1) Is this a new requirement or an existing requirement?

Answer (A)1 This is an existing requirement.

2) If this is an existing requirement, who is the incumbent and the contract #?

A2 Lumin Advantage Consulting, W9123819P0096.

3) What are the page limits for each volume: Technical Approach, Instructor Qualifications, Past Performance, Price?

A3 There’re no page limits.

4) Will cover page, TOC and cover letter be included in the page count for each volume?

A4 No

5) Can submittal instructions be revised to electronic submission only?

A5 USACE is issuing an Amendment to change the PWS to reflect all electronic submissions for Submittals and invoices.

6) Submittal instruction for proposal says original and 3 copies and electronic copies. For billing it also says paper invoices as well as electronic copy. We work with multiple USACE Districts, and no other District asks for proposal or invoices submissions to be done via mail. Is there a reason USACE Sacramento District insists upon printed format proposal submission as it is extremely time consuming and costly for Offerors. In our experience electronic submissions are just as effective if not more effective than paper submissions. We would appreciate your input.

A6 USACE is issuing an Amendment to change the PWS to reflect all electronic submissions for Submittals and invoices.

7) Is it safe to assume Government can pull the FAR and CERTS and they do not have to be printed for the submission?

A7 Yes, if the contractors have filled out their Certifications and Representations in the SAM system, then the Government can pull this information. If not they will need to fill out and return the information with their proposal.

A9 Yes, see answer 2 above.

10) Can we use our own proprietary assessment tools and books/curriculum?

A10 Yes

11) Who are the potential applicants? How does the application process typically go?

A11 See the PWS for specific information. For LDP I – all GS level participants are eligible to apply.

Applications are typically accepted 2-3 months prior to the start of the program. Applicants need to fill out a short application expressing their interest and have supervisory support. Applicants are selected by the USACE District facilitator and coordinator assigned to support the LDP I group and the class cohort is intended to represent all facets of the District (variety of technical and non-technical disciplines, GS levels, career experience, etc.).

For LDP II - all GS level participants are eligible to apply. It is highly suggested that applicants have completed the LDP I course, or similar leadership course, but it’s not a mandatory requirement.

Applications are typically accepted 2-3 months prior to the start of the program. Applicants need to fill out a short application expressing their interest and have supervisory support. Applicants are selected by the USACE District facilitator and coordinator assigned to support the LDP II group and the class cohort is intended to represent all facets of the District (variety of technical and non-technical disciplines, GS levels, career experience, etc.).

For LDP III – GS11 and higher employees are eligible to apply. It is highly suggested that applicants have completed the LDP I and II courses, or similar leadership courses, but it’s not a mandatory requirement.

Applications are typically accepted 2-3 months prior to the start of the program. Applicants need to fill out a lengthier application expressing their interest and have support from their direct supervisor, division chief, and USACE District Commander. Applicants will also be interviewed by a small panel of USACE District Leaders.

12) We noticed that the place of performance is listed as Sacramento. Is it necessary for the subcontractor (or vendor) to be in Sacramento to submit a proposal?

A12 No, however the classes will need to be conducted in Sacramento.

13) Approximately how many people are expected to take or participate in the courses?

A13 Please see PWS with in the solicitation for specifics.

14) Are or will all person’s matriculate through each course level (i.e. Level I, Level II, Level III) or will participants be strategically placed in singular course?

A14 We encourage employees to take the courses in succession, as each level builds upon the prior level.

However, we recognize that employees come from a variety of backgrounds and may have had leadership training and experience in former jobs/careers/etc. As a result, it is not a mandatory requirement that participants take each course in succession.
