About this file
This is a Questions and Answers document for the Lake Kaweah Litter Collection Services federal contract solicitation. The contract is structured as a Base plus 4 Option Years requirement with multiple Contract Line Item Numbers (CLINs) representing individual service events at various recreation areas around Lake Kaweah. The awarded contractor will have discretion in determining cleaning crew size. All recreation areas are located immediately off Sierra Drive (State Highway 198), with the longest travel distance between any two areas being approximately 10 minutes or 6.5 miles.
Service parameters include fixed service days as outlined in the Performance Work Statement, with no adjustments permitted outside coordination with the Contracting Officer's Representative (COR). The Government will provide no facilities or support beyond trash bins. Unserviceable campsites due to occupancy will be considered non-billable for those quantities rather than rescheduled. CLIN quantities represent the Government's requested service volume; unused quantities resulting from site closures or seasonal conditions will be reduced at the end of the corresponding contract year. This is a new requirement with no incumbent contractor performing these services previously.

Questions/Answers Lake Kaweah Litter Collection Services
1. What size cleaning crew do you have now or will you want to have to clean Lake Kaweah?
1A. Up to the discretion the awarded contractor.
2. Are Item numbers 0015, 0016, 0017, 0018 duplicates of each other? Also, for the option years (1015, 1016, 1017, 1018; 2015, 2016, 2017, 2018; 3015, 3016, 3017, 3018; 4015, 4016, 4017, 4018), are they also duplicates?
2A. Please review solicitation. This is a Base plus 4 Option Years, requirement. They are not duplicates. The ones that start with 1, 2, 3, and 4 are the option year CLINs.
3. Can the Government confirm whether CLIN quantities represent estimated maximum service events and whether actual services may be reduced due to site closures or seasonal conditions?
3A. The quantities stated in the solicitation is what the Government is requesting. If sites get closed the unused quantities will be reduced at the end of the corresponding year.
4. Can the Government provide any guidance on travel distances or service routes between recreation areas?
4A. All recreation areas are immediately off of Sierra Dr. (State Highway 198). The longest drive between any two recreation areas is about 10 minutes or 6.5 miles.
5. Are service days fixed as outlined in the PWS, or may they be adjusted in coordination with the COR?
5A. The Performance Work Statement shows the set service days.
6. For occupied campsites that cannot be serviced, will those services be rescheduled or considered non-billable?
6A. The whole Campground is one singular Contract Line Item Number (CLIN). Each campsite is an individually billed quantity of the CLIN for the “Cleaning Services”. If campsites cannot be serviced they will be non-billable for those quantities.
7. Can the Government confirm what facilities or support (beyond trash bins) will be provided to the Contractor?
7A. None.
Is this a brand new contract, or is there (was) an incumbent performing these services? If not brand new, could you please provide:
