / Maintenance Chase Size The PWS states that the building shall contain a utility/maintenance access chase "not to exceed 1,000 square feet." Please confirm whether the 1,000-square-foot limitation applies specifically to the utility chase or whether it was intended to reference the overall building size.

A4: Pipe chase shall not exceed 104 Square Feet. For measurements refer to the attachment titled Referenced Conceptual Drawings and see revised PWS section II. SCOPE OF WORK, paragraph 3. Prefabricated Concrete Cast Waterborne Restroom.

Q5 Exhaust Fan Quantity The PWS states: "Each unisex restroom/shower combo shall have a minimum of six (4) exhaust fans." Please confirm whether the required quantity is four or six, and whether that quantity is required per restroom/shower combination or for the building as a whole.

A5: See PWS Section II paragraph 13. h. iii. Prefabricated Concrete Cast Waterborne Restroom:

Each unisex restroom/shower combo shall have a minimum of six (6) exhaust fans. This is six

(6) per restroom/shower combo.

Q6: New Concrete Foundation / Pad Design Please provide the required design criteria for the approximately 27 ft x 33 ft concrete structural pad/foundation, including slab thickness, concrete compressive strength, reinforcing steel size and spacing, footing or thickened-edge requirements, aggregate base thickness, subgrade preparation, compaction requirements/testing, vapor barrier requirements (if applicable), finished floor elevation, and drainage requirements.

Please confirm whether the Government will provide the foundation design or whether the Contractor/prefabricated building manufacturer is responsible for providing engineered and stamped foundation drawings. The PWS refers to a "prefabricated concrete structural pad."

Please clarify whether the foundation/pad itself is required to be prefabricated, or whether the Contractor may construct a conventional cast-in-place reinforced concrete slab/foundation onsite, provided it is engineered to support the selected prefabricated restroom building and complies with all applicable codes and manufacturer requirements.

If cast-in-place construction is permitted, please confirm that it may be proposed as a cost-saving alternative without affecting technical acceptability.

A6: Contractor shall provide a prefabricated conventional cast-in-place reinforced concrete slab/foundation onsite, that is engineered to support the selected prefabricated restroom building and complies with all applicable codes and manufacturer requirements. See revised PWS section II. SCOPE OF WORK. Paragraph 2. Prefabricated concrete pad.

Q7: Geotechnical / Soils Information

Is a geotechnical or soils report available for the proposed building location? If no report is available, please provide the required design bearing pressure or confirm the assumptions bidders should use for foundation design and subgrade preparation.

A7: Please refer to CA State Building requirements in Chapter 18 for design and subgrade preparation.

Q8: Existing Building Foundation Demolition Please confirm the limits of demolition for the existing restroom. Specifically, is the entire existing slab and foundation to be removed, including all footings? Please identify whether any existing exterior concrete sidewalks/entrance slabs may remain and whether existing underground utility stubs are intended to remain for reconnection.

A8:The entire existing slab and foundation shall be removed. The sidewalks shall remain in place along with any entrance areas that won’t affect the removal of the old building. Existing underground utility stubs will remain and be used for reconnection; however, the contractor shall notify the COR if reconnection of utilities are identified as needing repair and will be addressed via negotiated modification issued by the Contracting Officer prior to additional work being performed. See revised PWS section II. SCOPE OF WORK, paragraph 3. Prefabricated Concrete Cast Waterborne Restroom.

Q9: Hazardous Materials Has the existing restroom been surveyed or tested for asbestos-containing materials, lead-containing paint, or other hazardous materials?
