About this file

This is a Questions and Answers document for a federal janitorial services solicitation. The government facility is located at 6505 South Manthey Road, French Camp, California 95231 and encompasses approximately 4,000 square feet comprising one large conference room (vinyl tile), one small conference room (carpet), one kitchen (vinyl tile), two bathrooms (vinyl tile), three offices (vinyl tile), eight offices (carpet), common QA workspaces (vinyl tile), and four cubicles (vinyl tile). The facility contains two restrooms with three toilets, one urinal, two sinks, three paper towel dispensers (C-fold), two liquid fill soap dispensers, and four standard 2-ply toilet paper dispensers, plus standard toilet seat covers.

Service frequency is Tuesday and Friday (two nonconsecutive days per week), with CLINs 0001, 1001, 2001, 3001, and 4001 each structured at 208 hours per year for the base year and option years. The contractor will be paid based on actual hours worked up to the quantity shown in each CLIN with no compensation for work exceeding specified quantities. The contractor must furnish all supplies and may utilize an on-site storage closet. A small business prime contractor may use small business subcontractors provided compliance with FAR 52.219-14 Limitations on Subcontracting is maintained, and a direct employee of the prime contractor (not a subcontractor) must attend post-award pre-work meetings. Wage classifications should be determined using SCA wage rates with best business practices; generally a Janitor classification applies to all work including window cleaning and floor waxing, though different Janitor levels may apply. Quotes must be submitted via email to Jessica.Padilla@usace.army.mil and Raymond.R.Greenheck@usace.army.mil by the offer due date of August 11, 2026, with additional details available in the SAM.gov posting.

A person who works directly for the prime contractor must be present for both meetings. A subcontractor – even if “authorized by the prime” can NOT attend in leu of a person from the Prime Contractor. This prime contractor person doesn’t need to be the company owner.

7. Is a small business prime contractor permitted to utilize a local small business janitorial subcontractor for on-site performance, provided the contractor complies with FAR 52.219-14 Limitations on Subcontracting?

The prime contractor must comply with all requirements of the contract. They may use small business subcontractors, but the responsibility of meeting the requirements rests with the prime. Prime contractor must comply with the limitations on subcontracting listed in clause 52.219-14.

8. CLIN 0001 is labeled "Daily" service at 208 hours/year, but the PWS describes Tuesday & Friday service. Could you clarify the correct frequency?

Tuesday & Friday or 2 nonconsecutive days per week

9. Does the janitorial scope require one wage classification (Janitor), or should tasks like window cleaning and floor waxing be priced under diƯerent classifications from the wage determination?

Please use best business practices and the SCA wage rates attached to discern this information. Generally a Janitor classification would apply to all the work, but note that there are levels to most classifications, i.e. Janitor 1, Janitor 2, and so on.

10. Is there anything else new oƯerors commonly get wrong on quotes like this that we should watch for?

Please review the solicitation carefully and follow all instructions.

11. The CLINs are structured by labor hours (e.g., 208 hours for daily service). Are these hours intended as a firm fixed quantity for the year, or will the contractor be paid based on actual hours worked and recorded?

Contractor will be paid based on actual hours worked up to the quantity shown in the CLIN. The contractor will not be compensated for work beyond the quantities shown in the CLINs.

12. The PWS indicates the contractor shall furnish all supplies. Can the government confirm if there is a designated on-site storage area for the contractor's cleaning equipment and bulk supplies?

Yes, storage closet on site

Yes. This is the correct address of the place of performance.

14. CLIN 3001 (Option Year 3, Janitorial Service - Daily) is listed at 36 hours, while the corresponding daily service CLIN in the base year and all other option years (0001, 1001, 2001, and 4001) are listed at 208 hours. Please confirm whether 36 hours for CLIN 3001 is intentional or should instead read 208 hours, consistent with the other performance periods.

Your findings are correct. CLINs 0001,1001,2001,3001 and 4001 should have line item quanties of 208 hours. This change will be made in a forthcoming amendment.

15. The solicitation does not appear to state a deadline for the submission of questions.

Please confirm the cutoƯ date and time for questions so we can ensure any further clarifications are submitted in time to be addressed before the oƯer due date of 11 August 2026.

Please see description box of SAM.gov post for oƯer due date and other details.

The solicitation incorporates FAR 52.212-1 (Instructions to OƯerors) by reference, but we did not find explicit instructions specifying the method of submission (e.g., email, portal), required attachments/format, or a designated point of contact for quote delivery. Could you please confirm how and to whom quotes should be submitted and whether any specific format or attachments are required?
