About this file
This is Amendment 0002 to solicitation W9123825Q0002 for Alarm Services at Hidden Dam, Hensley Lake, providing answers to questions from potential bidders. The amendment clarifies that this is a 5-year contract (base year plus four option years) set aside for any small business under NAICS code 561621 with a $25M size standard, with Service Contract Act wage rates applying rather than Davis-Bacon rates.
Key technical details revealed include: the facility uses Honeywell Ademco 5828 keypads and various alarm systems including magnetic door sensors, vibration/shock alarms, wired/wireless motion sensors, window entry alarms, glass breakage sensors and rocker switches. All systems will remain on POTS lines rather than cellular. Subcontracting is permitted. Proposals are due January 28, 2025 by 11:00am PT via email to specified contracting officials. The project is scheduled to begin February 2025. No alternative technical approaches will be considered, and contractors must submit pricing without a site visit to the 9-story tower, as access is restricted until after award. This is a firm fixed price contract with no price adjustments permitted.

SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
Q&A
Hensley Alarm Services Q1. Can you please share the specifications for the Alarm Services Hidden Dam project. I would like to see if Access Control and Video Surveillance are part of the scope.
A1. Performance Work Statement (PWS) for this project is included in solicitation on SAM.gov
Q2. I would like to inquire about what type of alarm systems you are currently using.
A2. The alarm systems include the following types; magnetic door alarm sensors, vibration/shock alarm system (Tower Bridge Fence), wired and wireless motion sensors, window entry (Maintenance Office and Hidden View Entrance Station), glass breakage sensor (Hidden View Entrance Station) and rocker switch (Hidden Dam Sump Pump).
Q3. Do you know who the manufacturer of the existing alarm systems is? Bosch? DMP?
Honeywell?
A3. Honeywell Ademco – 5828 keypads
Q4. Can bidders subcontract part of this work?
For example, if I wanted to perform all maintenance and service work in house, but sub out the monitoring to a trusted partner, would that be acceptable? Assuming they meet the insurance requirements, of course.
A4. Yes
Q5. I came across your Solicitation on sam.gov and have found a reputable lender who can fulfill your service and equipment needs. The vendor also has discounts for their equipment and their monitoring services, but wanted to know how much equipment is needed and if so, would there be an outline to adjust the equipment price to fit both parties?
A5. There will be no outline to adjust equipment price, it is a firm fixed price contract.
Q6. I was contacted by a company out of Texas to look at this job for them. The way it sounded was He was the General on this project and he would be on site. Turns out he is just a middle man. I have no problem doing the job but I wan to make sure I don’t need to be a approved contractor for the US Government before I submit a bid.
A.6 Contractors and subcontractors must be small businesses based on the NAICS code 561621, $25,000,000 size standard, but there is no other “Approval” needed to work directly with the Government. You would just need to be registered on the SAM.gov website. This is free to do directly on the site.
Q7. If I can submit a bid can I get a new SOW. I want to make sure the one he sent me was the same as what you sent out.
A7. See Solicitation on SAM.gov for PWS.
Q8. When are bids to be submitted by, to who, and do you have the approximate start and finish date. This info wasn't on anything I received.
A8. Offers due date 28 January 2025 no later than 11:00am PT. Offers must be submitted via email to Antonina Beal and Raymond R. Greenheck at Antonina.beal@usace.army,mil and Raymond.r.greenheck@usace.army.mil. See Solicitation on SAM.gov for PWS, offers due date, and points of contact.
This contract is for 5 years. First year is base year, and four optional years will be exercised if the Government still has a need for this service and if contractor performance is acceptable.
Q9. Please kindly confirm if the contract “W9123825Q0002 Alarm Services Hidden Dam, Hensley Lake” is set aside for any small business or is it set aside for EDWOSB (women owned) only?
A9. W9123825Q0002 Alarm Services Hidden Dam, Hensley Lake is set aside for any small business. See Amendment 0001 on SAM.gov
Q10. Will this job be a prevailing wage payout? If yes, what are the craft classifications?
A10. The Wages are not Construction type “Davis Bacon” rates the wages are Service Contract Act (SCA) Wage Rates, and the SCA wage rates are in solicitation. See solicitation on SAM.gov.
Q11. What was the award date?
A10. TBD
Q12. Can you provide a copy of the RFP/SOW?
A12. PWS is in Solicitation on SAM.gov.
Q13. Will all systems remain on POTS or switch to cell communications?
A13. All systems will remain on POTS.
Q14. Will new enclosures be required for the exterior sirens?
A14. No, as long as all existing enclosures are functioning to protect the exterior sirens, new enclosures will not be required.
Q15. What is the deadline for proposal submissions?
A15. Offers due 28 January 2025, no later than 11:00am PT. See solicitation on SAM.gov.
Q16. Access Bridge A16. “Access Bridge” is referenced as the “Tower Bridge” in PWS solicitation, W9123825Q0002.
Q17. Would you like to continue using the current shock sensors along the fence?
A17. Yes, the current shock sensors will continue to be used.
Q18. Can we propose alternatives?
A18. No
Q19. When can we view the 9-story tower to assess the feasibility of new cable runs for an accurate labor quote?
A19. Security requirements for access to the tower are detailed within the “Security” section of the PWS solicitation, W9123825Q0002. Public access to this area is not authorized. The contractors will need to provide their price proposal with the understanding that the cable runs will not need to be replaced.
