About this file
This document is a Question and Answer (Q&A) file for the Pine Flat Lake Debris Removal federal contract (Solicitation Number: W9123825Q0012). The Q&A provides detailed insights into project specifications, including a Geobrugg rockfall barrier system (GBE-1000A-R) removal and reassembly. Key details include debris composition (60% medium/small rock, 40% loose soil), site access via a narrow dirt road behind a security gate, and no known weight restrictions or utility infrastructure in the work area. The government prefers work to begin in September when water levels are low, and contractors have flexibility in debris disposal site selection.
The document outlines specific requirements for barrier reassembly, including following torque specifications from the maintenance manual and maintaining the barrier's original condition. Weather contingency procedures require immediate communication with the Contracting Officer Representative (COR) about work stoppages. Additional provisions include government Quality Assurance (QA) personnel availability during major work milestones, the possibility of additional site visits, and a planned pre-work meeting after contract award. The solicitation is managed by the Department of the Army Corps of Engineers Engineering District Sacramento, with a quote submission deadline of June 5, 2025.

W9123825Q0012, Pine Flat Lake Debris Removal Question and Answer
1. Barrier System Details: Can you provide the specific type/model of the Geobrugg rockfall barrier system installed (e.g., GBE-series, RXE-series, energy rating)?
A1. GBE-1000A-R
2. Debris Characteristics: Can you provide more specific details about the debris composition percentages and any estimated weights of larger rocks/boulders?
A2. Debris is a mixture of 60% medium/small rock and 40% loose soil.
Access Requirements: What are the specific access route limitations for equipment? Are there weight restrictions for the access road?
A3. Access to the site is behind a security gate and up a narrow dirt road. There are no known weight restrictions.
3. Disposal Sites: Are there any government-preferred or pre-approved disposal sites, or should contractors identify their own?
A4. Contractor will dispose of spoils and debris off-site at a location of their choosing.
4. Safety Coordination: Will government personnel need to be present during barrier disassembly/reassembly operations?
A5. Government QA personnel will be available at major milestones of work.
5. Work Restrictions: Are there any seasonal restrictions, environmental windows, or dam operation considerations that would limit work timing?
A6. There are no restrictions. We prefer the work to begin in September, when water levels are low, to prevent disruptions to powerhouse operations and before rainfall saturates the hillside, potentially causing instability.
6. Utilities/Infrastructure: Are there any underground utilities or infrastructure in the work area that need special consideration?
A7. There are no known utilities or infrastructure components in the immediate vicinity of the barrier.
7. Staging Areas: Are there designated staging areas for equipment and materials, and what are the size limitations?
W9123825Q0012, Pine Flat Lake Debris Removal Question and Answer
A8. You can stage equipment and materials further down the access road on this turnaround circled in the picture below. Size limitations apply to anything smaller than an oversized load.
8. Weather Contingencies: What are the procedures for work suspension due to weather conditions?
A9. Contractor will immediately communicate any stoppages of work to the COR due to any conditions including weather.
9. Quality Control: What are the specific inspection criteria for barrier reassembly acceptance?
A10. Follow the torque specifications in the barrier maintenance manual. The reassembled barrier should be in the same condition as it was before disassembly, without causing the support ropes to stretch.
10. Will another site visit be allowed?
A11. Yes, another site visit can be organized if needed.
11. A pre-work meeting will be scheduled with the winning contractor and the COR after we award the contract. The contract has not been awarded to anyone yet.
