Final Question and Answers (Q&A)

Question (Q) 28: Building Footprint Conflict o PWS Section II.3.a specifies a 26' x 30' footprint.

o Q&A A3 states the required footprint is 20' x 30'.

o The Referenced Conceptual Drawing (CXT “Navajo” standard building, sheet N-03) dimensions the building at 26' wide x 20' deep.

o CLIN 0002 foundation is described as approximately 27' x 33'.

Could you please confirm the correct required footprint dimensions for estimating and pricing purposes?

Answer (A) 28: The footprint of the foundation is consistent in PWS, Q&As, and the dimensions specified are 27' x 33'. The Referenced Conceptual Drawings are there for reference and not exact drawing of the anticipated restroom, or concrete foundation.

Q29: Exhaust Fan Quantity o The reference drawing shows 4 roof exhaust fans per elevation.

o Q&A A5 requires 6 exhaust fans per restroom/shower combo (24 total).

Please confirm whether bidders should rely on the Q&A responses as governing over the original PWS language and reference drawings, or if a consolidated corrected PWS will be issued.

A29: The Referenced Conceptual Drawings are there for reference and not exact drawing of the anticipated restroom. Follow PWS for number of exhaust fans requied.

Q30: Cheyenne vs. Conceptual Drawing Configuration. The CXT Cheyenne 30’ x 26’ building is configured as two multi-user restrooms with four separate shower rooms. New Hogan Dam and Lake Cheyenne Valley Springs 8.5.pdf The revised requirement, however, calls for four individual unisex restroom/shower combinations. Please confirm whether the Government requires four completely independent unisex rooms, each containing both a toilet/lavatory and shower, or whether the standard Cheyenne configuration is acceptable.

A30: The Referenced Conceptual Drawings are there for reference and not exact drawing of the anticipated restroom. Follow PWS.

Q31: Conceptual Drawing. Please confirm that the Referenced Conceptual Drawing is intended only to establish general layout, dimensions, and features and that the contractor may propose a manufacturer’s configuration that differs from the drawing provided it satisfies all requirements of the revised PWS. The prior Q&A states that the contractor is responsible for selecting a building that meets the PWS. Additional Q and A - KO Approved.pdf

A31: Yes, the contractor is to propose the configuration they can provide, as long as it meets the PWS requirements. The Referenced Conceptual Drawings are there for reference and not exact drawing of the anticipated restroom. Follow PWS.

Q31: Foundation Requirement. The Government’s Q&A states that the contractor shall provide a conventional cast-in-place reinforced concrete slab/foundation. Additional Q and A - KO Approved.pdf Some compliant precast restroom systems are manufactured as rigid-box structures incorporating an engineered approximately 5-inch concrete floor and require installation on a manufacturer-designed compacted aggregate/gravel base rather than a separately poured structural slab. Would such an integrated engineered floor/foundation system be acceptable if supported by manufacturer engineering and applicable California requirements?

A31: Concrete slab is required per PWS.

Q32: Exhaust Fans. The revised Q&A confirms six exhaust fans per unisex restroom/shower combination, which would result in 24 exhaust fans for four rooms.

Additional Q and A - KO Approved.pdf Please confirm that 24 exhaust fans are in fact required and that this is not intended to be six exhaust fans for the building as a whole.

A32: Confirmed minimum of 6 exhaust fans per unisex restroom/shower combination.

Q33: Manufacturer Lead Time / Construction Schedule. The solicitation provides an overall period of performance through September 14, 2027, while the Q&A states that field construction must occur after Labor Day through March 31. If the prefabricated building requires approximately 120 days from approval of submittals to manufacture and delivery, please confirm that manufacturing may continue beyond March 31 and that the March 31 restriction applies to onsite construction activities rather than offsite fabrication.

A33: Yes, onsite work (construction) may only occur between 8 Sep 2026 and 31 March 2027.

Q34: Commercial Financing / Progress Payments. The solicitation incorporates FAR 52.232-29, Terms for Financing of Purchases of Commercial Products and Commercial Services. Solicitation - W9123826QA031.pdf Because the prefabricated building manufacturer may require substantial payment prior to fabrication and delivery, please confirm whether commercial advance payments or commercial interim payments may be requested after award in accordance with FAR 52.232-29, and, if so, what documentation the Government would require.

A34: No, the Clause 52.232-29 was inadvertently included in the Solicitation. An amendment is being issued to remove this Clause. Standard Payment terms in Clause 52.212-4 apply to this contract.
