About this file

This document is a Questions and Answers (Q&A) file for a janitorial services solicitation for an Armed Forces Career Center in Modesto, California. The Q&A reveals this is a price-only competition where the lowest bidder meeting the Performance Work Statement requirements will be selected. Key details include that the contractor is responsible for providing all consumables (trash liners, toilet paper, paper towels, hand soap, etc.), on-site storage will be available, and contractors must include all costs in the Contract Line Item Numbers (CLINs) without separate itemization.

The solicitation (W9123825QA004) is issued by the Department of the Army Corps of Engineers Engineering District Sacramento, with a site visit scheduled for March 25, 2025, at 2100 Standiford Ave in Modesto. The government explicitly states they will not share historical pricing or contract details to ensure a fair bidding process. The final Q&A indicates this is strictly a lowest-price technically acceptable procurement, with no additional credit given for eco-friendly products or automated tracking systems beyond meeting the baseline Performance Work Statement requirements.

Q & A

Q1: What were the past contract values, and were there any pricing adjustments?

A1: We were under a temporary contract before. We are now looking for a permanent contract.

Also, you as bidders will give us your best price and we will choose the best price. We will not be sharing any past or current pricing with you.

Q2: Were there cost overruns or supply shortages in previous contracts?

A2: As contractors, we are assuming you are currently experts in these services. The janitorial specifications will detail what we require. We expect all services are met consistently. All prior contractors have been able to consistently meet the expectations we require. Again, we will not be sharing any information that may or may not give others an upper hand over others. Please refer to the janitorial specification on what we expect and require and provide a bid that will ensure you will be able to meet the standard we provide.

Q3: What price range is considered competitive for this contract?

A3: The disclosure of magnitude is not included in this solicitation, as it is not a construction contract.

Q4: Is the contractor responsible for providing consumables (trash liners, toilet paper, paper towel, tampons, hand soap, hand sanitizers, air fresheners etc.), or will the government supply them?

A4: The Performance Work Statement details the requirements. Yes, all the consumables are to be provided by the contractor.

Q5: Are usage estimates available to help forecast supply needs?

A5: Again, we will not be sharing information that will give contractors the upper hand over another.

This is a fair process. Please refer to the janitorial specifications and provide your estimates. We are assuming you are the expert in providing these services and can correctly provide a reasonable estimate.

Q6: Are there specific brands, quality standards, or sustainability requirements?

A6: The Performance Work Statement details the requirements, no specific brands etc.

Q7: What is the required restocking frequency, and are there peak demand periods?

A7: The Performance Work Statement details the requirements. Contractor will need to manage restocking as needed.

Q8: Will storage space be provided, or must the contractor manage off-site inventory?

A8: There will be storage available on site.

Q9: Should consumable costs be included in the base price or itemized separately?

A9: Include all costs in each CLIN listed on the solicitation document (list of CLINs begins on page three). No, do not itemize separately. Please provide the total estimate that will cover all services per the janitorial specifications.

Q10: What key factors made previous winning proposals stand out?

A10: We will not be sharing any information that will allow contractors to have the upper hand over another. We will choose the cheapest bid, and we expect all services to be met per the janitorial specifications. This is a price only competition so lowest price will determine the winner.

Q11: Would offering eco-friendly products or automated supply tracking improve competitiveness?

A11: The Performance Work Statement details the requirements. Follow the requirements listed in the Performance Work Statement. No extra credit will be given for eco friendly or auto supply tracking. That is up to the contractor to determine their means and methods to meet our requirement.
