About this file
This is a pre-proposal conference presentation for the Plating Shop Renovation project at Hill Air Force Base, Utah. The project involves a comprehensive renovation of Buildings 505 and 507, with a total estimated construction value between $100-250 million. The solicitation (W9123825RA003) is an unrestricted, firm-fixed-price design-bid-build contract with a 1,825 calendar day performance period, phased into four distinct stages of demolition and new construction of plating process lines.
Key project details include replacing multiple plating process lines, updating electrical and ventilation systems, modifying roof equipment, and constructing a 2,800 sq ft pre-engineered metal building. The evaluation will use a Best Value Tradeoff methodology, with non-price factors weighted more heavily than cost. Small business participation goals include 30% total small business involvement, with specific targets for small disadvantaged businesses (14%), women-owned small businesses (7%), HUBZone businesses (5%), and service-disabled veteran-owned businesses (5%). Proposals are due 17 March 2025, with an estimated award date of 30 June 2025.
