About this file
This Performance Work Statement (PWS) details the demolition of two earth-covered reinforced concrete Munitions Storage Magazines (Buildings 1411 and 1432) at Hill Air Force Base (HAFB), Utah. The project requires complete removal of the underground ammunition magazines, which total 4,092 square feet, with dimensions of approximately 62' x 33' and 13' tall. The demolition scope includes removing access roads, asphalt pavement, lightning protection, utilities, and site improvements, as well as abating asbestos-containing materials and other regulated materials.
The contractor must prepare comprehensive work plans, including a Site-Specific Demolition Work Plan, Waste Management and Diversion Plan, and Accident Prevention Plan. The project has a 365-calendar day performance period, with work conducted Monday through Friday from 0700-1600 hours. Key requirements include developing a Free Zone within the Munitions Storage Area, coordinating with base personnel, obtaining necessary permits, and achieving a minimum 60% debris diversion goal. The project will be overseen by the US Army Corps of Engineers (USACE) and HAFB Base Civil Engineering, with strict environmental, safety, and reporting protocols to be followed throughout the demolition process.

If an auction process is used, the location shall be outside the boundaries of the Installation/Garrison. Upon acceptance of the recycling/re-use analysis presented in the Waste Management/Diversion Plan the Contractor shall recycle materials and submit proof of recycling/diversion in the monthly and final reports. All suitable, concrete/asphaltic materials may be crushed, recycled, or stockpiled at a designated site on a temporary basis. All recycle/reuse concrete/asphalt materials must be removed from the installation by the end of the project schedule. Use of the material processed for engineering fill, aggregate, or re-constituted concrete or asphaltic pavement constitutes recycling. The minimum diversion goal for this contract is 60% by weight.
